star this property answer text Renewable energy has a central role in the Government’s decarbonisation and levelling-up ambitions. The Government recognises the economic benefits it can derive from renewable energy and is committed to developing these. The Government has taken a number of fiscal steps to support the deployment of renewable energy, including:<p> </p><p>We have moved to annual Contract for Difference auctions, bringing forward the next round to March 2023. This will help to encourage low-carbon generation and provide greater confidence to investors and supply chain companies.</p><p> </p><p>We are investing £160 million in offshore wind ports and the supply chain through the Offshore Wind Manufacturing and Investment Scheme (OWMIS) and have announced up to another £160 million to support development of the floating supply chain. We also recently announced £31 million of UK government funding, to be matched by industry, for research and development in this area.</p><p> </p><p>We have cut VAT rates on solar panels, and solar panel &amp; storage packages, down to 0% (from 5% and 20% respectively) to encourage installation.</p>

star this property answer text <p>The Energy Profit’s Levy investment allowance will be calculated in the same way as the investment allowance for the existing Supplementary Charge. However, unlike the Supplementary Charge, it will be available to companies at the point of investment. This makes it both more immediate and more generous.</p><p> </p><p>Since the Levy is targeted at the extraordinary profits from oil and gas upstream activities, it makes sense that any relief for investment must also be related to oil and gas upstream activities. Such spending can be used to decarbonise oil and gas production, for example, through electrification. Therefore, any capital expenditure on electrification, as long as it relates to specific oil activities within the ringfence, will qualify for the allowance.</p> more like this

star this property answer text <p>Part of the purpose of the feed-in tariff (FIT) review consultation was to gather views on the broader economic impact of the proposed changes. We also sought views on whether the scheme should be focussed towards specific groups or sectors which might, for example, include households or communities. We had a strong response from community energy groups via the consultation and workshops.</p><p>The actual impact on the community sector will depend on the options taken forward after all responses to the consultation have been considered. We are currently analysing feedback submitted during the consultation and intend to publish a Government response as soon as possible.</p><p>The purpose of the tax-advantaged venture capital schemes is to provide funding to smaller higher-risk companies that would otherwise struggle to access finance to develop and grow. To ensure that the schemes are well targeted and deliver value for money, the government announced at the Autumn Statement the exclusion of all remaining energy generation activities from the schemes. This follows the exclusion of certain types of energy generation in 2012, 2014 and 2015, including most recently the announcement that the provision of reserve energy generating capacity and the generation of renewable energy benefiting from other government support by community energy organisations would be excluded from the schemes with effect from 30<sup>th</sup> November 2015, as well as from Social Investment Tax Relief when that scheme is expanded. These changes help to ensure that higher risk investments are not crowded out by lower risk investments.</p><br /><p>We will continue to work with the community energy sector over the coming months to develop a joint approach that addresses the priorities of the sector and satisfies our overarching objective of cost-effective emissions reductions.</p><br />

star this property answer text <p>Since 2014, the Contracts for Difference scheme has proven itself highly effective at driving deployment of large-scale renewables while rapidly reducing costs. The scheme has now contracted over 30GW of new low-carbon capacity, including 20GW of offshore wind. The Government continuously reviews the scheme to ensure it remains fit-for-purpose as our electricity system evolves and we work towards our net zero ambitions. star this property answer text <p>The reference prices we use for the Contracts for Difference budget are an output from the Department’s main power model and are characteristic of decarbonisation pathways that are net-zero consistent.</p><p> </p><p>Budgets are set based on a wide range of factors such as an assessment of the pipeline of projects that could participate in the auction, rather than being a pre-determined monetary constraint. If reference prices were higher or lower, the budget would change accordingly, and approximately the same capacity would likely be successful in the auction.</p> more like this

Please see table 2.7 of the Supporting document entitled ‘<a href="https://emea01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fobr.uk%2Fefo%2Feconomic-fiscal-outlook-october-2018%2F&amp;data=02%7C01%7C%7C6cf9e21adf4044e6d8d908d676390573%7Ccbac700502c143ebb497e6492d1b2dd8%7C0%7C0%7C636826384603279206&amp;sdata=BxkOgTna6XrjbjhQZ9VqwC9%2FBOTffTW1jWPp4RB04sQ%3D&amp;reserved=0" target="_blank">October 2018 Economic and fiscal outlook – supplementary fiscal tables: receipts and other</a>’.</p><p> </p><p>Eligible energy intensive businesses in the UK receive relief from up to 85% of the indirect costs of support for renewable electricity deployment through the Contracts for Difference, Renewables Obligation and small-scale Feed-in Tariff schemes. State aid rules set out that any additional relief above 85% must be limited to an amount that is determined by the business’s Gross Value Added (GVA). A decision to provide additional relief would therefore lead to companies producing the same product receiving different percentage levels of relief depending on their GVA. The Coalition Government consulted on providing additional relief from the indirect costs of renewable electricity as allowed under the state aid rules, but concluded that to do so could distort competition in the UK market. The Government keeps this assessment under review.</p><p> </p><p>Relief from renewable electricity costs is part of a wider package of measures to reduce the cumulative impact of energy and climate change policies on industrial electricity prices for key energy intensive industries. This includes a package of compensation for these industries worth over £850 million since 2013, of which more than £270 million has been provided to the steel sector.</p>

star this property answer text <p>Ofgem’s Targeted Charging Review is seeking to ensure all parties connected to the electricity network make a fair contribution to the fixed network costs. As was outlined in the ‘After the Trilemma’ speech of 15 November 2018, it is important that we develop an energy system that discourages free riding and ensures a fair distribution of costs.</p><p> </p><p>Network charging is a matter for Ofgem as the independent regulator, and decisions on its Targeted Charging Review are for it to make. However, Government is working to understand the policy implications of Ofgem’s review proposals across a broad range of interests, including renewable energy. Ofgem’s published analysis shows there is a risk that the proposals could affect the investment decisions of some renewable energy projects, and this view is reflected in stakeholder feedback.</p> more like this

star this property answer text <p>Capacity caps can drive competitive auctions and deliver value for money for consumers. In the absence of a capacity cap or similar constraint, competitors in Contract for Difference auctions would have no incentive to bid below the wholesale price of electricity. A capacity cap was first deployed in the third Contract for Difference auction in 2019, which secured nearly twice the capacity of the previous auction with a 30% reduction in clearing prices. We continue to keep all aspects of the Contracts for Difference Scheme under review and will publish auction parameters in due course.</p> more like this

star this property answer text <p>Renewable deployment has been a huge success in the UK and renewable generation has more than quadrupled since 2010, totalling 37% of electricity generation in 2019 (source: Digest of UK Energy Statistics 2020). Our continued support has seen the cost of renewable technologies fall – the cost of offshore wind, for example, has fallen by more than two thirds since 2015.</p><p> </p><p>The Government has committed up to £557 million for future Contracts for Difference auctions, with the next allocation round due to take place later this year. We continue to evolve the Contracts for Difference scheme and have recently engaged with industry through a call for evidence, looking at how to balance enabling deployment with minimising system costs and, therefore, costs to consumers. This will be used to inform the design of future allocation rounds.</p><p> </p><p>The costs incurred by renewable energy projects when connecting to the grid are a matter for Ofgem, as the independent regulator. As part of its Access and Forward-Looking Charges Review, Ofgem is considering some relevant aspects of grid charges, and it plans to consult on reform proposals in 2021.</p>

star this property answer text <p>The Contracts for Difference (CfD) scheme has been successful in bringing forward renewable generation whilst also reducing the costs of technology and since its inception has become established as a route to bring forward investment at scale. As set out in my Rt. Hon. Friend the Prime Ministers’ Ten Point Plan for a Green Industrial Revolution, we have committed to holding regular CfD allocation rounds approximately every two years, and the next round will open in December 2021. The Department continues to keep the scheme under review to ensure it maintains a focus on investment certainty and stability to enable renewable deployment at scale. We recently concluded a Call for Evidence on this topic, seeking views to inform the future design and evolution of the CfD and will publish a response shortly.</p> more like this

star this property answer text <p>The Contracts for Difference (CfD) scheme is designed to encourage low carbon generation and is open to a wide range of eligible renewable technologies. Under current eligibility criteria, renewable projects are not eligible to receive CfD support if they have already commenced generating. In a Government Response to a consultation published in November 2020 the government clarified the eligibility of part-built projects, i.e. those which have begun construction but have not commenced generating, stating that these projects are eligible to compete in the 2021 allocation round. We consider this achieves the right balance between accelerating deployment of renewables, whilst providing value for money for consumers by ensuring scheme costs are limited to what is necessary to legitimately stimulate deployment. star this property answer text <p>The Government recognises that achieving our 2050 net zero target will require increased deployment across a range of renewable technologies. The UK's main support mechanism is the Contracts for Difference Scheme (CfD), which has been hugely successful at bringing forward large-scale renewable generation at low costs to the consumer.</p><p> </p><p>Power Purchase Agreements (PPAs) can improve the financial viability of renewable projects built without Government support. PPAs of this nature do not add to consumer levy costs, have the potential to create additional renewable generation capacity and can reduce overall demands on the grid if meeting the needs of large energy users. All routes to deploy cost effective low carbon generation are welcome and given our highly ambitious carbon budget and net zero targets, we anticipate that PPAs will be an important part of the landscape to complement Government mechanisms such as the CfD.</p> more like this

Contracts for Difference offer value-for-money to consumers and continue to deliver low prices. For example, between the first allocation round in 2015 and the most recent round in 2019, the price per unit (MWh) of offshore wind fell by around 65%.</p><p> </p><p>Competitive auctions are proven to be effective in helping to keep costs down, and this year’s auction has been designed to keep the allocation process highly competitive. star this property answer text <p>The Contracts for Difference (CfD) scheme is the Government’s main mechanism for supporting new low-carbon electricity generation projects in Great Britain. The fourth allocation round of the CfD scheme (AR4) opened on 13 December 2021 and aims to secure more low-carbon electricity capacity than the previous three rounds combined. AR4 is open to an expanded number of renewable technologies, including offshore wind, onshore wind, solar, tidal stream and floating offshore wind. In February, the Government also announced that the next CfD allocation round will be brought forward to March 2023, and future rounds will run annually, rather than every two years, thereafter. This will support renewable electricity producers and further drive deployment of renewable power.</p><p>In 2019 BEIS launched the Storage at Scale competition, which funded demonstration facilities for two innovative energy storage facilities. In 2021, BEIS launched a further programme, The Longer Duration Energy Storage competition. In February 2022, BEIS announced funding for 24 projects under this competition to perform engineering design or feasibility studies of their technologies. The Government is reviewing the responses to the Call for Evidence on large-scale, long-duration electricity storage, alongside analysis the Department commissioned on the role of this type of storage in the electricity system. The Government will publish a response in due course.</p>

star this property answer text <p>Through government funding to local authorities, including the Local Government Finance Settlement, UK-wide growth funding schemes and other grant programmes, the Government is enabling local areas to tackle net zero goals in ways that best suit their needs.</p><p>The Government also funds five Local Net Zero Hubs to support local authorities to develop net zero projects and attract commercial investment. As of January 2023, the Local Net Zero Hubs are working on a pipeline of projects with a projected total capital value of over £4billion.</p><p>Ofgem also supports community energy projects and is now welcoming applications from community interest groups, co-operative societies, and community benefit societies to the Industry Voluntary Redress Scheme.</p> more like this

Contracts for Difference Budgets are determined on a round by round basis based on requirements set out in the Energy Act 2013. In 2017, HM Treasury set out the Control for Low Carbon Levies which provides a budget framework for low carbon levies including Contracts for Difference.</p> more like this
