	answer	answer is ministerial correction date of answer 03/11/2014 answer text <p>It is the responsibility of enforcing authorities to satisfy themselves that the responsible person has complied with their duties under the Fire Safety Order 2005.</p><p> </p><p>Under the Fire Safety Order, building owners are required to carry out a fire risk assessment of their premises and put in place and maintain adequate and appropriate fire safety measures to ensure that the risk to life in the event of fire is reduced to as low as reasonably practicable. The Ministry of Defence is the lead Government Department responsible for emergencies involving defence nuclear assets (other than an emergency arising as a result of a terrorist event where the Home Office is appointed as lead).</p><p> </p><p>The Ministry of Defence works closely with devolved administrations (Scotland in this exercise) and local responders to ensure an effective coordinated response. The central government’s concept of operations sets out UK arrangements for responding to and recovering from emergencies.</p><p><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/192425/CONOPs_incl_revised_chapter_24_Apr-13.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/192425/CONOPs_incl_revised_chapter_24_Apr-13.pdf</a></p><p>My Department is responsible for providing the Government liaison function below the national level in England only. Services continue to spend according to the budget they are given, rather than to the risks they have to manage. Huge variations exist between how the 46 different fire authorities operate, with the cost per head of providing a service almost double in some areas to that of others. This did not seem to be related to whether they are large or small, rural or urban, deprived or affluent.</p><p> </p><p> </p><p> </p><p>Sir Ken concluded that there were significant opportunities for sensible savings such as through: sharing of senior staff, reforms to flexible staffing and crewing arrangements, better procurement, shared services, collaboration with emergency services and other organisations on service delivery and estates, sickness management, locally-led mergers and operational collaborations, new fire-fighting technology, preventative approaches and working with local businesses.</p><p> </p> answering member constituency Portsmouth North answering member printed Penny Mordaunt question first answered 09/09/2014 14:58:57 answering member 4017 label Biography information for Penny Mordaunt

	answer	answer is ministerial correction date of answer 17/07/2014 answer text <p> </p><p>This Government strongly supports faith communities being able to celebrate and mark religious festivals and exercise their freedom of religion.</p><p> </p><p>Any event involving fires requires the application of some sensible planning. The Regulatory Reform (Fire Safety) Order 2005 applies to all commercial premises and others to which the public have access. It requires the employer or building owner to assess the risk of fire to any occupants and put in place adequate fire safety measures to remove or reduce the risk to as low as reasonably practicable.</p><p> </p><p>We have not produced any specific guidance on Havan, although we have produced more general guidance on fire safety, including advice on open-air events, and on small and large assemblies. 	answer	answer is ministerial correction date of answer 24/09/2014 answer text <p> </p><p>In 2010, the previous Administration initiated a review of coalfields regeneration; this was completed in September 2010 and the Government’s response was published in March 2011 – as summarised in the Written Ministerial Statement by my rt. hon. Friend, the Member for Welwyn Hatfield (Grant Shapps), on 10 March 2011, <em>Official Report</em>, Column 74WS. This outlined a four year programme to make the Trust self-financing, and a tapered level of funding. As laid out in that approach, funding to the Trust was £17.7 million in 2010-11, £16 million in 2011-12, £14 million in 2012-13, £12 million in 2013-14 and will be £10 million in 2014-15.</p><p> </p><p> </p><p> </p><p>In line with the strategy, the Coalfields Regeneration Trust will no longer receive financial support from DCLG after March 2015, but they have been allowed to invest grant in assets, whilst still adhering to their core objectives of supporting coalfields communities to enable them to generate an income from 2015 onwards. The Trust now has a strong portfolio of investment and an opportunity to concentrate on the areas where they add value.</p><p> </p><p> </p><p> </p><p>In addition, the Homes and Communities Agency’s Coalfields Programme has invested over £660 million in coalfields project. The land assets associated with Coalfields Projects are expected to form part of the Homes and Communities Agency’s upcoming programme to dispose of Public Sector Land.</p><p> </p><p> </p><p> </p><p>DCLG’s Coalfields Funds have also been investing in innovative small and medium firms in deprived former coalfields areas and will continue to do so until mid-2016, as per the June 2009 contractual agreement with the Coalfields Growth Fund partnership. As of 30 June 2014 the Funds have invested £16.9 million in total.</p><p> </p><p> </p><p><br></p><p>More broadly, the Government’s approach is to provide local leaders, residents and businesses with the powers, flexibilities, options and incentives to put them in the driving seat to regenerate their area, strengthen their local economy, and improve their opportunities.</p><p> </p><p> </p><p> </p><p>As part of its long-term economic plan to secure Britain’s future, the Government has agreed a series of Growth Deals with businesses and local authorities across England which will provide support for local businesses to train young people, create thousands of new jobs, build thousands of new homes and start hundreds of infrastructure projects; including transport improvements and superfast broadband networks. 	answer	answer is ministerial correction date of answer 21/07/2014 answer text <p> </p><p>The consultation on the draft regulations has now concluded and whilst final decisions are still to be taken on the detail of the scheme design, representative bodies and the employers were informed on 9 July that the Department had decided to reinstate the offer made in June last year, regarding more generous actuarial reductions to the pensions of firefighters who retire between the ages of 55 and 57. The actuarial reduction rate applied to benefits accrued in the 2015 scheme would be 21.8 per cent at age 55, and 17.9 per cent at age 56, using today’s assumptions. This compares favourably with the Firefighters’ Pension Scheme 2006, where the reduction at age 55 is around 40 per cent, and at age 56 is around 38 per cent. All pension benefits built up by a member in their current scheme will be fully protected, calculated on their final salary, and can be taken on retirement from the member’s current pension age without actuarial reduction. On top of this, as set out in the recent consultation, our proposals include a significant reduction in employee contribution rates for firefighters transferring from the 1992 Scheme to the 2015 Scheme. Contributions for such a firefighter earning £29,000 a year will go down from 14.2 per cent to 12.2 per cent in April 2015.</p><p> </p><p> </p><p> </p><p>Despite these arrangements, the Fire Brigades Union has continued with its campaign of strike action.
