star this property answer text <p>The Government’s position in relation to funding Surface Access at airports is set out in the 2013 Aviation Policy Framework and reiterated in the Airports National Policy Statement which was designated in June 2018. Where a scheme is not solely required to deliver airport capacity and has a wider range of beneficiaries, the Government, along with relevant stakeholders, will consider the need for a public funding contribution alongside an appropriate contribution from the airport on a case by case basis. The Government is supporting Heathrow Surface Access schemes subject to the development of a satisfactory business case and the agreement of acceptable terms with the Heathrow aviation industry.</p> more like this

star this property answer text <p>The charge on disguised remuneration loans is targeted at artificial avoidance schemes where earnings were paid in the form of loans, which are never intended to be repaid, made by a third party, which is often based offshore (“disguised remuneration” schemes).</p><p> </p><p>It is unfair to ordinary taxpayers to let anybody benefit from contrived tax avoidance of this sort, and that is why this Government has taken action to ensure that everybody pays the taxes they owe.</p><p> </p><p>The charge on DR loans is specifically targeted at these avoidance schemes and is not expected to have any significant impacts on the economy or public services.</p><p> </p><p>The Government recognises that the charge on DR loans will have a significant impact on some people who have used DR schemes. HMRC wants to help people put things right. It is actively encouraging anybody who is worried about being able to pay what they owe to get in touch with them as soon as possible. star this property answer text <p>Considering gender and other aspects of equality is an integral part of HM Treasury’s approach to policy work and is conducted on an ongoing basis, including during spending reviews and budgets. This approach reflects the government’s commitment to fairness as well as to our legal obligations.</p><p> </p><p> </p><p> </p><p>The Government has taken concrete actions to improve the position of women in the economy. 58 per cent of the 3.4 million individuals lifted out of income tax as a result of this Government’s policies are women. The Government is also providing help with childcare costs, including introducing tax-free childcare. However, as many policies impact on households containing both women and men it is often difficult to isolate the policy effects on women without making arbitrary assumptions about how incomes are shared within households.</p><p> </p> more like this

star this property answer text <p>The government is committed to helping families both earn more and keep more of what they earn. On 1<sup>st</sup> April 2018, the National Living Wage (NLW) increased by 4.4% to £7.83. This represents an annual pay rise of over £2,000 for a full-time worker since the NLW was introduced in April 2016. The Personal Allowance and Higher Rate Threshold also increased in line with CPI, to £11,850 and £46,350 respectively. These changes to income tax will help 31 million people and mean a typical basic rate taxpayer will pay £1,075 less income tax in 2018-19 then in 2010-11.</p> more like this

star this property answer text <p>The Government accepted all the Parliamentary Ombudsman’s findings of government maladministration and established the Equitable Life Payment Scheme. Taking into account of the state of the public finances, to be fair to both policyholders and tax payers, the Government allocated £1.5 billion to fund payments to around one million Equitable Life policyholders. At 31 January 2015 payments surpassing £1 billion have been issued to 896,367 policyholders.</p><p> </p><p> </p><p> </p><p>The Government is focussed on making the remaining payments to eligible policyholders and has no plans to increase the levels of funding available to the Scheme.</p><p> </p> more like this

star this property answer text <p>Government controlled companies, including small companies, must comply with the applicable requirements in the Companies Act 2006 and follow the financial reporting principles of the HM Treasury Financial Reporting Manual (except for public corporations that are not trading funds). This includes the provision of the additional disclosures required by the Manual where these go beyond the Companies Act. The Manual applies EU adopted international financial reporting standards (IFRS) as adapted or interpreted for the public sector. Sections within the Companies Act 2006 define the qualifying criteria for small companies’ regime. The disclosure exemptions permitted under the small companies’ regime do not generally apply to government owned companies unless specific approval has been sought by the Relevant Authority. All entities that follow the Manual, must follow its guidance on the disclosure of contingent liabilities.</p> more like this

star this property answer text <p>The Government has no plans to legislate in these areas.</p><p> </p><p>a) As outlined in the Dear Accounting Officer letter of 17 January 2008 it is the expectation of HMT that the Comptroller and Auditor General is appointed the auditor for Government-controlled Companies. If they do not appoint the C&amp;AG as auditor, departments will need to be able to account for their reasons for preferring another auditor.</p><p><a href="http://webarchive.nationalarchives.gov.uk/20080727043654/http:/www.hm-treasury.gov.uk/media/8/1/dao0108.pdf" target="_blank">http://webarchive.nationalarchives.gov.uk/20080727043654/http:/www.hm-treasury.gov.uk/media/8/1/dao0108.pdf</a></p><p> </p><p>b) The accounts of non-profit making companies included within the Government Resources and Accounts Act 2000 (Audit of non-profit making companies) Order 2009 (SI 2009/476) and as amended by subsequent Orders must be examined and certified by the Comptroller and Audit General. Companies must comply with applicable requirements in the Companies Act 2006 and follow the financial reporting principles of the HM Treasury Financial Reporting Manual (except for public corporations that are not trading funds). Companies that have charitable status should comply with applicable charities legislation and where relevant, the Statement of Recommended Practice (SORP) Accounting for Charities, issued by the Charity Commission. The HM Treasury Financial Reporting Manual is updated on a yearly basis in December by HM Treasury and the Companies Act 2006 is updated on an on-going basis by the Department for Business, Energy and Industrial Strategy.</p><p> </p><p>c) Public spending is scrutinised through the Committee system and further examined by the scrutiny of Parliament as a whole. In addition the routine publication of Annual Reports and Accounts as well as numerous other transparency publications facilitate scrutiny by the public and the media. The published Annual Reports and Accounts must comply with applicable requirements in the Companies Act 2006 and follow the financial reporting principles of the HM Treasury Financial Reporting Manual (except for public corporations that are not trading funds). HM Treasury are currently undertaking a review of the Annual Reports and Accounts including looking at the recommendations set out in the ‘Accounting for democracy: making sure Parliament, the people and ministers know how and why public money is spent’ report written by the Public Administration and Constitutional Affairs Committee.</p>

star this property answer text <p>The Government is committed to ensuring that individuals, regardless of their background or income, have access to useful and affordable financial products and services. The Equality Act 2010 protects all individuals, including Gypsies and Travellers, against racial and other forms of discrimination.</p><p> </p><p>The Payment Accounts Regulations 2015 require the nine largest personal current account providers in the UK to offer fee-free basic bank accounts to customers who do not have a bank account or who are ineligible for a bank’s standard current account. The regulations also state that when a customer applies for an account, firms must not discriminate by reason of the customer’s place of residence, and that the conditions applicable to holding a basic bank account must not be discriminatory.</p><p> </p><p>In order to open a basic bank account, firms will need to verify their customers’ identities, which generally includes verifying their addresses. While the way in which firms choose to do this is not stipulated in law or by the regulator, firms are assisted in making such policies through industry produced guidance notes. For the financial institutions, these are the Joint Money Laundering Steering Group (JMLSG) guidance notes.</p><p> </p><p>The JMLSG guidance notes acknowledge that if Travellers are not able to produce standard identification evidence, and if verification of address is necessary, a check with the local authority, which has to register travellers’ sites, may sometimes be helpful.</p><p> </p><p>More widely, the Government has also committed to establish a Financial Inclusion Policy Forum, which will provide leadership and ensure collaboration across government and with the sector in tackling financial exclusion.</p><p> </p>

To this end, the government has given the Financial Conduct Authority (FCA) strong powers, including the power to cap the cost of credit, and it will do so if it thinks it is necessary to protect consumers.</p><p> </p><p>The FCA is conducting a review of the high-cost credit market, and will publish a substantive update in May. The government will continue to work closely with the FCA to ensure that all customers are treated fairly.</p> more like this

star this property answer text <p>The Government is aware that making ends meet is sometimes challenging, which is why we are proactively putting in place measures to help the most vulnerable.</p><p> </p><p>The lowest earners have seen a 7% real-terms increase to their wages since 2015, thanks to policies such as the National Living Wage (NLW). Full time NLW workers will receive another £600 pay rise next month.</p><p> </p><p>The Government-commissioned Money Advice Service’s Financial Capability Strategy specifically focuses on measures to encourage saving. To help this work, we are creating a help to save scheme – giving families on low incomes up to a £600 Government bonus to build a rainy day fund.</p> more like this

Childcare vouchers provided by employers are normally exempt from tax and National Insurance contributions. Therefore, employers are not required to report details to HMRC unless they provide more than the exempt amount to their employees.</p> more like this
