unstar this property answer text <p>As this type of bicycle sharing scheme is a relatively new concept in the UK the Department for Transport does not currently have a policy on the regulation or licensing of dockless bicycle sharing companies. However, shared bicycles are subject to the same legal requirements and byelaws that already exist regarding bicycle standards and parking. The potential growth of this style of scheme means that this is an area that the Department is monitoring with interest.</p> more like this

The scheme is designed to ensure that disabled people can find suitable parking on public roads – whether it be in bays, at meters or on yellow lines – close to where they need to go. Off-street parking is a completely different matter; these are often privately owned and their terms of use are a matter for the car park owners, but disabled parking bays are usually available.</p> more like this

In their assessment of the impact of any changes in policy associated with the Bus Service Operators’ Grant, departmental economists normally assume operators pass subsidy received on to passengers 50% through lower fares and 50% through increased service levels. Under these assumptions, they estimate that BSOG has the impact of keeping fares 3% lower than they would be in its absence in England outside of London.</p> more like this

unstar this property answer text <p>The department assumed that the Bus Service Operators Grant (BSOG) was passed on to passengers 50% through lower fares and 50% through increased service levels as a working assumption made in the absence of better relevant evidence. The estimate of the effect of keeping fares lower as a result of BSOG was derived by using the National Bus Model, which combined assumptions based on the evidence available with actual data on passenger numbers, fares and service levels.</p> more like this
