star this property answer text <p>We remain committed to improving employment outcomes for disabled people. The manifesto commitment to get one million more disabled people in work over the next ten years gives us a clear, ambitious, and time-bound goal.</p><p>The employment rate of disabled people is 49% – up 4.7 percentage points since 2014. There are 3.5 million disabled people in work – an increase of over 530,000 since 2014. We know that there is much more that needs to be done, so that everyone who can work is given the right support and opportunities to do so. Today (November 30<sup>th</sup> 2017) the Secretary of State for Health and the Secretary of State for Work and Pensions have published our response to the Work, Health and Disability Green Paper consultation in <em>Improving Lives: the Future of Work, Health and Disability</em>. This sets out our vision for a 10 year programme of reform, the actions we have taken since the Green Paper and our immediate next steps.</p><p>We will track the number of disabled people in employment and publish a statistical update annually. We will also consider other useful statistical indicators, which give more information about how disability and employment change over this time period, and inform our actions.</p><p> </p>

star this property answer text <p>Table 1 shows the proportion of disabled people among the working age population in full-time or part-time employment in quarter 2 of each year from 2013 to 2017. The table shows that the percentage of people in employment who are disabled increased from 10.1% in 2013, to 11.4% in 2017. There has been a larger increase in the proportion of part-time workers who are disabled, rising from 13.0% to 16.3% over the period, an increase of 3.3 percentage points. This compares to an increase in the proportion of full-time workers who are disabled, which has increased from 9.0% to 9.7%, an increase of 0.7 percentage points. Around two thirds of disabled people work full-time, with one third working part-time.</p><p> </p><p>Overall, 17.4% of working age people were disabled in 2017. The employment rate of disabled people increased by 5.6 percentage points between quarter 2 2013, and quarter 2 2017, to 49.2%.</p><p> </p><p>The Government is committed to seeing one million more disabled people in work over the next ten years. star this property answer text <p>This Government is committed to enabling young disabled people to fulfil their potential and achieve their aspirations through a number of programmes and initiatives. For example:</p><p> </p><p>a. In Northamptonshire the employment support available for young disabled people includes:</p><ul><li>Jobcentre Plus support for schools targets young people that schools identify as at risk of becoming NEET (not in employment, education or training), or who may otherwise be disadvantaged in the labour market, such as those with a health or disability issue.</li><li>Supported Internships, which all qualified post-16 education providers in England have delivered since September 2013, are personalised study programmes, based primarily at a prospective employer, for those with complex learning difficulties and/or disabilities.</li><li>Access to Work, which offers support to disabled people aged 16+ who are in or about to enter paid employment, or engaged in pre-work activities including work experience, apprenticeships, supported internships and traineeships.</li><li>The Work and Health Programme, which will provide innovative support through local organisations for around 200,000 disabled people over the course of the programme.</li><li>Specialist Employability Support (SES), which offers support to those with greatest needs and most complex situations, We are currently exploring the best policy options for continuing such support after the SES contracts come to an end in October 2018</li><li>Community Partners, who are working in partnership with work coaches to build disability understanding within Jobcentres and provide insight into the effect disability can have on employment.</li></ul><p> </p><p>b. In addition, in other parts of England the support outlined above is available plus some relevant test and learn initiatives which if successful may be extended further:</p><ul><li>Two proofs of concept offer voluntary supported work experience, with the aim of improving confidence, motivation and understanding of the labour market:</li></ul><p>o Tri-Work, an initiative for disabled young people in years 10/11 in schools and special schools, which targets those most in need of support.</p><p>o Young Persons Supported Work experience (YPSWE), for which 18-24 year olds in the Employment Support Allowance (Work Related Activity Group) in five JCP districts are eligible.</p><ul><li>The Local Supported Employment (LSE) proof of concept ‘place and train’ model, which aims to move disabled people, notably those with learning disability and autism, into real jobs at the going rate of pay, with support for both individual and employer.</li></ul>

star this property answer text <p>We have just published Improving Lives: The Future of Work, Health and Disability. This outlines the action taken over the past year, provides a comprehensive strategy and sets out plans over the next ten years, focusing in particular on the next steps planned over the next two to three years. This has been put together in partnership with stakeholders from across the work, health and disability spectrums and follows a thorough 15-week consultation via the Green Paper, which received around 6,000 responses. We have started building an extensive evidence base and are running a series of trials to build this further.</p><p> </p><p>Improving Lives includes plans for a broad programme of employment support for disabled people, with a mix of internal and external provision and pan-disability and specialist support. A range of specialist providers are involved, for example in the mental health area where we plan to: double the scale of Individual Placement and Support (IPS) for people with mental health conditions; trial IPS in new settings and for new population groups; and significantly increase the capacity of the Access to Work Mental Health Support Service. A proof of concept of local supported employment will work with experts in helping people with learning disabilities and autism into work. Specialist Employment Support includes providers with specialist expertise in sensory impairments. We have also progressed with roll-out of the Personal Support Package, a range of new measures and interventions designed to offer support which can be tailored to people’s individual needs.</p><p> </p><p>Implementation of the Work and Health Programme started at the end of November 2017. This will provide innovative support through local organisations for around 200,000 disabled people over the course of the programme, with the type of support personalised to the needs of each participant. Examples of the type of support available includes participants having a personal key worker with regular 1:1 face to face contact, mentoring and peer support, integrated access to specialist support networks at a local level including health and wellbeing professionals and support from dedicated employer experts with knowledge of the local labour market and job opportunities.</p>
