star this property answer text <p>The costs are paid per by-election. Costs vary according to the number of electors. The current cost of a whole House by-election is £1440; a Labour or Liberal Democrat by-election costs £570, and a Conservative or Crossbench by-election costs £600; all costs are inclusive of VAT. This is in addition to the cost of House of Lords staff time spent organising the by-election which forms part of their normal duties and is not costed separately.</p> more like this

star this property answer text <p>The House has agreed to a number of temporary changes to its usual working practices and procedures in light of the Covid-19 pandemic. One of these changes was to delay any by-elections under Standing Order 10 until at least Tuesday 8 September. Without this delay a by-election would have had to be held before 26 June owing to a retirement.</p><p>In practical terms it is possible to put the arrangements in place for by-elections to be held in a way that reflects our current circumstances and ways of working. In respect of the vacancy created by the retirement of the Earl of Selborne the remaining 46 Conservative excepted hereditary peers are eligible to vote. In respect of the vacancy created by the retirement of the Countess of Mar the whole House is entitled to vote to fill the vacancy as she was elected by the whole House to act as a Deputy Chairman.</p><p> </p><p> </p> more like this

star this property answer text <p>The Procedure and Privileges Committee agreed on 2 March that the forthcoming hereditary peer by-elections to replace the Earl of Selborne, Lord Denham, Lord Selsdon, the Countess of Mar, Lord Rea and Lord Elton should be carried out using electronic means. Electors will vote using a secure on-line portal. The count will be an electronic process with the manual addition of a small number of postal ballots. There are no plans to allow media access to the count as it is an electronic process. Full details of the results will be available to the media and other interested parties on-line after the result has been announced in the Chamber.</p> more like this

star this property answer text <p>All those on the register of hereditary peers maintained under Standing Order 9(4) who were members of the House before the passage of the House of Lords Act 1999 indicated their willingness to stand in hereditary peer by-elections, either before the first edition of the Register was issued on 13 November 2002, or subsequently. Hereditary peers who have succeeded to their titles since 1999 are required to petition the House to “direct the Clerk of the Parliaments to enter [them] on the register of hereditary peers who wish to stand in any by-election for election to Your Lordships’ House”.</p><p>Every peer on the register is contacted before each by-election to ask if they wish to be a candidate, and if a peer no longer wishes to be included on the register, they can request that their name be removed from it at any time.</p> more like this

There was no separate fee for the cost of ERS supervising and conducting the count.</p><p>When the need for a by-election arises ERS are engaged to administer and supervise the by-election and provide assurance that it conforms to good electoral practice.</p> more like this

star this property answer text <p>In order to be eligible to stand in a by-election, a hereditary peer must petition the House of Lords to be included in the Register maintained by the Clerk of the Parliaments under Standing Order 10(5). The petition is referred to the Lord Chancellor who reports to the House on whether the peer has proved his or her claim to the title and established his or her right to be included in the Register. If the Lord Chancellor is satisfied that the peer has established his or her right, then the peer is added to the Register; but if the Lord Chancellor is not satisfied, then the matter is referred to the Committee for Privileges and Conduct which considers the matter and reports to the House.</p> more like this

star this property answer text <p>The costs for the forthcoming Crossbench hereditary peers’ by-election are expected to be similar to those for the last Crossbench hereditary peers’ by-election held on 4 July 2018. The total cost to the House of Lords for the services provided by Electoral Reform Services (ERS) in respect of the July 2018 by-election was £1,140. This includes VAT at 20%. This is in addition to the cost of House of Lords staff time spent organising the by-election which forms part of their normal duties and is not costed separately.</p> more like this

star this property answer text <p>In the by-election following the retirement of Earl Baldwin of Bewdley, 26 valid votes were cast. All excepted hereditary peers belonging to the Crossbench group, 31 in total, were eligible to vote.</p><p> </p><p>On the first count, of the 19 candidates, 9 received one or more first-preference votes. After 5 transfers of votes, the votes for the final two candidates were:</p><p>Lord Ravensdale 5 votes</p><p>The Earl of Devon 12 votes</p><p>The successful candidate was therefore the <strong>Earl of Devon</strong>.</p><p> </p><p>Below are details of the votes cast for each candidate at each count. The left-hand column lists all candidates. The next column shows the number of first-preference votes for each candidate. Subsequent columns (which are numbered) show the number of votes for each candidate after each transfer of votes from excluded candidates. An <strong>X</strong> in a column shows that the candidate concerned was excluded at that stage. The penultimate row shows the total number of votes at each stage—i.e. after excluding votes which could not be transferred because no further preference was marked. The last row shows the number of votes required at that stage for a candidate to be elected—i.e. half the total (rounded up if necessary).</p><p>Note on the voting system</p><ul><li>The election was conducted using the alternative vote system (also known as preferential voting).</li><li>Under this system, voters rank in order as many candidates as they wish.</li><li>Initially only first-preference votes are counted.</li><li>If the vote for any one candidate equals or exceeds the votes for all the other candidates combined, that candidate is elected.</li><li>Otherwise the votes for the candidate or candidates with fewest votes (or, in the event of a tie, fewest first-preference votes) are transferred to whichever of the continuing candidates is marked by that voter as their next available preference, and the votes thus transferred are added to the first-preference votes of those candidates. The process is repeated until one candidate has as many votes as all the other remaining candidates combined.</li><li>Any paper on which no further preference is marked is set aside as non-transferable.</li></ul><p> </p><p>The poll was supervised and the count was conducted by Electoral Reform Services.
