	answer	answer is ministerial correction date of answer 17/11/2014 answer text <p>All EU member states have ratified the 1957 Council of Europe Convention on Extradition (ECE). Consequently, they will all have legislation that allows them to operate the ECE with other ECE signatories who do not use the Arrest Warrant. However, a number of EU member states have subsequently passed specific legislation to implement the Arrest Warrant and would need to pass new domestic legislation in order to allow them to operate the ECE with the UK. In some cases, this could be a lengthy process. For example, we believe that it would take the Netherlands at least a year to pass the necessary legislation and during this time they would not be able to issue extradition requests to the UK, or respond to UK extradition requests. Effectively, this would make both countries a safe haven for each others’ criminals.<br><br>Under the 1957 European Convention on Extradition, 22 Member States may also refuse to extradite its own nationals which means that some people may never face justice. Thailand is not a signatory to the 1951 UN Convention on refugees, therefore any documents provided by the UN High Commissioner for Refugees (UNHCR) are not necessarily accepted. We are working with UNHCR to support their requests to the Thai government to develop a form of documentation for refugees. This would allow refugees to access appropriate schooling and other opportunities. 	answer	answer is ministerial correction date of answer 23/03/2020 answer text <p>This government has committed to strengthen academic freedom and free speech in universities and ensure they are places where free speech and debate can thrive – this includes considering the underpinning legal framework. We have made it clear that if universities do not uphold free speech, the government will.</p><p>However, there is no place in our society - including within higher education (HE) – for hatred or any form of harassment, discrimination or racism, including antisemitism. The government will continue to work with universities to ensure we stamp out antisemitism in all its forms.</p><p>The government expects HE providers to take their responsibilities, including those under the Equality Act 2010 and for freedom of speech, seriously. We expect HE providers to have robust policies and procedures in place to meet, and balance, their legal obligations effectively and to investigate and swiftly address reports of hate crime, including any antisemitic incidents that are reported.</p><p>We expect HE providers to have clearly set out procedures and policies for events and the hosting of external speakers, which allow for open, transparent events, challenge and debate and ensure that lawful speech can occur on campuses. Under the Education (No. 2) Act 1986, HE providers have a legal duty to take reasonably practicable steps to ensure freedom of speech within the law for their members, students, employees and visiting speakers.</p><p>The government does not support blanket no-platforming of individuals or organisations. There have been some examples of attempts to restrict free speech under the banner of no-platforming or safe spaces and it is important that this does not become commonplace.</p><p>The government adopted the International Holocaust Remembrance Alliance (IHRA) Working Definition of Antisemitism in 2016 and has written to HE providers on several occasions encouraging them to consider adopting this definition. This is a small improvement compared with both 2019 and 2018 when the figure was 2.4%.</p><p>At age 16, the percentage of pupils without level 2 (5 good GCSEs or equivalent) was 27.3% in 2019/20, 35.7% in 2018/19, and 35% in 2017/18.</p><p>After the age of 16, pupils should stay in full-time education, be in an apprenticeship or traineeship, or spend 20 hours or more a week working or volunteering, while in part-time education or training. During this period they should gain further qualifications. 	answer	answer is ministerial correction date of answer 02/11/2017 answer text <p>The Government welcomes the report published by Refugee Action earlier this year, highlighting for example, the need for a dedicated fund to support refugees to learn English.</p><p>The Government will provide up to £10 million over five years to support refugees learning English who have come to the UK as part of the Vulnerable People’s Relocation Scheme. This is in addition to the funding provided to local councils as part of this scheme, which also covers English language training.</p><p>Since September this year all local councils resettling Syrian families are required to provide a minimum of eight hours formal tuition a week within a month of arrival, for a period of 12 months or until the individual reaches English for Speakers of Other Languages entry level 3.</p><p>In addition, all adults who are granted refugee status or humanitarian protection are eligible for the same skills funding as any other English resident.</p> answering member printed Lord Agnew of Oulton question first answered 02/11/2017 16:57:35 answering member 4689 label Biography information for Lord Agnew of Oulton
