star this property answer text <p>Section 9 of the Marriage (Same Sex Couples) Act 2013 provides that civil partners may convert their civil partnership into marriage under regulations to be made by the Secretary of State, and that the resulting marriage will be treated as having subsisted since the date the civil partnership was formed. Civil partnerships and marriage are separate legal institutions so a process is required for conversion. We are working hard to ensure that couples wanting to convert their civil partnerships into marriages are able to do so as soon as possible. We aim to do this before the end of 2014.</p><p>These aspects of implementing the Act take longer because they involve developing and implementing completely new procedures and processes. This contrasts with the work to make new marriages for same-sex couples possible, where we were able to build on existing processes so implementation was more straightforward.</p> more like this

star this property answer text <p>The Office for National Statistics (ONS) is measuring National Wellbeing, not as an index but through a framework of 41 indicators which capture social progress around important aspects of life for individuals, communities and the nation. The statistics are experimental and as such we should not expect to have examples of major policies that have been heavily influenced by the wellbeing data at this stage.</p><p> </p><p>Since the introduction of the ONS framework for measuring National Wellbeing in 2011, DCMS has worked closely with the ONS to introduce sport and culture participation measures within ONS' national wellbeing headline measures for adults (May 2013). In January this year, measures of sport and culture were also included within ONS' initial national child wellbeing measures. DCMS' National Statistic ‘Taking Part', on culture and sport engagement, has measured subjective wellbeing since 2005/06. In 2012 ONS' subjective wellbeing questions were also added to support further analysis of wellbeing impacts.</p><p> </p><p>Our policies of ‘Getting more people playing sport' and ‘Supporting vibrant and sustainable arts and culture' are directly linked to ONS' national wellbeing measurement. DCMS continues to work to better understand and consider the impact of its sectors and policy on people's wellbeing across a number of the domains in ONS' national wellbeing measures including health, education, crime and unemployment. star this property answer text <p>Over 17,500 schools are voluntarily taking part in the Sainsbury's School Games—over 70% of all schools in England—including approximately 13,000 primary schools. Participating schools can choose from sports formats developed by 31 National Governing bodies for sport. Schools are supported by 450 School Games organisers across the country, who are connecting School Games to community sports clubs to help ensure activity is sustained beyond school.</p><p> </p><p>In addition, through the primary PE and sport premium, we are investing over £450 million across government (up to and including the academic year 2015/16) to improve physical education and sport in primary schools. Heads are free to choose how they use the funding to secure the greatest impact, which may include working with local sports organisations and/or increasing pupils' participation in the School Games.</p><p> </p> more like this

star this property answer text <p>There is a lack of certainty on some intrinsic issues around caste, such as what it is and how it is manifested, partly because there had never been any form of public consultation on caste. It was accepted therefore by both Front Benches during the Parliamentary debate on this issue last year that the whole process, up to and including the commencement of legislation, would take time and should include a consultation on the proposed legislation. The Government is currently considering two issues which have developed and which have potential implications for the consultation stage. We would expect the public consultation document, including our conclusions on these matters, to issue in the Autumn. We will then be in a position to consider plans to introduce regulations. You may also wish to note the answer given to Lord Avebury by Lord Ahmad of Wimbledon, which can be found in the Official Report for 6 May 2014, Col 331-2.</p> more like this
