As the estate has seen different levels of required staff attendance over the last 12 months, comparison between periods is of limited use.</p><p>Absence rates have been reviewed against those from other areas of the public sector. 	answer	answer is ministerial correction date of answer 17/01/2019 answer text <p>Since January 2018, Parliament’s Sound and Vision Contractor, NEP Bow Tie TV, have been conducting monthly checks with the support of the In-House Services Team on 69 assistive listening systems throughout the main rooms on the Parliamentary Estate to the current BS/IEC standards (BS8594 and 601884IEC). Prior to January 2018, these checks were carried out on an annual basis. A report is supplied each month to the contract owner, the Parliamentary Broadcasting Unit, and the In-House Services Team and Diversity and Inclusion teams.</p><p>Independent audits are also conducted by Action on Hearing Loss.</p><p>In addition to monthly checks, a comprehensive, annual &quot;Commissioning&quot; test is carried out by NEP Bow Tie TV. This checks for Background Noise; Field Strength; Frequency Response; Live Listening; Live Signal; System Noise; Overspill; and Venue Accessibility.</p><p>Where high quality sound systems are installed, such as in the Chamber and in committee rooms, audio quality is generally good. However, a report by Wave Science Technology has highlighted that further improvements could be achieved in meeting rooms. The recommendations from the external audio consultant relating to assistive listening will be considered in January as part of an on-going review of audio/video provision in committee and other meeting rooms. The Commission also agreed to return to this matter on a six-monthly basis. The Commission did so on 29 October 2018, also giving due weight to the reference to access to alcohol within the Dame Laura Cox report on bullying and harassment. The replacement provides an improved platform from which to implement further service enhancements. In parallel in 2018 we prototyped some tools to explore how we might provide the annunciator plus additional extended information in a mobile app. A key learning was that to provide Members with a smartphone app with the timeliness and accuracy of the annunciator service required further feasibility work. Funding for this feasibility work is available in the new financial year and also for some user research with Members to confirm what other new features related to the Annunciator would be of most benefit. In relation to Members’ catering accounts, all sums due are expected to be settled within six weeks. Any amounts outstanding after the settlement date are followed up by emails, letters and telephone calls.</p><p>As shown in table 1, a total sum of £440 currently outstanding against catering and banqueting accounts is related to Member expenditure. 	answer	answer is ministerial correction date of answer 12/02/2019 answer text <p>The terms and conditions and rates of overtime pay for House of Commons security staff have not been altered.</p><p>Approximately 55% of security staff in the Parliamentary Security Department, are former employees of the Metropolitan Police Service (MPS) and transferred to the House Service on 1 April 2016. Their MPS terms and conditions are honoured under the Transfer of Undertaking (Protection of Employment) Regulations (TUPE). New recruits are employed on House of Commons terms and conditions which differ in a number of ways including the rates of overtime paid. The overall value of these terms is broadly equivalent to the MPS TUPE terms.</p><p>In late 2016, an error was identified in the contracts for a small number of staff employed on House of Commons terms which resulted in overtime being paid at an incorrect rate. Affected staff were informed of the error and given a notice period for a variation to their contracts during which they were paid at the higher rate. Any overtime paid during the relevant period (between date of appointment and date of variation to contract) was paid at the higher rate and not recovered. Firstly, this is in devices (commonly referenced as MiFi devices) that are used to boost access to the parliamentary mobile phone provider’s network (O2) where signal strength is problematic. The MiFi devices do not connect to the Parliamentary network and should be viewed as extensions to the O2 mobile phone network. This equipment is branded O2 rather than Huawei.</p><p>Secondly, there already is, and there will be some additional, Huawei equipment installed by the four Mobile Network Operators to provide cellular signal enhancement in Parliament.</p><p>Huawei components are used by all the major mobile telephony networks in the UK. Parliament has no evidence on which to base a recommendation either in favour of or against the use of Huawei kit on such networks. The only food which is disposed of consists of products that are not safe to be consumed, following guidance from, for example, the Catering Services’ Food Safety Policy and in relation to use-by dates.</p><p>Measures taken to monitor and reduce food waste from our catering venues includes:</p><ul><li>Menu plans and cycles are used which enables orders to be planned in advance;</li></ul><ul><li>Most dishes are made fresh in-house, which allows for improvisation if products need to be used up, and enables short life products to be used in smoothies, soups and salads;</li></ul><ul><li>Stock is regularly counted, and order volumes consider the level of stock-in-hand;</li></ul><ul><li>Dates are checked regularly on ambient food products and any short life products are issued to the kitchens for immediate use;</li></ul><ul><li>Many of the high-volume protein items are ordered by unit (rather than weight) which makes portion control more accurate and reduces the likelihood of over ordering;</li></ul><ul><li>Venue orders are checked by a purchasing team for accuracy, to ensure that orders and volumes are correct and in-line with historic figures;</li></ul><ul><li>The kitchens make salad items in-house, meaning venues can cook-off and utilise any surplus protein products effectively;</li></ul><ul><li>Stock is always rotated using ‘first-in, first-out’ principles;</li></ul><ul><li>Various smart storage methods and materials are used to help prevent premature spoilage;</li></ul><ul><li>Some products are frozen if not used on the day;</li></ul><ul><li>Products which show high levels of wastage are changed (for example, some high frequency/low volume lines are now frozen which enables portion control);</li></ul><ul><li>Any hot food which is re-usable is transferred immediately to where it can be sold (or blast chilled within food safety requirements and used the following day).<br></li></ul><p><br>The Sustainable Restaurant Association has rated the House of Commons as a good practice organisation in respect of food waste.</p> answering member constituency Carshalton and Wallington answering member printed Tom Brake question first answered 21/05/2019 18:06:47 answering member 151 label Biography information for Tom Brake previous answer version 118570 answering member constituency Carshalton and Wallington answering member printed Tom Brake answering member 151 label Biography information for Tom Brake

These consultations include regular meetings between House staff and MPs’ staff representative bodies, and invitations to focus groups to feed into service design. A sample of Members’ staff have also recently been surveyed on how effective the services provided by the House are for them. There is also an annual meeting between House staff and MPs’ staff bodies (specifically Members and Peers Staff Association and Unite) at which service issues can be raised.</p><p>More recently, the House of Commons Commission has discussed the Gemma White review, and it welcomed the broad thrust of the recommendations made, which included better HR services for Members’ staff and how the sense of isolation that they feel can be addressed. 	answer	answer is ministerial correction date of answer 14/09/2015 answer text <p>The House of Commons terms and conditions of employment include provision to compensate staff for working late and/or additional hours during late sittings of the House.</p><p> </p><p>Staff in pay bands A–E (and some senior staff) required to work until the rise of the House or beyond are paid an Unsocial Hours Payment (UHP) for the commitment to work to an undefined time and a flat rate for each additional hour they work after 6pm once that have completed 8 hours work during that day. Staff who are not normally required to work to the rise of House or beyond, but agree to do so, may be eligible for paid overtime payments or time off in lieu (TOIL).</p><p> </p><p>Staff in catering pay bands are required to work until 15 minutes after the rise of the House if they are contracted to work in venues that supply services to Members. Staff who work in these areas or volunteer to work in these areas are paid overtime for any additional hours worked.</p><p> </p><p>Line managers have the discretion to agree flexibility around working hours by compensating individuals for additional hours worked by granting TOIL. Where business needs allow, TOIL can be granted to manage peaks and troughs in workloads. The extent to which TOIL is used varies between areas or roles, but is used frequently in some cases where workloads vary significantly between sitting and non-sitting periods. Members’ staff and visitors to donate toiletries, and non-perishable food to a food bank.</p><p>We are unable to provide the proportions for the treatment of unused and uneaten food waste across the parliamentary estate as we do not separately record the amount of such waste entering the general waste stream.</p><p>All catering food waste segregated at the kitchens and food preparation areas is recovered or recycled; and no general office or catering waste from Parliament is sent to landfill.</p><p>The majority of food waste generated by the House of Commons is not fit for human consumption. A very minimal amount of edible food will end up as waste due to the controls in place to prevent this. Even if a minimal amount of edible food could be recovered, it is also a legal requirement that this food meets strict hygiene standards even upon donation, which cannot be guaranteed once it leaves the premises.</p><p>Working closely with the Maintenance and Environment teams, Catering Services have removed approximately 152 tonnes of organic waste from the general waste stream from August 2015 to July 2016. This is an increase of 30% from the first full year of the scheme.</p><p>There are no plans for HoC Catering Services to look at alternative ways of recycling food, i.e. as donations.</p><p>Westminster Chapel, telephone number 020 7834 1731, hosts the nearest food bank: The Westminster Foodbank, Westminster Chapel, Buckingham Gate, London, SW1E 6BS. In addition to the waste streams detailed above Parliament also recycles its WEEE waste including consumables, metal, cooking oil, lamps and fittings.</p><p>Whereas the previous system of disposal meant such wastes were segregated on-site where feasible, the new scheme involves segregation at the end of the process at a local Materials Recovery Facility.</p><p>This mixed recycling process achieves better recycling results than local segregation due to the efficiency of the separation process at the Materials Recovery Facility.</p><p>We do not receive separate figures for batteries.</p><p>Parliament continues to explore new opportunities to recycle and recover waste in collaboration with its waste service providers. Parliament commenced a new waste contract in November 2016 and the specification for the services included a written requirement for a continual improvement approach to collaborative waste recycling improvement. Member Committees in both Houses and the House of Commons Commission were consulted during the making of this decision and the new model for tours has been endorsed by all of these bodies.</p><p>The current contract with Blue Badge Guides to deliver commercial guided tours in Parliament ends in October 2018. Even if no changes were made to the way guided tours are delivered under procurement law the contract would need to be retendered through open competition, with no guarantees that the current provider would be successful.</p><p>The decision was made following thorough scrutiny of three options, including keeping the current system as it is. The business case in favour of the chosen option was approved because it will simplify the management of our tours operation as a whole, maintain consistent quality across all types of tours offered, create 28 new full-time and part-time jobs, end Parliament’s use of casual workers with no guaranteed hours, and also save a modest amount of taxpayers’ money.</p><p>The decision has been taken, and all efforts are now focussed on the important task of delivery of the agreed changes in 2018. In order to obtain our licence the House had to satisfy the Living Wage Foundation that no directly employed or contracted workers engaged to work on the Parliamentary estate are paid less than the London Living Wage (LLW). The House of Commons has gone further than its obligations under this licence by adopting a policy of assuring that all contractors supplying a service to the House, regardless of whether they work on the Estate, are paid at least a living wage.</p><p>The House is committed to offering guaranteed minimum hours contracts to all directly-employed staff on call-off (zero hours) contracts and has recently completed a process of offering guaranteed minimum hours contracts to all affected staff.
