star this property answer text <p> </p><p>The programme to increase passenger capacity on the Windsor to Waterloo railway by 25% is now under way and will be completed in early 2015. 60 additional carriages are being incorporated into an extended and refurbished fleet of trains to operate as a maximum 10 carriage train length. The first additional vehicles are now in service. From May 2014, platform 20 of the former Waterloo International station will be brought into use for scheduled services. Construction of Crossrail is now half completed and electrification of the Great Western Main Line is also under way; the Slough to Windsor &amp; Eton Central line will be electrified by 2019. The Highways Agency is welcoming preliminary comments on the M4 Smart Motorway scheme between Junction 3 (Hayes) and Junction 12 (Theale) until the end of April 2014, and will conduct a formal public consultation on the scheme in the autumn. Subject to development consent and the final business case, construction could start in spring 2016.</p>

star this property answer text <p>The Maritime and Coastguard Agency (MCA) and the Marine Accident Investigation Branch were active participants in the multi-partner HORIZON research project, an EC-funded study, which used simulators to identify the effect on seafarers of working hours and interrupted rest. The project report demonstrates conclusively the links between certain watch keeping patterns and the performance of seafarers (looking particularly at “sleepiness”).</p><p> </p><p>The Government is committed to reducing the effects of fatigue on maritime safety and the health of seafarers. The output from HORIZON has been used to provide practical guidance to seafarers. The MCA remains involved with research on seafarer fatigue with other industry stakeholders.</p><p> </p><p>MCA Surveyors routinely inspect UK ships and foreign flag ships in UK waters and verify hours of work records for compliance with the regulations, and check ships are safely manned in accordance the requirements of the International Maritime Organisation convention on Standards of Training, Certification and Watchkeeping (STCW).</p><p> </p><p> </p><p>The UK is leading the Paris Memorandum of Understanding on Port State Control Concentrated Inspection Campaign to ensure compliance with the hours of rest requirements of watchkeepers under STCW which will run from 1 September 2014 to 30 November 2014.</p>

The Driver and Vehicle Licensing Agency instead writes to keepers of these vehicles offering them an out of court settlement where it appears that an offence has been committed, so that the matter may be resolved without court proceedings. star this property answer text <p> </p><p>The Driver and Vehicle Licensing Agency (DVLA) receives information on foreign registered vehicles from the police and other enforcement agencies, as well as from members of the public. Other ways of obtaining this information are currently being explored.</p><p> </p><p>The DVLA has been working with the police to pilot a new enforcement process. This involves the DVLA providing the police forces with registration numbers of foreign registered vehicles which may have overstayed the six- month exemption period and where the keepers have not complied with UK requirements. This information enables the four police forces involved to seize and impound vehicles that have overstayed, where appropriate. If the pilot is successful, the DVLA will explore the potential for extending it to more police forces.</p><p> </p><p>The DVLA is also working with other government agencies to establish what other data might be used to track and identify over staying foreign registered vehicles.</p>

star this property answer text <p> </p><p>The upgrade referred to is included in the “North of England Programme”. This work has already begun. The programme will enhance key northern routes and provide benefits across the north of England, with over £1bn being invested over the next five years (2014-2019). Manchester - Leeds - York electrification was announced in November 2011 as part of the wider North Transpennine Electrification Scheme. This electrification scheme forms part of the North of England Programme. Key rail routes will be electrified across the North to make journeys faster, quicker and more reliable, improving journey times and the passenger experience.</p><p> </p><p>Work has already started, and the first phase of the Transpennine route (from Manchester to Stalybridge) is planned to be electrified by December 2016. To the east of Stalybridge, works are currently being planned to deliver a fully electrified route between Manchester, Leeds and York.</p><p>Once complete, this significant infrastructure improvement will link up with the already electrified lines at Leeds and York. Many older trains have also been retrofitted with this equipment while those that have not do at least have tannoy systems. The law requires all trains to have audio-visual PIS by 2020 and the industry's ongoing work to meet this has been further facilitated by recent franchise decisions.</p> more like this

star this property answer text <p> </p><p>Under devolution, transport in London is the responsibility of the Mayor and Transport for London (TfL).</p><p>The Government is providing over £10 billion to TfL during this Parliament, to support a significant enhancement of London's transport infrastructure.</p><p> </p><p>Network Rail is currently undertaking a Sussex Route study, to develop options for improvements on rail services in the Streatham area. It is due to report its findings next year.</p><p> </p><p>Residents and transport users in Streatham will also benefit from the higher capacity trains that will operate across the Thameslink network. Furthermore, as part of the new franchise, there are proposals to provide two additional trains in the peak.</p> more like this

We are currently in negotiations with the current operator with regard to this matter, and will confirm full details in due course.</p><p> </p><p> </p><p> </p><p>It will be for bidders for the new long-term franchise beginning in February 2016 to propose new rolling stock beyond that date. </p><p> </p> more like this
