star this property answer text <p>The UK continues to take the Ebola outbreak in eastern DRC extremely seriously, providing funding and technical assistance to the response. Our funding to the WHO goes to directly support the public health response. Health workers are provided with training, vaccination, and access to personal protection equipment to reduce the risk of infection. We are also supporting other efforts within the response that are essential to building community trust.</p><p> </p><p>The UK strongly condemns attacks on health workers and facilities and will continue to support the DRC Government and UN system to work with affected communities to ensure the safety and security of all frontline responders. All those involved in fighting Ebola must be able to work in safety for the benefit of those being affected by this outbreak.</p> more like this

star this property answer text <p>The ongoing Ebola outbreak in the DRC is one of DFID’s key emergency priorities. Although a challenging security context is significantly hampering response activities, an experimental vaccine has been deployed throughout the response to good effect, and has likely saved thousands of lives.</p><p>The UK Government is committed to promoting respect for International Humanitarian Law. We strongly condemn repeated attacks and threats of violence directed towards health facilities and health workers who are working towards ending this outbreak. Health workers are not a target. The response must balance protecting health workers with not using security in a way that further escalates mistrust or violence. This is something that the UK has been advocating since the beginning of the outbreak. We are pleased to see theincreasing involvement of the United Nations Department of Safety and Security, as well as a number of civil society organisations who have important experience of working in fragile and conflict affected humanitarian contexts.</p>

star this property answer text <p>The current Ebola outbreak in the Democratic Republic of Congo (DRC) is an immediate priority for the Department for International Development (DFID), we have dedicated teams leading a coordinated UK HMG response effort. The UK is one of the leading donors to the response in DRC, and preparedness efforts in the region.</p><p>DFID have so far contributed £33.5 million to Ebola in DRC in 2018/19. Moreover, we are the leading donor by far for regional preparedness, contributing £14 million across the most-at-risk countries (mainly for Uganda, Rwanda, Burundi and South Sudan). We have also provided specialist staff into the response and are continuing to push other donors to step up their engagement. Beyond funding and technical support, we are actively lobbying to improve management of the response, including coordination. While the efforts of the Government of DRC and the WHO have been laudable, significant improvements must be made in terms of coordination and management to bring the outbreak to an end.</p><p>I plan to visit North Kivu in Eastern DRC later this month to understand the situation on the ground and how the UK can continue to support the response. One immediate priority is the need to galvanise other donors to support the response and preparedness efforts. We are also working closely with responders on the ground to ensure management and coordination of the response reflects the severity of the current situation and the high risk of further spread, and to build trust with affected communities.</p>

star this property answer text <p>The Ebola outbreak in the Democratic Republic of Congo (DRC) is the largest in the country’s history and the second largest on record. The UK continues to be one of the leading supporters of the response, providing both £33.9 million in funding so far and technical expertise to the WHO and others. Moreover, given the risk of Ebola spreading across borders remains significant, we are the leading donor for regional preparedness providing £14 million so far. Preventing the spread of the disease not only saves lives but also provides the stability necessary for economic growth and security.</p><p>With case numbers continuing to rise and the response not yet under control, and ongoing conflict in the region, it is as important as ever to maintain international momentum in tackling the outbreak. Other donors must now step up in terms of funding and the response must double down on efforts to manage the outbreak effectively, including engaging communities effectively to ensure the range of activities needed to break the transmission chain can be carried out.</p>

UK Aid has supported research by Social Science in Humanitarian Action to understand community concerns and the inherently complex social and political context of the affected areas.</p><p>We are working with the key implementing partners to adapt approaches to the very varied local contexts – including working with trusted local leaders and religious groups. Experience from the devastating outbreak of 2014-2016 in West Africa shows that the response will not be able to contain the outbreak until there is sufficient community understanding, acceptance and ownership, all of which is made more difficult in eastern DRC given the active conflict.</p> more like this

star this property answer text <p>The UK is the leading donor for regional preparedness, focusing on Priority 1 countries (Rwanda, Uganda, Burundi and South Sudan) and supporting steps such as vaccination of front-line health workers. DFID officials will attend the Kampala Conference on Regional Preparedness at the end of this month. This will provide us a further opportunity to work closely with other donors and to press the World Health Organisation to develop a clear resource mobilisation strategy and plans for further preparedness activities.</p><p> </p><p>We also continue to support preparedness and contingency planning in currently unaffected areas in the DRC. Much of this work involves discussions with key non-governmental agencies and organisations around the roles they are playing and could play, making sure we take their views and needs into account in terms of the response as it develops.</p> more like this

star this property answer text <p>The UK will always uphold international laws, use our influence to encourage others to do likewise, seek to condemn those that do not, and push for accountability to abused populations. The UK co-sponsored UNSC Resolution 2286 in 2016, and our support for this agenda remains steadfast. We are committed to respecting and promoting compliance with International Humanitarian Law and condemning serious violations and abuses, including the protection of medical and humanitarian personnel and their assets. We strongly condemn the attacks and threats of violence that have targeted the response to the Ebola outbreak in the DRC. In particular, we express our deepest condolences to the family and friends of Dr Richard Valery Mouzoko Kiboung, a WHO health worker, who was murdered in an attack on 19 April.</p><p>The UK is a major donor to the Ebola response in DRC and works closely with partners on the front line. There is a clear and pressing need to protect frontline health workers, Ebola patients and others involved while being sensitive to community dynamics in an area which has faced decades of conflict.</p>
