star this property answer text <p>The Government does not plan to change the funding arrangements for medical and dental students who are already on the Department for Business, Innovation and Skills student support system for the first four years of their degrees.</p><p> </p><p>A preliminary Equality Analysis was published alongside the public consultation document on the 7 April 2016. This document provides the assessment of the potential effect of the replacement of National Health Service bursaries by student loans for all the protected characteristics of the Public Sector Equality Duty (Section 149 of the Equality Act 2010).</p><p> </p><p>The Equality Analysis and the government consultation can be found at:</p><p> </p><p><a href="https://www.gov.uk/government/consultations/changing-how-healthcare-education-is-funded" target="_blank">https://www.gov.uk/government/consultations/changing-how-healthcare-education-is-funded</a></p><p> </p><p>As with all policy development, to inform decision-making, Ministers were briefed internally by relevant Departmental officials, including nursing profession leads.</p><p> </p><p>The Department received joint correspondence from the Council of Deans of Health and Universities UK about a number of issues relating to healthcare education funding in England. A copy of the letter is attached.</p><p> </p><p>The Department received a number of representations from organisations, including Royal Colleges, professional bodies and representatives of universities, about a number of issues relating to healthcare student education funding in England including a potential move from the current system of funding to student loans.</p>

star this property answer text <p>Following the reforms to higher education healthcare funding, the Government, through Health Education England, will retain the responsibility for commissioning and funding the minimum numbers of clinical placements required to produce sufficient healthcare graduates. The Government is consulting on the widest possible funding solutions to ensure there is sufficient placement capacity across the system, in order to match the expanded number of training places created by the reforms.</p> more like this

star this property answer text <p>Health Education England (HEE) was established and has been mandated by the Government to provide national leadership on education, training and workforce development in the National Health Service. As one of the arm’s length bodies to help improve the quality of care delivered to patients, it ensures that the future workforce is available in the right numbers with the right skills, values and competencies to meet patient needs today and tomorrow.</p><p> </p><p>HEE operate an annual comprehensive planning process to ensure their investments meet the future needs of the population. This process determines the number of training places that will be commissioned by HEE in the following financial year. The planned commissions are published annually in both the HEE commissioning and investment plan and the HEE Workforce Plan for England.</p><p> </p><p>The 2016-17 commissioning and investment plan was published in December 2015 and includes the planned number of nurse training commissions for 2016-17. Health Education England (HEE) contributes, based on local priorities, workforce development funding, including some which may used for CPD, to local NHS employers.</p><p>The following table below sets out funding since 2013 to the latest data available. Data on the level of workforce development and CPD investment made by individual NHS employers between 2010/11 and 2019/20 is not collected centrally. Therefore, information on the totality of workforce development or CPD funding or a breakdown by profession is not held centrally.</p><p>Following publication of the NHS Long Term Plan, HEE is currently finalising and introducing a new national methodology for allocating workforce development (a proportion of which may be used locally for some CPD) funding from 2019/20 onwards. Allocations of available workforce development (a proportion of which may be used locally for some CPD) funding provided by HEE to the NHS in England will be made using this formula once finalised.</p><p>Prior to 2019/20 Health Education England (HEE) did not use an allocation formula for its budget for workforce development funding (a proportion of which may be used locally for some CPD). Taking into account its overall allocation from the Department and the workforce priorities it is required to deliver as set in its annual mandate from Government, decisions on levels of workforce development (a proportion of which may be used locally for some CPD) investment made available via HEE were taken based on discussions with local employers via HEE regional offices. star this property answer text <p>In May 2018 Ministers announced a £10,000 incentive package for post graduate nursing students that start courses in 2018 and go on to National Health Service employment in learning disability, mental health or district nursing roles.</p><p> </p><p>Assuming that students go straight into employment, we would see payments starting to be made from June 2021.</p><p> </p><p>The final details of the scheme will be published by the Government in due course.</p> more like this
