In addition, the Government is supportingseven pilot projects exploring options for delivering superfast broadband services to the hardest to reach parts of the UK. Through these pilots, satellite broadband has been provided to 327 premises to date. Average upload speeds were not published in the infrastructure report. 	answer	answer is ministerial correction date of answer 15/01/2016 answer text <p>The Ofcom Code of Pratice on Broadband Speeds, effective from October 2015, requires internet service providers (ISPs) to give customers clear and accurate information on home broadband speeds, including the maximum speeds they can achieve, the estimated speed on the customer’s line, and factors that may slow down the speed, such as any fair use or traffic management policies.</p>ISPs must have systems in place to find the cause of speed problems, take steps to fix any issue they are responsible for, and explain to customers if they can do anything to improve the situation. This level of uplift contributes an average of 0.07 percentage points to real annual GVA growth over this period. Almost 4 million homes and business now have access to superfast broadband for the first time thanks to the Superfast Broadband Programme. In addition, BT has recently announced an additional £179m of supplier funding for the programme under the contractual profit sharing arrangements. Superfast broadband is currently available to 78% of UK premises, up from 45% in 2010. In addition to BT, KCom and Virgin Media, a growing number of both fixed and wireless providers are making infrastructure investments. In September 2012 the Government announced a package of measures to reduce the barriers to deployment of superfast broadband, reducing red tape and bureaucracy to enable communications providers to deploy competing networks. The Digital Communications Infrastructure Strategy consultation invited industry to submit views on what more the Government might do to support infrastructure deployment. The changes support the roll out of fixed line high-speed broadband in protected areas*, and high-speed mobile broadband (4G) in protected and unprotected areas by removing the need to seek planning permission for specified developments. The standards that street works reinstatements must meet are set out in the statutory code, the Specification of the Reinstatement of Openings in Highways (SROH). 	answer	answer is ministerial correction date of answer 24/11/2014 answer text <p>In Phase 1 of the Superfast Broadband Programme there are 44 contracts between Local Bodies and providers. 33 of these used the Broadband Delivery Framework. Nine suppliers started the competitive dialogue tender process for the Framework and three submitted final tenders. Two of these tenders were accepted. Of these, only one supplier has submitted bids for individual projects.</p><p> </p><p> </p><p> </p><p>For the remaining 11 local projects an OJEU procurement was used by the Local Bodies. Across the 11 projects a total of 19 different suppliers were invited to submit bids.
