star this property answer text <p> </p><p>We put forward proposals for reductions of direct payments to farmers as part of our wider consultation on CAP reform in October 2013. The consultation included estimates for the amounts which would be transferred annually to Rural Development programmes arising from reductions of 5% and 100% (i.e. capping), further analysis was included in the evidence paper published alongside the consultation. These can both be found at consult.defra.gov.uk/agricultural-policy/cap-consultation. We announced in December that reductions would be applied at 5% on amounts in excess of €150,000; however, we no longer take the view, contained in our response to the consultation, that we have no power to make further or alternative reductions at a higher threshold such as €300,000.</p><p> </p> more like this

star this property answer text <p> </p><p>As stated in the previous response to WA 314, the Organisation for Economic Co-operation and Development (OECD) calculates the annual monetary value of gross transfers from EU consumers arising from policies underpinning the Common Agricultural Policy (CAP).</p><p> </p><p> </p><p> </p><p>The OECD estimates that EU consumers faced higher food prices equivalent to approximately €16 billion in 2012. This equates to 4% of consumption expenditure on agricultural commodities (at farm gate prices), and compares to an average 71% in the late 1980s.</p><p> </p><p> </p><p> </p><p>Agricultural commodity prices are a key factor in determining food retail prices but other factors are also important, such as energy prices and exchange rates. Therefore the impact of CAP on consumers' weekly cost of food will be less than the 4% figure reported above.</p><p> </p><p> </p><p> </p><p>There is no agreed OECD methodology to disaggregate estimates to individual EU member states, so these figures are not available at the UK level.</p><p> </p>

star this property answer text <p> </p><p>Complaints against deductions made by the Rural Payments Agency to a farmer's payments under the Single Payment Scheme should be made to the Agency. Complaints are reviewed within the Agency. If a farmer disagrees with the Agency's final decision, they may ask for an independent review by the Independent Agricultural Appeals Panel, who will make a recommendation to me to make a final decision.</p><p> </p><p> </p><p> </p><p>The Agency's full complaints procedure is set out online at:</p><p> </p><p> </p><p> </p><p><a href="https://www.gov.uk/government/organisations/rural-payments-agency/about/complaints-procedure" target="_blank">https://www.gov.uk/government/organisations/rural-payments-agency/about/complaints-procedure</a></p><p> </p><p> </p><p> </p><p>Deductions from payments under the Single Payment Scheme are not made in respect of breaches of Environmental Stewardship scheme conditions alone. Where a breach of these conditions is found, an appropriate penalty would be applied in respect of the Environmental Stewardship payments received or due to be received.
