star this property answer text <p>The Government made a commitment to appoint a cycling and walking champion as one of the fifty actions in its response to the Cycling and Walking Investment Strategy: Safety Review, which was published in November 2018. The Department has been considering the appropriate scope and remit for the role, and has been discussing this informally with a number of stakeholders. I also plan to discuss this matter shortly with the regional Cycling and Walking Commissioners who have already been appointed in different parts of the country.</p> more like this

star this property answer text <p>The Foreign and Commonwealth Office lead HMG policy on the Overseas Security and Justice Assistance (OSJA) Guidance. The Conflict, Stability and Security Fund (CSSF) takes its responsibility to do no harm seriously. At the direction of the Joint Funds Unit (JFU), the Stabilisation Unit (SU) commissioned Palladium, a SU provider, to undertake an audit of OSJAs across CSSF programmes, at a cost of £31,801.64. <br> <br>The audit showed that the majority of programme teams have a good understanding of the human rights risks their programmes are operating in, and a realistic view of the extent to which risks can be mitigated. The audit’s findings also highlighted areas where the process could be improved.</p><p>In response to the audit’s recommendations, the JFU is updating CSSF programmatic guidance and the Stabilisation Unit is also updating its core security and justice training for HMG staff to align with the revised guidance.</p><p>As the Government stated in its response to Question 249954, there are no plans to publish the OSJA audit.</p>

star this property answer text <p>The Ministry of Justice published Experimental Statistics in October 2018, which estimated the numbers of former service personnel in the prison population. The department is due to release the next estimate in October 2019.</p><p> </p><p>This new analysis indicated that as at 30 June 2018, 2032 prisoners had declared as ‘ex-service personnel’ when they were first received into custody between January 2015 and June 2018. The attached table shows the number of ex-service personnel serving a prison sentence in all prisons in Yorkshire as at 30 June 2018.</p><p> </p><p>The Ministry of Justice is committed to ensuring that those who have served in the Armed Forces and who find themselves in the Criminal Justice System are able to access support, whether they are serving their sentence in custody or in the community.</p> more like this

star this property answer text <p>The Government does not hold central information on the number of dead pets collected from roads and paths or the proportion that were scanned by the relevant local authority. However, Cats Protection provided briefing for the debate on 17 June which shows that according to their freedom of information request to councils in England, 80% of the 274 councils that replied scan cats involved in road accidents for a microchip.</p> more like this

star this property answer text <p>The measures set out in the Government’s statutory Cycling and Walking Investment Strategy, as well as the almost £2 billion being invested in cycling and walking over the current Parliament, will help boost the use of e-bikes as well as the use of conventional bikes. The Department has recently published refreshed cycle to work guidance to make it easier for employers to provide employees with cycles, including e-bikes, worth over £1,000. The Government is also encouraging the use of e-cargo bikes through the £2m e-cargo bike grant programme which contributes 20% of the purchase price of a new e-cargo bike up to the first £5,000 of any purchase price.</p> more like this

star this property answer text <p>The Government published a report into disguised remuneration schemes which considered the range of evidence available and can be found online at: <a href="http://www.gov.uk/government/publications/report-on-time-limits-and-the-disguised-remuneration-loan-charge" target="_blank">www.gov.uk/government/publications/report-on-time-limits-and-the-disguised-remuneration-loan-charge</a>. The Government would encourage anyone who is affected by the charge to contact HM Revenue and Customs (HMRC) and discuss their situation.</p><p> </p><p>HMRC have not made anybody bankrupt as a result of the 2019 Loan Charge. The information requested on how many people have declared themselves bankrupt as a result of the 2019 Loan Charge is not available.</p><p> </p><p>HMRC will work with individuals to reach sustainable and manageable payment plans wherever possible. Anybody who is worried about being able to pay what they owe should get in touch with HMRC.</p><p> </p><p>The Government estimates that up to 50,000 individuals will be affected by the 2019 loan charge. Since the DR loan charge was announced, HMRC have already agreed around 6,000 settlements with employers and individuals, worth over £1 billion.</p><p> </p><p>Information on the number of people affected by the 2019 Loan Charge is not held at constituency, borough or regional level. Since November 2017, HMRC have been writing directly to individuals and employers who may be affected by the Disguised Remuneration (DR) loan charge. A breakdown of recipients by UK parliamentary constituency is available on <a href="http://gov.uk/" target="_blank">gov.uk</a> at: <a href="http://www.gov.uk/government/publications/disguised-remuneration-loan-charge-awareness-letters" target="_blank">www.gov.uk/government/publications/disguised-remuneration-loan-charge-awareness-letters</a>.</p>
