star this property answer text <p>We know that getting prisoners into employment on release is key to leading law-abiding lives in the community. Prisoners who participate in in-prison education are 9 percentage points less likely to reoffend on release. To help prisoners develop new skills we are:</p><ul><li><p>delivering a Prisoner Education Service which raises the level of the numeracy, literacy and skills of prisoners, with the aim of securing jobs or apprenticeships after they leave custody;</p></li><li><p>rolling out new Heads of Education Skills and Work to provide expert guidance to governors in designing education and training provision for their populations;</p></li><li><p>establishing an Employability Innovation Fund to enable Governors to work with more employers and training providers to repurpose workshops, deliver sector specific skills training and to improve prisoners’ literacy via a Literacy Innovation Fund; and</p></li><li><p>allowing prisoners to undertake apprenticeships which they can complete in the community following a change in the law made in September 2022.</p></li></ul>

star this property answer text <p>The Restart Dogs Programme at HMP Dovegate is currently funded through the local prisoners’ Amenities Fund, and its continuation will be reviewed in line with routine assurance checks to ensure continuing value for money and defined outcomes. There are no plans to implement the project across prisons in England and Wales, but it is available to Governors under the Dynamic Purchasing System, using their Learning and Skills budgets, if they determine that there is a local need.</p> more like this

star this property answer text <p>We are delivering a new Prisoner Education Service, focused on work-based training and skills, which will help to improve prisoners’ employability ahead of release. This will help to cut crime and bring us safer streets by reducing reoffending, while helping to fill skills shortages in the economy.</p><p>As part of this work, we changed the law in September this year so that prisoners who are assessed as safe for Release on Temporary Licence can undertake apprenticeships. The first prisoner apprentices have started work on highway maintenance and in hospitality.</p><p>We are also building stronger links with employers, including through our prison Employment Advisory Boards. Chaired by local business leaders, they will provide challenge and advice on how to align the training delivered in prisons with the skills our labour market needs. Chairs have now been appointed to 72 Employment Advisory Boards.</p> more like this

In the same time period, 42,574 prisoners completed 104,827 courses in total.</p><p> </p><p>Information on the proportion of prisoners entering prison without qualifications and who leave with improved literacy in the last five years could only be obtained at disproportionate cost. Information on participation and outcomes for prisoners in English and Maths is published. Statistics for 2018 to 2020 were released last August and can be found at the following link: <a href="https://www.gov.uk/government/statistics/prison-education-statistics-2019-2020" target="_blank">https://www.gov.uk/government/statistics/prison-education-statistics-2019-2020</a>.</p><p> </p><p>Through our Prisons Strategy White Paper, we will deliver a Prisoner Education Service that raises levels of numeracy and literacy – helping offenders to gain the skills and qualifications needed to secure jobs or apprenticeships on release and in turn reducing reoffending.</p>

star this property answer text <p>Currently prisoners in HMP Wayland and HMP Berwyn have access to in-cell technology.</p><p>As well as being able to undertake basic tasks, such as ordering their canteen and booking visits, prisoners have access to a platform called the Content Hub, which provides them with content to help them progress through their sentence, and to cope when in custody. The in-Cell technology does not allow access to the internet.</p><p> </p><p>The Content Hub provides bite-sized courses, such as health and fitness in prison, learning to read, basic maths and food hygiene. This content is provided by education providers, Way2Learn and People Plus.</p><p> </p><p>We have not yet conducted an assessment of the effectiveness of the bite-sized training, however we are exploring further opportunities to pilot more structured educational content, such as further and higher education courses, in-cell. The benefits and impact of doing this will be assessed and will inform any further roll-out.</p> more like this

star this property answer text <p>Prisons are required to maintain a record of the courses offered to prisoners. All prisons under the Prison Education Framework (PEF) contract are required to agree an annual delivery plan which sets out the services to be provided. Once the delivery plan is finalised a copy of the curriculum is uploaded onto an HMPPS Management Information System which is then visible and available to all prisons to support better co-ordination of the offer prisoners receive.</p><p> </p><p>We want prisons to provide offenders with the tools they need for successful rehabilitation, including education opportunities that prepare them for employment on release.</p> more like this
