	answer	answer is ministerial correction date of answer 07/03/2018 answer text <p>Cyber security, including cyber crime, is a top priority threat to national security.<strong> </strong>This is why the National Cyber Security Strategy 2016-2021 is supported by £1.9billion of transformational investment. We have boosted the capabilities of the National Crime Agency’s National Cyber Crime Unit by increasing their ability to investigate the most serious cyber crime, and we are continuing to invest in the cyber teams within each of the Regional Organised Crime Units across England and Wales.</p><p>We have also established the National Cyber Security Centre which manages national cyber security incidents, carries out real-time threat analysis and provides tailored sectoral advice. We have invested in regional cyber crime prevention coordinators, who engage with SME’s and the public to provide bespoke cyber security advice based on the latest technical understanding from the National Cyber Security Centre.</p><p>Driving up cyber knowledge and expertise at the local policing level is also extremely important. The College of Policing provides a range of courses for police officers and staff on cyber crime. The College are also working on behalf of the Home Office to create the Cyber Digital Career Pathways project. This project will create a Cyber Digital Investigation Profession across all of law enforcement, providing a career pathway and professional certification for Cyber Digital Investigation Professionals.</p><p>The Home Office delivers the Government’s Cyber Aware campaign which encourages the public and small businesses to adopt simple behaviours which will help protect them against the majority of cyber threats. The Cyber Aware and Take Five campaigns are designed to help encourage the public and small businesses to protect themselves from cyber crime and fraud, providing advice on specific protective and actionable behaviours to increase resilience.</p><p>Cyber Aware and Take Five in particular have been developed jointly by industry and Government experts including the National Cyber Security Centre and the Joint Fraud Taskforce and have established consensus around a single set of authoritative advice to protect individuals from cyber criminals and fraudsters. 	answer	answer is ministerial correction date of answer 20/12/2018 answer text <p>Between April 2015 and March 2018 there were 21,042 referrals to Prevent in England and Wales, of which 3,039 related to right wing extremism. These referrals come from frontline practitioners, police and the public.</p><p>In 2015/16, 759 (10%) of the 7,631 referrals related to right wing extremism. In 2016/17 968 (16%) of the 6,093 referrals related to right wing extremism. In 2017/18 1312 (18%) of the 7,318 referrals related to right wing extremism. This reflects a 73% increase in the number of referrals relating to right wing extremism over the previous three years.</p><p>It is also worth noting the breakdown of individuals who later go on to receive support on Channel in England and Wales. In 2015/16, 26% of those that received support on Channel related to right wing extremism. This increased to 44% in 2017/18, marking a significant increase in the proportion of right wing extremist Prevent referrals going on to receive support on Channel.</p><p>Prevent explicitly addresses all forms of terrorism, including when it is inspired by the ideologies of right wing extremism. The UK takes extra-territorial jurisdiction for most terrorism offences, so that we are able to prosecute people in the UK for terrorism activity undertaken overseas if this is appropriate.</p><p> </p><p>There are also other criminal offences, including murder, for which the UK takes extra-territorial jurisdiction. 	answer	answer is ministerial correction date of answer 19/07/2017 answer text <p>The Home Office is committed to not placing unnecessary bureaucratic burdens on the police and has scrapped all central targets. However, Chief Constables are under a duty to comply with the Strategic Policing Requirement (SPR). The SPR provides a framework for consistent, collective decision making by forces, but leaves the specifics of how this should be achieved to Chief Constables.</p><p>The Strategic Policing Requirements describes organised crime, including large scale cyber crime, as a national threat that Chief Constables and Police and Crime Commissioners are expected to plan and prepare, together or in support of national arrangements, to address these threats.</p><p>The National Police Chiefs’ Council has oversight of force contributions to the SPR. Police and Crime Commissioners are required to hold Chief Constables to account for the delivery of the SPR and to have regard to the SPR when producing their police and crime plans. The Home Office also continue to support forces in building professional responsibility through the College of Policing; and returning accountability to the public through Police and Crime Commissioners.</p><p>The 2015 National Security Strategy confirmed that cyber remains a top threat to the UK’s economic and national security. The UK’s future security and prosperity depends on our ability to safeguard digital information, data and networks at home and abroad. The cyber threats we face continue to grow in scale and sophistication. This is why the National Cyber Security Strategy 2016-2021 is supported by £1.9billion of transformational investment.</p><p>Through the National Cyber Security Programme, we invested over £90 million under the 2010-15 Parliament to bolster the law enforcement response. The Government will continue to invest in law enforcement capabilities at the national, regional and local levels to ensure delivery agencies have the capacity to deal with the increasing volume and sophistication of cyber crime. Decisions on the operational deployment of resources are a matter for Chief Constables and Police and Crime Commissioners, who are held to account by the communities they serve. However, through the National Cyber Security Programme, we invested £117 million under the 2010-15 Parliament to bolster the law enforcement response to cyber-crime, in addition to any funding allocated locally.</p><p>The cyber threats we face continue to grow in scale and sophistication. This is why the National Cyber Security Strategy 2016-2021 is supported by £1.9billion of transformational investment.</p><p>The Government provides ring-fenced funding for counter-terrorism policing. The level of counter-terrorism police funding is published annually in a Written Ministerial Statement on the Police Grant Report.
