	answer	answer is ministerial correction date of answer 19/04/2021 answer text <p>The Government has extended the Energy Company Obligation to 2026 and expanded the Warm Home Discount to £475 million per year from 2022 to 2025/2026. This will see targeted support continue to be provided to low-income and vulnerable households to install energy saving measures and heat their homes over the winter months, while making savings on their energy bills through having better insulated homes. The future Home Upgrade Grant scheme, due to commence in 2022, will support low-income households with upgrades to the worst-performing homes off the gas grid in England. These upgrades will create warmer homes at lower cost and support low-income families with the switch to low-carbon heating. This increased energy efficiency is complemented by the Government’s rollout of over 26 million smart meters, which help consumers see how much energy they are using in near real-time and make sure they are ready to take advantage of the next wave of flexible, low-carbon technologies and energy tariffs.</p><p> </p><p>This Government is committed to getting the transition to net zero right for all consumers, including those in vulnerable circumstances, and will shortly publish a call for evidence to begin an ongoing strategic dialogue between consumers, industry and the Government on affordability in the energy system.</p> answering member constituency Berwick-upon-Tweed answering member printed Anne-Marie Trevelyan question first answered 19/04/2021 15:39:29 answering member 4531 label Biography information for Anne-Marie Trevelyan

Energy suppliers already offer local tariffs which offer discounted prices at times when electricity is generated locally. 	answer	answer is ministerial correction date of answer 25/03/2021 answer text <p>The Climate Change Act 2008 introduced our framework of carbon budgets to mitigate climate change by ensuring continued progress towards our emission reduction target, capping emissions in successive five-year blocks. Through this legal framework and ambitious policy action, we have shown that cutting emissions and growing the economy go hand-in-hand – reducing our emissions by over 43% since 1990 while growing the economy by 78%.</p><p> </p><p>We are going further and faster to mitigate climate change. This year we will set the sixth carbon budget in legislation and publish a Net Zero Strategy ahead of COP26, setting out the Government’s vision for transitioning to a net zero economy.</p><p> </p><p>The Government remains committed to its manifesto pledge to invest £9.2 billion in the energy efficiency of homes, schools, and hospitals, helping to decarbonise buildings to keep us on track to reach net zero emissions by 2050.</p><p> </p><p>The Public Sector Decarbonisation Scheme is a government-funded grant scheme to help public sector organisations in England, including schools, colleges and universities, and reserved public services across to the UK to install low carbon heating and energy efficiency measures on their estates. Friend the Prime Minister’s 10 Point Plan for a green industrial revolution will create long-term advantage for the UK in low-carbon technologies and services. It will support up to 250,000 green jobs, levelling up regions across the UK, and reinvigorate our industrial heartlands. The Plan will mobilise £12 billion of government investment to unlock three times as much private sector investment by 2030.</p><p> </p><p>Delivering clean investment at the scale and pace required will mean taking bold steps. That is why we will issue the UK’s first Sovereign Green Bond and we will create a new infrastructure bank for the UK which will co-invest alongside private sector investors in infrastructure projects.</p><p> </p><p>As part of the Plan, we announced £1 billion for the Net Zero Innovation Portfolio to develop the cutting-edge technologies needed to reach our energy ambitions. The Clean Growth Strategy, published in October 2017, sets out the Government’s ambitious plans for decarbonising the economy through the 2020s. We continue to engage with Departments on implementing the strategy, including the Ministry for Housing, Communities and Local Government.</p><p>The joint BEIS and MHCLG office for Cities and Local Growth works closely with Ministers from both Departments, as well as Local Enterprise Partnerships and local authorities. BEIS has launched a Local Energy Programme which will provide support to Local Enterprise Partnerships and local authorities to help them implement energy projects which benefit their communities. To date, £7m has been committed to this. Additionally a further £16m has been provided to Local Authorities by the Heat Networks Delivery Unit (HNDU) and £24m through the pilot phase of the £320m Heat Networks Investment Project (HNIP). 	question text	To ask His Majesty's Government what action they intend to take in response to the Climate Change Committee’s (CCC) Progress Report to Parliament 2023, published on 28 June 2023, which states that the CCC’s confidence in the UK meeting its Net Zero goals from 2030 onwards is now “markedly” less than it was in their previous assessment a year ago, and in particular, their conclusion that better transparency is no substitute for real delivery; and what action they are taking (1) to speed up (a) the rollout of heat pumps and (b) the tree planting, and (2) to increase their support for cleaner, cheaper alternatives over the production of new coal, oil and gas, and (3) to encourage people to reduce high carbon activities, as identified in the Progress Report as areas in need of improvement.
