	answer	answer is ministerial correction date of answer 19/04/2021 answer text <p>The Government has extended the Energy Company Obligation to 2026 and expanded the Warm Home Discount to £475 million per year from 2022 to 2025/2026. This will see targeted support continue to be provided to low-income and vulnerable households to install energy saving measures and heat their homes over the winter months, while making savings on their energy bills through having better insulated homes. The future Home Upgrade Grant scheme, due to commence in 2022, will support low-income households with upgrades to the worst-performing homes off the gas grid in England. These upgrades will create warmer homes at lower cost and support low-income families with the switch to low-carbon heating. This increased energy efficiency is complemented by the Government’s rollout of over 26 million smart meters, which help consumers see how much energy they are using in near real-time and make sure they are ready to take advantage of the next wave of flexible, low-carbon technologies and energy tariffs.</p><p> </p><p>This Government is committed to getting the transition to net zero right for all consumers, including those in vulnerable circumstances, and will shortly publish a call for evidence to begin an ongoing strategic dialogue between consumers, industry and the Government on affordability in the energy system.</p> answering member constituency Berwick-upon-Tweed answering member printed Anne-Marie Trevelyan question first answered 19/04/2021 15:39:29 answering member 4531 label Biography information for Anne-Marie Trevelyan

	answer	answer is ministerial correction date of answer 25/03/2021 answer text <p>The Climate Change Act 2008 introduced our framework of carbon budgets to mitigate climate change by ensuring continued progress towards our emission reduction target, capping emissions in successive five-year blocks. Through this legal framework and ambitious policy action, we have shown that cutting emissions and growing the economy go hand-in-hand – reducing our emissions by over 43% since 1990 while growing the economy by 78%.</p><p> </p><p>We are going further and faster to mitigate climate change. This year we will set the sixth carbon budget in legislation and publish a Net Zero Strategy ahead of COP26, setting out the Government’s vision for transitioning to a net zero economy.</p><p> </p><p>The Government remains committed to its manifesto pledge to invest £9.2 billion in the energy efficiency of homes, schools, and hospitals, helping to decarbonise buildings to keep us on track to reach net zero emissions by 2050.</p><p> </p><p>The Public Sector Decarbonisation Scheme is a government-funded grant scheme to help public sector organisations in England, including schools, colleges and universities, and reserved public services across to the UK to install low carbon heating and energy efficiency measures on their estates. Friend the Prime Minister’s 10 Point Plan for a green industrial revolution will create long-term advantage for the UK in low-carbon technologies and services. It will support up to 250,000 green jobs, levelling up regions across the UK, and reinvigorate our industrial heartlands. The Plan will mobilise £12 billion of government investment to unlock three times as much private sector investment by 2030.</p><p> </p><p>Delivering clean investment at the scale and pace required will mean taking bold steps. That is why we will issue the UK’s first Sovereign Green Bond and we will create a new infrastructure bank for the UK which will co-invest alongside private sector investors in infrastructure projects.</p><p> </p><p>As part of the Plan, we announced £1 billion for the Net Zero Innovation Portfolio to develop the cutting-edge technologies needed to reach our energy ambitions. This includes two cabinet committees, chaired by my Rt. Hon. Friends the Prime Minister and the Secretary of State for Business, Energy and Industrial Strategy, to turbo-charge the net zero transition and co-ordinate action. The four main departments with lead responsibility for decarbonising sectors of the economy have also set up boards to oversee delivery of their policies aimed at reducing emissions.</p><p> </p><p>The National Infrastructure Commission (NIC) undertook a study on economic regulation, which the Government responded to alongside the National Infrastructure Strategy. Between 1990 and 2019, our economy has grown by 78% while our emissions have decreased by 44%, this is the fastest reduction in the G7.</p><p> </p><p>The UK over-achieved against the first (2008-12) and second (2013-17) carbon budgets, and the latest projections show that we are on track to meet the third (2018-22). We recognise the need for further action to meet the fourth (2023-27) and fifth (2028-32) carbon budgets. Our sector decarbonisation strategies, and wider plans to deliver a green economic recovery following the COVID-19 pandemic, will contain further proposals to support delivery of carbon budgets 4 and 5.</p><p> </p><p>We have already published the Energy White Paper, Industrial Decarbonisation Strategy, Transport Decarbonisation Plan and Hydrogen Strategy, and will publish the Heat and Building Strategy in due course. We will also publish a comprehensive Net Zero Strategy ahead of COP26, setting out the Government’s vision for transitioning to a net zero economy. 	answer	answer is ministerial correction date of answer 18/01/2021 answer text <p>A carbon fee and dividend is an alternative form of carbon pricing policy. The UK already prices carbon emissions. This was previously through participation in the EU Emissions Trading System, and from January 2021 is via a UK Emissions Trading Scheme (UK ETS) as announced in the <a href="https://www.gov.uk/government/publications/energy-white-paper-powering-our-net-zero-future" target="_blank">Energy White Paper</a>. This demonstrates our ongoing commitment to carbon pricing as a tool to reduce emissions in line with our ambitious net zero target.</p><p> </p><p>Whilst we recognise the benefits of a carbon fee and dividend system, we believe that our UK ETS is better placed to support businesses to decarbonise at least cost. The UK ETS initially covers around one third of UK greenhouse gas emissions, and applies to the power sector, heavy industry, domestic aviation and flights from the UK to the European Economic Area.
