star this property answer text <p><del class="ministerial">NHS England and Public Health England (PHE) are working alongside a coalition of other organisations and patient groups to draft a framework for hepatitis C improvement. This hepatitis C improvement framework will set high level aims for the public health system towards elimination of hepatitis C related liver disease as a significant public health concern.</del></p><p> </p><p> </p><p> </p><p><del class="ministerial">The hepatitis C improvement framework will be referred to in PHE’s liver disease framework.</del></p><p> </p><p><ins class="ministerial">Timing for access to care or treatments for all NHS England service specifications or policies is based on an assessment of the evidence for clinical effectiveness, cost effectiveness and affordability.</ins></p><p> </p><p> </p> more like this

star this property answer text <p>A variety of initiatives are underway in England to improve awareness and case finding, re-engagement and linkage to care, especially in drug services, primary care, prisons and accident and emergency centres. In addition, NHS England is funding access to new hepatitis C treatments in accordance with guidance from the National Institute for Health and Care Excellence.</p><p>As part of health services commissioned for those in detained settings, NHS England has rolled out an ambitious Opt-Out Blood Borne Viruses (BBV) testing programme. The key aim is to improve uptake rates for hepatitis C testing by the introduction of good practice for ‘meaningful offer’ of BBV testing across the adult prison estate. In this programme appropriately trained staff offer prisoners a BBV testing on an opt-out basis within 72 hours of reception in accordance with published national guidance, with referral to specialists for assessment for treatment (which can be delivered in prison or on release). This programme has been embedded across the secure estate from April 2018.</p><p>The creation of 22 operational delivery networks in England to drive improvements in treatment in local areas is intended to give all patients the access to the treatment they need regardless of where they live.</p>

This procurement exercise was officially launched in March 2018. The conclusion of assessment of proposals is planned for September 2018 and NHS England anticipates the new procurement approach will be implemented from 1 October 2018. The aim of the strategic procurement is to accelerate whole systems action to reduce hepatitis C prevalence and incidence. If successful, the ambition is to support the elimination of hepatitis C as a public health threat earlier than the World Health Organization (WHO) goal of 2030 and as soon as 2025.</p><p>Public Health England who lead on hepatitis C surveillance will ensure that achievements against the WHO targets in England are tracked. The National Strategic Group for Viral Hepatitis will continue to bring together stakeholders to discuss and share individual and collective actions underway to contribute to these goals.</p>

star this property answer text <p>NHS England has already published its planning approach to implement National Institute for Health and Care Excellence (NICE) recommended treatment during 2016/17. NHS England has committed to produce an operational framework for hepatitis C during 2016/17. This will set out NHS England’s commitment to improving outcomes in hepatitis C across England. The publication date for the document has not been set but we anticipate work to continue during the late spring and early summer.</p><p> </p><p>NICE Technology Appraisals (TA) 363, 364 and 365 require Operational Delivery Networks to prioritise treatment for patients with the highest unmet clinical need. The National Health Service commitment to 10,000 treatments in 2016/17 reflects the multi-year modelling used by NICE and published in conjunction with the recommendations for TA 364. The NICE recommendations note that treatment decisions are influenced by clinical characteristics such as level of liver damage, genotype, treatment history and comorbidities. The recommendations also record the advice of clinical experts to the committee that a realistic estimate of patients accessing treatment each year is between 7-10,000.</p><p> </p><p> </p><p> </p>

star this property answer text <p>The United Kingdom Government takes the issue of prevention, diagnosis and treatment of hepatitis C very seriously. Public Health England (PHE) and NHS England continue working together with key stakeholders to establish a strategic approach to tackle hepatitis C, including monitoring treatment access and uptake, as well as establishing Operation Delivery Networks (ODNs).</p><p>NHS England has invested in a Commissioning for Quality and Innovation scheme to incentivise ODNs to meet their agreed rate of roll-out. If their treatment rates deviate from this agreed rate of treatment, they are no longer eligible for these incentives.</p><p>PHE is working together with NHS England and the National Offender Management Service to improve coverage of blood borne virus testing for people in prisons through implementation of opt-out testing.</p><p>PHE has also commissioned the Royal College of General Practitioners (RCGP) <em>Certificate in the Detection, Diagnosis and Management of Hepatitis B and C in Primary Care</em> to help raise awareness in primary care and among other professionals working with groups at high risk of chronic viral hepatitis infection. To supplement this, a new RCGP course was launched in April 2015, <em>Hepatitis C: Enhancing Prevention, Testing and Care</em> which comprises four lessons: understanding hepatitis C; preventing transmission; testing and diagnosis; and treatment and care.</p><p> </p><p> </p>
