unstar this property answer text <p>The UK has consistently condemned any illegal use of siege tactics and called on all parties to the conflict in Syria to allow the safe, unhindered delivery of humanitarian aid and to respect all relevant provisions of International Humanitarian Law (IHL), as set out in numerous UN Security Council Resolutions.</p><p>The UK played a key role in the passage of UNSCR 2254 of 18 December 2015, which specifically calls on the parties to allow rapid, safe and unhindered access for humanitarian aid to besieged and hard to reach places.</p><p>It is deplorable that the regime, which is responsible for most of the sieges, has only approved 10% of UN requests over the past year to deliver aid to besieged and hard to reach areas. The regime’s allies, including Russia, must do much more to ensure the regime complies with its obligations. We continue to make this clear in our diplomatic engagements on Syria.</p> more like this

unstar this property answer text <p>The UK Government has had no discussions with international counterparts on private sector marine vessels conducting deliberate operations against pirate vessels (i.e. 'private navies'). The Government does however discuss the use of Vessel Based Armouries (VBAs) at the International Code of Conduct for Private security in Switzerland and with the International Maritime Organisation (IMO). VBAs allow Private Maritime Security Companies to off-load and collect weapons from international waters before leaving and entering the High Risk Area for piracy. The UK Government only permits the use of armed guards on UK flagged vessels operating inside the East Africa/Indian Ocean ‘High Risk Area’ as defined by industry.</p> more like this

unstar this property answer text <p>The UK plays a leading role in international efforts to suppress piracy affecting merchant shipping. UK officials helped ensure the mandate of Operation Atalanta, the EU’s counter piracy naval mission, was extended until 2018. The UK is also co-chair of the working group on capacity building of the [UN] Contact Group on Piracy off the Coast of Somalia.</p><p>We also support west and central African states to develop their maritime strategies and improve their ability to secure their territorial waters, using a combination of military expertise, development assistance and diplomatic support.</p><p>In South East Asia, the UK is a member of the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against ships in Asia (ReCAAP) and has helped improve information sharing and enhanced cooperation.</p> more like this

unstar this property answer text <p>The UK is committed to supporting the victims of Daesh’s brutality. Through our Human Rights and Democracy Fund we are supporting a project that offers survivors of sexual violence, including from the Yezidi community, access to health and psychiatric support. This project plans to reach 2,400 women across Erbil, Kirkuk, Sulaymaniyah, Dohuk and Zakho. We have also translated the International Protocol on the Documentation and Investigation of Sexual Violence in Conflict into Kurdish, to build further the capacity of Kurdish human rights, justice and healthcare professionals to respond to and document these crimes.</p><p>We are providing £750,000 to help implement Iraq’s National Action Plan on Women, Peace and Security to support women’s involvement in conflict resolution and the response to gender-based violence. More widely, the UK is providing £79.5 million to the humanitarian response in Iraq. This assistance is reaching hundreds of thousands of people across the country, including the most vulnerable groups, such as Yezidis. All UK-funded aid is distributed on the basis of need, regardless of race, religion and ethnicity.</p>

unstar this property answer text <p>The humanitarian situation in Yemen is one of the most serious crises in the world and this is why the UK Government has committed over £100m in humanitarian aid to Yemen for 2016/17. Last year we helped more than 1 million Yemenis with food, medical supplies and clean water.</p><p>The humanitarian situation in Yemen was last discussed as a substantive item at the Foreign Affairs Council (FAC) in February 2015. However, Yemen in general is regularly covered as part of wider discussions on the Southern Neighbourhood at the FAC.</p><p>The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Uxbridge and South Ruislip (Mr Johnson) most recently raised the humanitarian situation in Yemen with members of the FAC during the annual meeting of EU and Gulf Cooperation Council Foreign Ministers in July 2016, which immediately followed the formal FAC meeting.</p><p>The Council Working Parties regularly discuss Yemen including the severity of the humanitarian situation.</p>

unstar this property answer text <p>The UK remains deeply concerned at alleged human rights violations and abuses and violations international humanitarian law against residents of Benghazi and other Libyan cities. It is clear from the reports written by human rights organisations such as Amnesty International and Human Rights Watch, as well as by the UN OHCHR and UN Special Mission to Libya, that civilians continue to suffer inexcusably from ongoing conflict in Libya. We condemn the loss of civilian lives caused by indiscriminate attacks by armed groups on all sides, including alleged attacks by LNA forces. We welcome the ICC Office of the Prosecutor's determination to prioritise investigations into this unacceptable situation in 2017.</p> more like this
