That is given full effect through our phased approach. In the first phase, which has been operating since 1 January, goods moving directly from Northern Ireland directly to Great Britain will benefit from unfettered access. There will be no new checks or controls on those movements. And even where goods move indirectly via Ireland, there will be no tariffs on those movements. This will be followed up with a second phase over the course of 2021 which will focus the benefits of unfettered access specifically on genuine Northern Ireland businesses. As for goods movements from Great Britain to Northern Ireland, guidance was published on 8 August. That guidance is being updated on an ongoing basis and in response to developments, including discussions in the UK-EU Joint Committee.</p><p>As for medical supplies, the Department of Health and Social Care, in consultation with the Devolved Administrations and Crown Dependencies, is working with trade bodies, product suppliers, and the health and care system in England to make detailed plans to help ensure continued supply of medicines and medical products to the whole of the UK, at the end of the transition period. This is in order to respect the pre-existing status of the island of Ireland as a single epidemiological unit. Article 3 of the revised Protocol on Ireland and Northern Ireland allows the UK and Ireland to continue these arrangements after EU Exit.</p><p>Northern Ireland remains part of the UK’s single customs territory.The Prime Minister has been clear that, beyond the limited changes introduced by the Northern Ireland Protocol, there will be no changes to GB-NI trade in goods.</p><p>Under the terms of the Protocol no tariffs will be paid on goods moving within the United Kingdom unless they are destined to enter the EU via the Republic of Ireland.</p><p>Once we leave the EU, the UK will cease to be a Member State. Friend the Secretary of State for Exiting the European Union has regularly met with the EU Commission to discuss preparations for leaving the EU.</p><p>The Government has been clear that the unique social, political and economic circumstances of Northern Ireland must be reflected in any arrangements that apply in a no deal scenario. We are absolutely committed to upholding the Belfast (Good Friday) Agreement, and would do everything possible to avoid a hard border between Northern Ireland and Ireland.</p><p>In a no deal scenario, the UK Government is committed to entering into discussions urgently with the European Commission and the Irish Government to jointly agree long-term measures to avoid a hard border and to limit the impact of a no deal exit on life on the island of Ireland.</p><p>We have confirmed a unilateral approach to checks, processes and tariffs to do all we can to avoid a hard border. Therefore, under the temporary approach to the NI border announced by the Government in the event of no deal, consignments from Ireland will not be subject to a tariff when entering Northern Ireland. This approach reflects the unique circumstances of the land border and the Government’s commitment to preserving the Belfast (Good Friday) Agreement in full.</p><p> </p><p>HMRC will support businesses who are moving goods across the border legitimately, including businesses that continue to use the routes they use today. For goods entering Northern Ireland from Ireland, including where the ultimate destination is Great Britain, provided traders choose routes for commercial reasons not connected with an avoidance purpose, tariffs will not be due and tariff rate quotas will not apply.</p><p> </p><p>However, if traders divert goods through Ireland and Northern Ireland with the main purpose of avoiding customs duty HMRC will have the power to require them to pay the UK’s tariff, wherever the goods are from.
