star this property answer text <p>NHS England is responsible for the commissioning of specialised services. It is for Ministers to decide, with independent advice, the conditions that should be on the specialised commissioning list.</p><p> </p><p> </p><p> </p><p>During 2015-16 there will be monitoring of all specialised commissioning expenditure against nominal clinical commissioning groups (CCGs) budgets. This information will enable both NHS England commissioners and CCG commissioners to better understand the financial position and any pressures on all specialised services. NHS England will also be engaging with CCGs through co-commissioning to carry out work to redesign pathways and invest in upstream interventions. In this context there will be no additional funding for CCG running costs for 2015-16 but this may be revisited in 2016-17.</p><p> </p><p> </p><p> </p><p>For services that have been recommended for transfer, a new Task and Finish group is being established by NHS England through the NHS Commissioning Assembly. This group will look specifically at what support CCGs would require to be able to safely and effectively commission services devolved to them.</p><p> </p><p> </p><p> </p><p>NHS England is committed to issuing commissioning guidance for the safe transfer of services from national NHS England responsibility to local CCG responsibility.</p><p> </p>

star this property answer text <p>Clinical commissioning groups (CCGs) are autonomous organisations. The Health and Social Care Act 2012 sets out clear requirements of CCGs to make arrangements in their constitutions for managing conflicts of interest, to ensure the transparency and integrity of their decision-making processes.</p><p> </p><p> </p><p> </p><p>Each CCG’s constitution sets out the arrangements made by the CCG to exercise its functions, and must include the arrangements made for discharging its duties with regard to registers of interests and managing conflicts of interest.</p><p> </p><p> </p><p> </p><p>NHS England published guidance for CCGs on managing conflicts of interest in March 2013. CCGs must have regard to such guidance.</p><p> </p><p> </p><p> </p><p>A copy of NHS England’s guidance to CCGs - Managing conflicts of interests: Guidance for Clinical Commissioning groups is attached.</p><p> </p> more like this

star this property answer text <p>Significant work has been undertaken by NHS England to analyse current specialised commissioning expenditure patterns at clinical commissioning group (CCG) level. This CCG level monitoring will continue in 2015/16 with the aim of improving commissioning decisions.</p><p> </p><p> </p><p> </p><p>There is no planned transfer of renal dialysis budgets from NHS England to CCGs in either the current financial year or during 2015-16. It is for Ministers to decide, with independent advice, the conditions that should be on the specialised commissioning list.</p><p> </p><p> </p><p> </p><p>Neither NHS England specialised commissioners nor CCGs have control over capital funding for dialysis facilities and maintenance. Capital funding for renewal of dialysis facilities and equipment remains with the incumbent providers. Ensuring that these facilities are of appropriate quality is achieved through the application of detailed service specifications which form part of the contract with providers.</p><p> </p><p> </p><p> </p>

star this property answer text <p>NHS England has provided clear direction and support to clinical commissioning groups (CCGs) on their duties to have regard to reducing health inequalities. In the Forward View Into Action: Planning for 2015/16 it states: “Clinical Commissioning Groups (CCGs) should work with local government partners to set and share in 2015/16 quantifiable levels of ambition to reduce local health and healthcare inequalities and improve outcomes for health and wellbeing.”</p><p> </p><p> </p><p> </p><p>Additional guidance for commissioners on the equality and health inequalities duties and what this means in practice was issued within the supplementary information for commissioners, as part of the overall planning guidance for 2015/16.</p><p> </p><p> </p><p> </p><p>Furthermore, ‘Reducing Health Inequalities - Meeting our Duties’ regional workshops have been provided in 2014/15 for CCGs and their local partners. These workshops support CCGs, Health and Wellbeing Boards, and local authorities in their legal duties to reduce health inequalities.</p><p> </p><p> </p><p> </p><p>It is expected that in all commissioning activities CCGs will have regard to meeting legal duties on health inequalities including to reduce inequalities between patients in access to health services and the outcomes achieved, as outlined in Section14T of the Health and Social Care Act 2012.</p><p> </p><p> </p><p> </p><p>A copy of Forward View Into Action: Planning for 2015/16 and the supplementary information for commissioners is attached.</p><p> </p>

star this property answer text <p>As set out in the NHS Outcomes Framework 2015/16, the Department plans to identify key health inequalities measures, based on NHS Outcomes Framework indicators, following the Department’s stakeholder engagement exercise over the summer of 2015. These will be integral to assessing NHS England’s progress using the NHS Outcomes Framework.
