star this property answer text <p>In the last 12 months there has been an increase of 238,000 disabled people in work. That is really positive, but there is more to do.</p><p> </p><p>We have been very clear that the gap between the employment rates of disabled people and non-disabled people remains too big and have committed to halving it.</p><p> </p><p>Government cannot achieve this ambition alone so we are working closely with disabled people, their organisations, employers and employment support providers to develop our strategy to enable more disabled people to get into, remain in and progress in work.</p><p> </p><p>The Disability Confident Campaign, which actively promotes the Access to Work scheme, is key to supporting employers in working with Government to halve the disability employment gap.</p> more like this

star this property answer text <p>‘Improving Lives the Work, Health and Disability Green Paper’ has been published. This marks the start of a wide ranging exploration into options for long-term reform across different sectors, targeting factors which contribute to the disability employment gap. We are engaging with a range of stakeholders, including organisations such as Sense, that represents the needs of deafblind people, during a consultation period that will run until 17 February 2017.</p><p> </p><p>The Government wants all disabled people and people with a long term health condition to have the opportunity to work and share in the economic and health benefits that work brings.</p><p> </p><p>Section 20 of the Equality Act 2010 requires employers and providers of services to members of the public to make ‘reasonable adjustments’, so that disabled people are not placed at a “substantial disadvantage” compared to non-disabled people.</p><p> </p><p>The Access to Work scheme provides a dedicated service to particular groups, including those with complex needs, going beyond employers’ statutory obligations to make reasonable adjustments.</p>

star this property answer text <p>Disability Confident is about employers influencing other employers, sharing their evidence and experiences in employing disabled people with other employers to encourage them to also make the journey. This employer led approach will be reinforced by establishing a Business Leaders Group, with membership from Disability Confident employers across a wide range of sectors, sizes and geographic areas.</p><p>We are currently finalising the Terms of Reference for the group and will then begin seeking members. star this property answer text <p>To become a Disability Confident Employer, an employer will need to test their business against a set of statements, and commit to take certain actions. As Disability Confident Employers move through towards becoming a ‘Disability Confident Leader’, they will need to put their assessment up for external challenge. These external validations could be done by a professional assessment body, a disabled user led organisation, a disabled staff forum, an existing DC Leader, or a combination of these. They will also need to take on a role working with other employers to encourage and support them to follow their own Disability Confident journeys.</p><p> </p><p>When employers sign up as Disability Confident they are asked to make specific meaningful offers for disabled people such as jobs, apprenticeships, internships, and work experience. Jobcentre Plus staff will be working with the Disability Confident employers in their localities to develop these offers into opportunities for local disabled people.</p>

star this property answer text <p>We are committed to understanding what works for people in the ESA Support Group, many of whom have complex needs, and announced in the Green Paper that we will undertake comprehensive research and develop a large scale trial to test and learn from different approaches of offering employment support to people in this group taking into consideration views and ideas gathered through the consultation, which closed on 17<sup>th</sup> February.</p><p>In the Green Paper, we also announced the details of the Personal Support Package. This package includes a broad spectrum of employment support, with specific provision made for the hardest to help Employment and Support Allowance (ESA) claimants placed in the work-related activity group (and Universal Credit equivalents). This comprises:</p><p> </p><ul><li>More places on the Specialist Employability Support (SES) programme; and</li><li>Trialling and testing new forms of employment support to continue to build our evidence base for the hardest to help, including:</li></ul><ol><li>Testing a jobcentre-led alternative to the SES programme;</li><li>Testing locally delivered Supported Employment; and</li><li>Testing the use of Supported Work Experience for young people.</li></ol>

star this property answer text <p>The Department for Work and Pensions has a network of Disability Employment Advisers, who are experienced in helping deliver services to customers with all disabilities and health conditions. The role of the Disability Employment Adviser (DEA) is to share their expertise, provide support to enhance Work Coach capability in advising disabled people to help them find and retain employment.</p><p> </p><p>Through up-skilling and support from the DEA, Work Coaches are equipped to deliver improved service to all our customers, including those who are deaf, blind or who have complex needs. Learning is available for all customer-facing staff on a wide range of areas, some of which specifically covers what to consider when supporting people with visual and hearing impairments and complex needs.</p><p> </p><p>Community Partners are also being introduced in to Jobcentres to provide additional advice and support to Work Coaches in all areas of disability and the impact that this can have on a person’s ability to finding or keep a job.</p><p>In addition, all DWP staff have recently been made aware of a new product - the Disability Passport. This can be completed by the customer and presented to staff at the Jobcentre. The content can be used to support communications between the Work Coach and the customer, ensuring any appropriate reasonable adjustments are put in place to support the individual.</p><p> </p><p>Further information is available to all Jobcentre staff through the District Provision Tool, which will highlight any local organisations who provide support, help and advice to customers with disabilities and health conditions.</p>

star this property answer text <p>The Government is committed to continuing to engage with a wide range of stakeholders and partners, all of whom have an important part to play in making the transformative changes required to support disabled people and people with long-term health conditions to get into and stay in work.</p><p> </p><p>For example, with the publication of the Work, Health and Disability Green Paper in October last year, the Government launched a three-month national consultation. During this time we engaged with a wide range of individuals with disabilities and long-term conditions, as well as charities with an interest, including Sense, in order to hear their views on the actions that need to be taken to transform the prospects of disabled people and people with long-term health conditions</p><p> </p><p>We organised a series of face-to-face consultation events, hosted by partners from disability charities and employers, to collectively explore the green paper’s themes and questions. These were designed in close collaboration with a range of organisations, including Sense.</p><p> </p><p>The consultation closed on 17<sup>th</sup> February 2017 and we are now carefully considering all the submissions we received as we develop our policy options and set out our next steps.</p><p><strong></strong></p>

star this property answer text <p>Equality and Human Rights Commission is the body tasked with promoting equality in routes into work, fair treatment at work and fair opportunities for progression. It was established by the Equality Act and is an office of the Government Equalities Office within the Department for Education reporting to the Minister for Women and Equalities. Its strategic plan to deliver its objectives, including promoting equality in routes into work, can be found attached.</p><p> </p><p>The Disability Confident Scheme focuses on the role of employers, who have a crucial role to play in ensuring disabled people are recruited, retained and developed in their careers.</p><p>Disability Confident is about creating a movement for change and involves business talking to business, with disability confident employers sharing their evidence and experiences with other employers.</p> more like this
