	answer	answer is ministerial correction date of answer 20/05/2021 answer text <p>The Member for East Renfrewshire will be aware of my decision, alongside the Advocate General’s for Scotland, to refer the UN Convention on the Rights of the Child (Incorporation) (Scotland) Bill to the Supreme Court on legislative competence grounds. We have also referred the European Charter of Local Self-Government (Incorporation) (Scotland) Bill.</p><p> </p><p>It would not be appropriate for me to comment in detail on what are live proceedings.</p><p> </p><p>Ultimately, our concerns with regards to these Bills do not relate to their policy content, nor to the approach the Scottish Parliament has taken in incorporating these international agreements into Scots law. At Budget 2020 we set out our ambitions to relocate 22,000 roles out of London by 2030, bringing new jobs and investment to all nations and parts of the UK, with senior roles being created in areas such as Glasgow, Belfast, Cardiff, Darlington and Wolverhampton. The Chancellor of the Duchy of Lancaster during his time as Chief Secretary to the Treasury encouraged Departments to frontload the majority of moves over this next Spending Review. This includes both internal measures to deal with larger live caseloads in CPS Areas and working closely with partners to ensure maximum throughput of cases at court.</p><p> </p><p>Considerable progress is being made.
