Key areas include tackling corruption and reform of the justice sector. The UK has led the implementation of a comprehensive EU communications campaign “Winning Hearts & Minds” which informs the public of the benefits of closer approximation with the EU and the benefits of projects that the EU and Member States have delivered in Moldova. The Foreign and Commonwealth Office (FCO) contributes financially and acts as the lead coordinator. The FCO is working to get the best value from EU Twinning advisers, who provide technical advice in line ministries. 	answer	answer is ministerial correction date of answer 17/11/2014 answer text We are deeply disturbed by recent reporting from the Office of the High Commissioner for Human Rights of allegations of incidents of sexual and gender-based violence in eastern Ukraine. This includes reports of rape or detention of women at check-points and incidents of the abduction of women, by armed groups, whose whereabouts remain unknown. The Women’s International League for Peace and Freedom has also received reports of a rise in domestic violence and human trafficking across Ukraine. The British Government has been in dialogue with the United Nations High Commissioner for Refugees (UNHCR) around protection concerns, including sexual violence, at collective centres for the displaced and have confirmed that the UK’s £700,000 contribution to the UNHCR to repair housing for the displaced is being complemented by the work of UNHCR protection officers. We will use a cross-Government approach, as we did when developing the National Action Plan, to reflect the fact that business and human rights runs across a broad range of Government activities and responsibilities. A cross-Government Steering Group, led by the Foreign and Commonwealth Office (FCO) and the department for Business Innovation and Skills, and including around 10 other government departments, oversees delivery of the Action Plan. A detailed implementation plan sets out the action needed to deliver against each of the Action Plan commitments, and the departments responsible for taking this forward. This provides a mechanism for ensuring that all Whitehall departments understand their roles in delivering the Action Plan, and for monitoring progress and holding departments to account. We are committed to reporting on progress in the FCO’s Annual Human Rights and Democracy Report. We are working with business and civil society to ensure that the Action Plan delivers real impacts and contributes to preventing human rights abuses by companies wherever they operate, or providing remedy when they occur. EU sanctions are in direct response to Russia's illegal annexation of Crimea, with the option of increasingly severe restrictive measures if Russia does not desist from its policies to destabilise Ukraine and support separatists in the east. By imposing sanctions, we have demonstrated our willingness to use economic levers to influence Russia’s behaviour. We have no wish to isolate Russia, nor to see the Russian people suffer as a result of the unlawful actions of their leaders. 	answer	answer is ministerial correction date of answer 05/11/2014 answer text The first cycle of Macedonia’s Membership Action Plan was initiated in 1999 and in 2008 the Allies agreed that an invitation to join NATO would be extended as soon as a mutually acceptable solution to the issue over its name has been reached with Greece within the framework established by the UN. This condition has not yet been fulfilled. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) together with his counterparts from NATO Allies, met NATO’s aspiring members, Bosnia and Herzegovina, Georgia, Macedonia and Montenegro, on 4 September 2014 during the NATO Summit in Wales to discuss their progress towards joining the Alliance. At the Summit, the Allies reaffirmed their continued support for Macedonia’s eventual membership and encouraged them to meet the established conditions on which their next steps towards NATO depend. The Treaty of Guarantee (1960) provides for the three Guarantor powers to consult in order to guarantee the independence, territorial integrity and security of the Republic of Cyprus.
