star this property answer text <p>The data requested for the number of people who opted out of automatic enrolment workplace pension schemes in each of the last ten years is not readily available and to provide it would incur disproportionate costs.</p><p> </p><p>The department makes regular publications of the data that is held, including the <a href="https://www.gov.uk/government/statistics/workplace-pension-participation-and-savings-trends-2009-to-2022/workplace-pension-participation-and-savings-trends-of-eligible-employees-2009-to-2022" target="_blank"><em>Workplace Pension Participation and Savings Trends</em></a>, which is available on GOV.UK. This publication includes aggregated data from large private pension providers in which the proportion of new member enrolments to have opted-out of workplace pension saving stood at 11.79% in July 2023. Over the period from January 2020 to July 2023, these opt-out rates have fluctuated between a low of 7.03% and a high of 12.23%. From the same aggregated private pension provider data, the proportion of pension scheme members making an active decision to cease saving was 0.50% in July 2023.</p>

star this property answer text <p>The National Institute for Health and Care Excellence (NICE) makes authoritative, evidence-based recommendations for the National Health Service in England on whether new licensed medicines should be routinely funded by the NHS, based on an assessment of their costs and benefits. Decisions on the availability of medicines in Scotland are a matter for the devolved administration.</p><p>The NICE published guidance in 2021 and 2023 recommending Enhertu, also known as trastuzumab deruxtecan, for the treatment of NHS patients with HER2-positive breast cancer through the Cancer Drugs Fund, and it is now available to eligible NHS patients in England in line with the NICE’s recommendations.</p><p>The NICE is currently evaluating Enhertu for the treatment of metastatic HER2-low breast cancer, and has not yet published final guidance. Stakeholders have had an opportunity to appeal against the NICE’s draft recommendations, and the NICE will consider any appeals through the established process and publish final guidance in due course.</p>

star this property answer text <p>The Child Maintenance Service (CMS) has a range of enforcement powers at its disposal to ensure parents meet their financial obligations to their children.</p><p>These include deductions directly from earnings and bank accounts, using Enforcement Agents (previously known as bailiffs) to take control of goods, forcing the sale of property, removal of driving licence or UK passport or even commitment to prison.</p><p>The Child Support (Enforcement) Act received Royal Assent in 2023. This creates a primary power to replace court-based liability orders with administrative orders, which should significantly speed up this key enforcement process.</p><p> </p><p>We have concluded a public consultation to support regulations to implement administrative liability orders. The Government published their response on 12 February 2024.</p><p> </p><p>Secondary legislation is now being developed, which, once implemented, will reduce the process from 22 weeks to as low as 6 weeks. This will be brought forward as soon as possible.</p>

star this property answer text <p>To make a medicinal product available for sale in a pharmacy without a prescription, the product must be reclassified to pharmacy only status, also known as [P] medicines, by the Medicines and Healthcare products Regulatory Agency (MHRA).</p><p>This process is triggered by an application submitted to the MHRA by a company which holds a licence for the particular product. The MHRA will consider all submitted applications, with a decision to reclassify a medicine reached following a robust evaluation of the relevant data, including evidence of the safe use and supply of the product without a prescription. The company must also demonstrate in their application that the criteria specified in relevant legislation, such as the Human Medicines Regulations 2012, have been met.</p><p>In accordance with the Human Medicines Regulations 2012, regulation 62(3), Prescription-Only Medicine status will apply where: a direct or indirect danger exists to human health, even when used correctly, if used without medical supervision; there is frequently incorrect use, which could lead to direct or indirect danger to human health; further investigation of the activity or side-effects is required; or the product is normally prescribed for parenteral administration, via injection.</p><p>Currently, United Kingdom law specifies that all products administered by injection must be subject to a prescription. The MHRA is therefore unable to reclassify the status of injections, including Vitamin B12, to [P] medicines, as this would not be consistent with the legislation.</p>

star this property answer text <p>To deliver the NHS Long Term Plan’s mental health commitments and help reduce waiting times in the Wellingborough constituency and nationwide, our aim has been to grow the mental health workforce nationally by an additional 27,000 professionals by March 2024.</p><p> </p><p>We are making positive progress, delivering three quarters of this, or approximately 20,800 new professionals, by December 2023, with further growth expected to have been achieved once the full year figures for 2023/24 are available. This growth is in addition to the commitment to grow the National Health Service’s mental health workforce by 19,000 between 2016/17 and 2020/21, as set out in Stepping Forward to 2020/21: the mental health workforce plan for England, which was achieved in September 2021.</p><p> </p><p>At a national level, we are committed to attracting, training, and recruiting the mental health workforce of the future, as well as retaining and developing our current workforce. The NHS Long Term Workforce Plan’s modelling projections set out a need to grow the overall mental health and learning disability workforce the fastest of all care settings, at 4.4% per year up to 2036/37, to help improve access to services and quality of care.</p>

star this property answer text <p>The Department commissions research through the National Institute for Health and Care Research (NIHR). The NIHR is currently funding research to address measurement bias in the assessment of the presentation of autism in women, and to develop a new psychometric tool assessing the female-dominant phenotype of autism. The NIHR previously funded a study to improve the accuracy and efficiency of autism assessment for adults which, while not specific to women, will be relevant to their experiences of receiving a diagnosis. The NIHR has also funded research into topics that impact autistic individuals differently, for example how to adapt suicide safety plans to address self-harm, suicidal ideation, and suicide behaviours in autistic adults.</p><p>The NIHR welcomes funding applications for research into any aspect of human health, including the impact of autism and attention deficit hyperactivity disorder on women. These applications are subject to peer review and judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money, and scientific quality. In all disease areas, the amount of NIHR funding depends on the volume and quality of scientific activity.</p>

We welcome the swift actions of Presidents Hichilema (Zambia) and Chakwera (Malawi) in declaring a state of national disaster and emergency across Zambia and within 23 out of 28 districts in Malawi.</p><p>In Zambia, the UK is committing to the rapid expansion of the Social Cash Transfer scheme to reduce food insecurity for an additional 6 million people and pivoting our existing nutrition programmes to expand access to treatment. We deployed a UK Humanitarian Stabilisation Operations Team to support the Government of Zambia's drought response coordination. In Malawi, the UK has contributed to the Government's investment into disaster risk financing instruments which will provide an immediate response when triggered. The Malawian Government is currently preparing its own El Nino Response Plan which will outline further international assistance requirements. The UK will continue to monitor the situation closely.</p>

star this property answer text <p>We remain a committed donor to Sudan and provided £42.6 million in humanitarian aid to support people there in 2023-2024, including £12.2 million to UNICEF for lifesaving nutrition activities. In this new financial year, UK bilateral ODA to Sudan will nearly double to £89 million. Funding for South Sudan was increased to £7.75 million, which includes £3.5 million for food security in the Maban refugees camps. The lack of humanitarian access continues to make it extremely difficult for humanitarian organisations to provide the necessary levels of assistance. On 8 March, the UN Security Council adopted Resolution 2724, led by the UK, calling for an immediate cessation of hostilities in Sudan during the month of Ramadan and underlining the urgency of humanitarian access. We condemn the fact that the warring parties have not heeded this Resolution.</p> more like this

The UK continues to provide support to the health sector in Sudan through the International Committee of the Red Cross (ICRC) and the Sudan Humanitarian Fund (SHF). We are also supporting Gavi, the Vaccine Alliance, in their essential work to improve access to vaccines for the world's most vulnerable children. However, access constraints and insecurity are limiting the ability of partners to deliver in many areas, including Darfur. We continue to work with the UN, other donors and trusted partners to improve and increase the delivery of aid across Sudan. The Minister for Development and Africa met Médecins Sans Frontières (MSF) on the Sudan/Chad border in late March and saw the vital work on vaccinations performed there.</p> more like this

star this property answer text <p>With regard to access to the countryside, England has a comprehensive network of public rights of way and the public has the ‘right to roam’ over many areas of wild, open countryside. The Countryside and Rights of Way Act 2000 currently provides the public with a right of access to areas of mountain, moor, heath, down, registered common land and coastal margin in England. There are no plans to change this.</p><p> </p><p>The Government recognises the importance of providing access to the outdoors for people’s health and wellbeing and is committed to ensure that everyone lives within 15 minutes’ walk of a green or blue space. As part of this we are completing work on the 2,700 mile King Charles III England Coast Path, and delivering the £16m Access for All programme across our protected landscapes, national trails, forests and the wider countryside to make access to green and blue spaces more inclusive.</p> more like this

star this property answer text <p>The department has no plans to undertake a detailed review of the teaching of financial literacy in Denmark, Norway and Sweden. The department continues to work closely with HM Treasury and the Money and Pensions Service to monitor the evidence base for financial education to understand what works and what further support schools may need.</p><p>In order to provide stability for schools and to enable them to remain focused on raising standards of literacy and numeracy and recovery from the pandemic, the government has committed to making no changes to the national curriculum for the remainder of the Parliament.</p><p>The current mathematics curriculum in England already provides young people with the mathematical knowledge that underpins their ability to make important financial decisions. Mathematics is compulsory in maintained schools and academies must teach a broad and balanced curriculum, including mathematics. Since 2014, the department has reformed the mathematics curriculum and examinations system, bringing teaching practice from high-performing jurisdictions from across East Asia to primary and secondary schools in England.</p><p>International comparison studies of school-aged pupils show that England performs above the international averages for mathematics for all age groups. Before the pandemic, England achieved its highest ever mathematics score in the 2019 Trends in International Mathematics and Science Study international test for year five pupils.</p><p>Ofsted’s latest mathematical subject report in 2023 stated that primary mathematics education has seen &quot;a resounding, positive shift&quot; with curriculum sitting &quot;at the heart of leaders' decisions and actions&quot;, whilst secondary mathematics education has seen &quot;notable improvements&quot; in curriculum guidance and professional development.</p>

star this property answer text <p>It is crucial that all pupils are equipped with the knowledge and tools to manage their finances well in later life. That is why financial education is embedded in the national curriculum for mathematics at key stages 1 to 4, and in citizenship at key stages 3 and 4.</p><p>The national curriculum is compulsory for maintained schools, but all schools are measured by Ofsted on having a broad and balanced curriculum which is comparable to the national curriculum. As with other aspects of the curriculum, schools can choose how to teach financial education and they can tailor what they teach to make sure all pupils are taught what they need to know.</p><p>The Levelling Up White Paper identified 55 Education Investment Areas where the department will implement a package of measures to drive school improvement and accelerate progress towards the department’s 2030 ambition that 90% of pupils meet the expected standards in reading, writing and mathematics at the end of primary school and that the average mathematics and English GCSE grade increases to a 5.</p><p>There is a range of financial education support for schools. For example, Oak National Academy, an Arm’s Length Body, has published its initial mathematics resources, with the full curriculum available by this autumn. As part of this, Oak is exploring including additional lessons in real life mathematics. Secondary citizenship resources will become available from autumn 2024 and will be complete by autumn 2025. The Money and Pensions Service has published guidance for schools and there is specialist support for fraud and tax education from the Home Office and HMRC respectively.</p><p>The department also works closely with the Money and Pensions Service which exists to help people make the most of their money and pensions, particularly those most in need and those most vulnerable to financial insecurity. The Money and Pensions Service has invested £1.1 million in financial education programmes to support children and young people in vulnerable circumstances and has published guidance to help children and young people's services to embed financial wellbeing into the services they offer.</p>

For example, the BDS Movement took credit for divestments from Israeli military suppliers by the University of Manchester in 2020 and procurement decisions by King’s College London and Southampton University. The Government is also aware of recent examples of student unions passing motions to lobby their universities to boycott and divest from Israeli companies, including for example Manchester University Student Union in 2022 and Warwick University Student Union in 2023. There are concerns that these campaigns can damage community cohesion and legitimise antisemitism. There are also examples overseas of the BDS Movement pressing universities to boycott or divest from Israeli companies for example in Norway or the United States of America. The Bill rightly applies to universities and higher education providers to prevent them succumbing to student union pressure in the future and to tackle this type of divisive activity on campuses.</p>

star this property answer text <p>By default, the power to create new public rights of way to reach open access land sits with local highway and access authorities, for use in any particular case where they consider there is a need for such a way and that making an order is expedient. The local authority is normally best placed to make these judgements in the light of all the local circumstances on the ground. We are aware though that the original mapping exercise under the 2000 Act focused on capturing areas as open country or registered common land, rather than on whether there was any legal way for members of the public to reach mapped areas in order to enjoy open-air recreation on them. We also recognised in a previous answer on 17 January that not all downland was mapped satisfactorily under the original exercise, and it appears that inaccessible ‘islands’ occur especially on that land type at present. Natural England will consider both issues when reviewing the open access maps. We have committed to ensuring that these are reviewed by the statutory deadline of 1 January 2031.</p>

star this property answer text <p>Our age assessment policies for immigration purposes seek to protect genuine children and identify those who are adults.</p><p>The UK-Rwanda Treaty makes clear at Article 3 that the agreement reached between the governments of Rwanda and the UK does not cover unaccompanied children and that the UK Government shall not seek to relocate unaccompanied children under the age of 18. It is therefore only those individuals who are confirmed to be, or have been assessed to be, adults who will be removed to Rwanda.</p><p><br> We have already strengthened the age assessment process through measures introduced in the Nationality and Borders Act 2022.</p> more like this

This includes measures to increase the overall supply and availability of safe, warm and affordable homes. Boosting housing supply is key to affordability: we are on track to deliver our commitment to build one million homes this Parliament, are investing significant funding in affordable housing programmes through the £11.5 billion Affordable Homes Programme and £6 billion Affordable Homes Guarantee Scheme, and we have helped over 876,000 households purchase a home since spring 2010 through Government backed schemes.</p><p>Housing quality is also central to this plan. We have seen a strong decrease in the number of non-decent homes since 2010. star this property answer text <p>Inflation reduces real incomes, creates uncertainty, and threatens our growth outlook so it’s essential that the government continues with its efforts to keep inflation down. The government remains steadfast in our support for the Monetary Policy Committee of the Bank of England.</p><p>Food inflation has fallen from a peak of 19.6% in March 2023 to 5.0% in February 2024.</p><p>The latest data suggests real household disposable income per capita was 1.4% higher in Q4 2023 than in Q4 2022.</p><p>ONS retail sales remained unchanged on the month in February. This followed an increase in retail sales volumes of 3.6% on the month in January, fully offsetting the decline in December. Food store sales were 2.8% higher in February than in December.</p> more like this

star this property answer text <p>The path to lower interest rates is through low inflation, and the Government is fully committed to supporting the Bank of England get inflation back down to the 2% target, including by keeping borrowing under control.</p><p>While the pricing of mortgages is ultimately a commercial decision for lenders in which the Government does not intervene, our plan is working, and the average offered mortgage rates on 2-year and 5-year fixed rates are now lower compared to their peak in Summer 2023.</p><p>The Government is committed to making the aspiration of homeownership a reality for as many households as possible and consequently operates a range of schemes that aim to increase the supply of low-deposit mortgages for credit-worthy households, including first-time buyers, increase the availability of new housing, and stimulate economic growth. These include the Mortgage Guarantee Scheme, which is open until the end of June 2025. We also help first-time buyers to save for a deposit through the Lifetime ISA and Help to Buy: ISA.</p><p>Over 876,000 households have been helped to purchase a home since spring 2010 through government-backed schemes.</p>

The UK stands in solidarity with all of the victims and survivors.</p><p>We condemn sexual violence unequivocally and without exception. These reports must be fully investigated to ensure justice for survivors and victims.</p><p>The international community should be clear in condemning sexual violence wherever it occurs, including in Israel.</p><p>Conflict-related sexual violence is an abuse of human rights and when perpetrated in the context of an armed conflict, can constitute a violation of international humanitarian law such as a war crime.</p> more like this

Our programmes in the Occupied Palestinian Territories operate with enhanced sensitivity with additional safeguards to protect against any possibility of aid diversion. They include measures to verify and map downstream partners, non-payment of local taxes and enhanced due-diligence processes. We constantly review the due-diligence assessments in place with all partners involved in delivering aid in the Occupied Palestinian Territories. star this property answer text <p>The UK recognises the right of British nationals with more than one nationality to serve in the legitimately recognised armed forces of their additional nationalities. This includes the Israel Defence Force.</p><p>With respect to the current conflict in Gaza, Section 4 of the Foreign Enlistment Act 1870 makes it an offence for a British subject to enlist in the military of a foreign state at war with another foreign state with which the UK is at peace. That prohibition does not extend, however, to enlistment in a foreign government's forces which are engaged in a civil war or combating terrorism or internal uprisings. The Occupied Palestinian Territories are not currently recognised as a state by the UK. The 1870 Act therefore does not apply in this instance.</p> more like this
