This includes the Office of Rail and Road who require train operating companies to have a Disabled People’s Protection Policy in place as a licence condition and who also monitors Train Operating Companies compliance with the Disabled People’s Protection Policy obligations.</p><p> </p> more like this

unstar this property answer text <p>The Department has not been in receipt of advice from the EHRC regarding Driver Only Operation and whether or not it could offer less protection for disabled people.</p><p> </p><p>The Department recognises how important it is that those who need assistance to travel receive that assistance. As a condition of their licence, all train operators are required to have a Disabled People’s Protection Policy in place which includes a requirement to participate in the Passenger Assist system for disabled passengers to book staff assistance when they require it. This Policy must be approved by the independent regulator, the Office for Rail and Road.</p> more like this

unstar this property answer text <p>Both the Department and the Disabled Persons Transport Advisory Committee, the statutory independent expert committee which advises Government on the transport needs of disabled people, provided formal responses to the Office of Rail and Road’s consultation on changes to the Disabled People’s Protection Policy guidance. The Department was also a member of the Office of Rail and Road’s Assisted Travel Advisory Group which met prior to the consultation launch, and attended an industry consultation event they ran in November.</p> more like this

unstar this property answer text <p>Whilst the majority of trains on the rail network continue to operate with two members of staff on board, the Department does not hold the level of detailed information sought as this is a matter for operators themselves.</p><p> </p><p>It remains the case that Driver Only Operation (DOO) and Driver Controlled Operation (DCO) have been used on the rail network for over 30 years and over 50% of all passenger journeys are now on such train services, including on Thameslink and the London Overground and Underground.</p> more like this

unstar this property answer text <p>The Government’s Inclusive Transport Strategy: Achieving Equal Access for Disabled People was published in July 2018. Its ambition is to create a transport system that provides equal access for disabled people by 2030, with assistance if physical infrastructure remains a barrier.</p><p> </p><p>The Inclusive Transport Strategy included a commitment to extend our Access for All programme to 2024 with an additional £300m of funding from the public purse.</p><p> </p><p>The Department will be introducing a new set of accessibility requirements such as the introduction and the delivery of enhanced disability awareness training to all train operating company staff, regardless of role or seniority, in future rail franchises.</p> more like this
