star this property answer text <p>The matter of hospital car parking is devolved in Northern Ireland and it would not be appropriate for the Secretary of State for Northern Ireland to intervene.</p><p><br>In the absence of devolved government it remains for NI Permanent Secretaries to take the decisions they believe necessary in line with the guidance the Secretary of State set out last November, to keep the country running.</p> more like this

star this property answer text <p>The Department has not consulted on the appropriateness of parking fines issued in National Health Service hospital car parks.</p><p> </p><p>The level and appropriateness of car parking charges at NHS sites is the responsibility of the local NHS trust. As set out in the NHS Car Parking Principles we have always made clear that staff, patients and their families should not have to deal with the stress of complex and unfair charges. These were based on discussions with interested parties including NHS trusts and patients’ organisations.</p> more like this

We have published the NHS Car Parking Principles which clearly state that concessions should be offered to groups who most need help, such as staff who cannot travel by public transport due to their shift pattern.</p><p> </p><p>However, given it is the responsibility of the local NHS trust, the Department has no jurisdiction to reduce or eliminate hospital car parking charges for nurses, doctors and essential healthcare workers.</p> more like this

star this property answer text <p>The Department keeps the issue of car parking charges under review following its 2015 guidance on National Health Service patient, visitor and staff car parking which is available at the following link:</p><p> </p><p><a href="https://www.gov.uk/government/publications/nhs-patient-visitor-and-staff-car-parking-principles/nhs-patient-visitor-and-staff-car-parking-principles" target="_blank">https://www.gov.uk/government/publications/nhs-patient-visitor-and-staff-car-parking-principles/nhs-patient-visitor-and-staff-car-parking-principles</a></p><p> </p><p>Income generated from parking charges is used to pay the costs of providing the parking e.g. maintenance, security and lighting, and avoid funds being taken from budgets for healthcare services. If any excess is generated, it is used to fund clinical services.</p><p> </p><p>NHS trusts make decisions locally about the provision of car parking to patients, visitors and staff, and are provided guidance by the Department in published car parking principles. The principles provide a sufficient mandate for trusts to take a responsible approach to charging, including recommendations to charge on exit and providing reduced costs.</p>

It is a voluntary self-assessment which takes place annually, and applies to hospitals, hospices, and day treatment centres providing National Health Service-funded care. PLACE includes questions on car parking relating to the charging, concessions, and payment methods.</p><p> </p><p>The 2017 PLACE data shows:</p><p> </p><p>Total number of sites with payment on exit facilities (respondents) = 244</p><p>Number responded yes: 144 = 59%</p><p>Number responded no: 100 = 41%</p><p> </p><p> </p><p>Total number of trusts with payment on exit facilities (respondents) = 118</p><p>Number responded yes: 94 = 80%</p><p>Number responded no: 24 = 20%</p><p> </p><p>The total number of organisations (including NHS Trusts) that responded was 279, providing assessment of 1,230 sites.
