star this property answer text <p>Section 72 of the Antisocial behaviour, Crime and Policing Act 2014 states that when making decisions regarding a Public Spaces Protection Order, a local authority must have particular regard to the rights of freedom of expression and freedom of assembly set out in articles 10 and 11 of the European Convention on Human Rights.</p><p>The Government issues statutory guidance on the use of antisocial behaviour powers provided under the Antisocial behaviour, Crime and Policing Act 2014 - <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1088750/2022_Updated_ASB_Statutory_Guidance-_FINAL.pdf" target="_blank">Anti-social behaviour powers (publishing.service.gov.uk)</a>.</p><p>The Local Government Association has also published guidance for councils on the use of Public Spaces Protection Orders, which makes reference to local authorities’ human rights obligations - <a href="https://www.local.gov.uk/sites/default/files/documents/10.21%20PSPO%20guidance_06_1.pdf" target="_blank">Public spaces protection orders: guidance for councils (local.gov.uk)</a>.</p><p><ins class="ministerial">In 2019, the Court of Appeal upheld the legality of the Public Spaces Protection Order outside the abortion clinic in Ealing. The Court concluded that on balance the provision of that specific designated area with its restrictions allows both the Pro-Life and Pro-Choice groups to exercise their Article 9 (freedom of thought, religion and belief), 10 and 11 rights in a way which protects the rights of others in the locality, particularly the Article 8 rights (respect for private and family life) of clinic service users.</ins></p>

These meetings are part of normal diplomatic business and play a crucial role in our policy of critical engagement with the DPRK. star this property answer text <p>The Ministry of Justice and HM Prison and Probation Service continue to remove foreign national offenders (FNOs) where routes are available. Between January 2019 and June 2021, 9,286 FNOs were removed from the UK.</p><p>We are absolutely committed to removing FNOs from the UK and we continue to work closely with international governments to maximise the removal of serious and persistent offenders.</p><p>We are regularly reviewing progress to ensure that all options are being pursued and that our early removal mechanisms are working as effectively as possible.</p><p>A revised Prisoner Transfer Agreement (PTA) between the UK and Albania was signed in July 2021, replacing an earlier Agreement to allow for a wider adaptation of sentences to align the custodial periods on transfer. Both parties agreed at the time of signature not to specify exact numbers of returns, since a new Albanian government due to be formed in September 2021. We have not had any formal requests to enter into discussions with the new administration.</p><p>To date, 24 Albanian prisoners have been transferred to serve their prison sentences in their home country.</p>

star this property answer text <p>It is vital that local authorities can find the right carers in the right places at the right time to meet the needs of vulnerable children. To help unlock fostering capacity during the COVID-19 outbreak, we have made amendments to the Care Planning, Placement and Case Review (2010) England Regulations 2010 and the Fostering Services (England) Regulations 2011. These changes aim to make it easier to identify potential placements, particularly in emergency situations, and so that new foster carers can be assessed and approved without unnecessary delay.</p><p>We know that some foster families have faced unprecedented challenges as a direct result of the COVID-19 outbreak. Our priority is to protect foster families, to keep them together and continue to offer safety and stability to the vulnerable children they care for. That is why we have committed £125,000 over the next four months to fund a new FosterlinePlus service. Foster families experiencing difficulties will have free access to a range of specialist one-to-one services and new and prospective foster families will be able to access the support and information they need to offer caring homes for some of our most vulnerable children.</p><p>More widely, the department has commissioned behavioural insights research, which commenced in November 2019, to explore the barriers and motivations of prospective carers and seek recommendations for more targeted approaches in local recruitment. We will share these findings with fostering services and recruitment managers.</p><p>We continue to identify ways to celebrate the invaluable roles that foster families play in supporting our most vulnerable children, for example, by celebrating exceptional foster families through the Honours system. We supported the Fostering Network’s Foster Care Fortnight in May 2020 through social media channels. We also recently launched updated fostering pages on GOV.UK to make information more accessible to potential carers, which are available here:<br> <a href="https://www.gov.uk/becoming-foster-parent" target="_blank">https://www.gov.uk/becoming-foster-parent</a>.</p>
