The World Health Organization has recognised the CAS as an example for the rest of the world to follow. 	answer	answer is ministerial correction date of answer 04/11/2019 answer text <p>Natural England (NE), like all other Defra sponsored bodies, receives a budget to carry out its duties and responsibilities in line with what is affordable and the Government’s priorities for the natural environment. Grant in Aid has reduced over recent years, however NE receives income from other sources to carry out its duties. The resulting reduction aligns with the Defra Group average of 23% across the same period.</p><p> </p><p>NE’s primary power to charge for services and licences is in section 11 of the Natural Environment and Rural Communities Act 2006 (‘the Act’). Under section 11(1) of the Act, NE can charge for its services and, for example, uses this power to underpin its chargeable Discretionary Advice Service, through which it is able to offer advice to developers and others in response to non-statutory requests (e.g. pre-application advice). To exercise its powers under section 11(3) of the Act to charge for its service in issuing licences, enabling legislation would need to be in place. Defra is working closely with NE to consider how to broaden its income base.</p><p> </p><p>The recent one-year Spending Round for the financial year 2020 to 2021 saw some additional funds allocated for biodiversity. The Environment Bill includes measures to improve air quality including ensuring local authorities have a clear framework, and simple to use powers, to tackle air pollution.</p><p>Local authorities already have statutory duties to review and assess local air quality, and to declare Air Quality Management Areas and put in place action plans to clean up local air if improvements are necessary. There are a range of tools available to them to support this work.</p><p>The Borough’s latest assessment of air quality in St Helens is detailed in their Annual Status Report for 2018. 	answer	answer is ministerial correction date of answer 30/10/2019 answer text <p>The Government considers that the powers and measures contained within dangerous dog legislation allow enforcers such as police and local authorities to take the necessary action in order to prevent and tackle incidents of dangerous dogs. Local initiatives such as Local Environmental Awareness on Dogs (LEAD) can also be adopted in areas where police, local authorities and other interested parties can come together to promote responsible dog ownership.</p><p> </p><p>In addition, early intervention measures such as Community Protection Notices can be issued by local authority officers or police to anyone causing low level anti-social behaviour involving a dog.</p><p> </p><p>The Government last reviewed the law on dangerous dogs in 2014 and made a number of changes. The changes included extending the scope of the offence of allowing a dog to be dangerously out of control from public places to all places; increasing the maximum penalties for allowing a dog to be dangerously out of control; when a dog causes injury or death and when a dog attacks an assistance dog.</p><p> </p><p>The Government realises the importance of quality research to help inform its policy, and in November 2018 Defra commissioned further research in collaboration with Middlesex University to look at responsible ownership across all breeds of dog. The research will consider different approaches and the effectiveness of current dog control measures. 	answer	answer is ministerial correction date of answer 29/10/2019 answer text <p>The Government published the Resources and Waste Strategy last year, setting out our plans to reduce, reuse and recycle more plastic than we do now. Our target is to eliminate all avoidable plastic waste throughout the life of the 25 Year Environment Plan, but for the most problematic plastics we are going faster.</p><p>We pledged £20 million to the Plastics Research and Innovation Fund which aims to reduce the environmental costs of plastic and litter. Our sights are set on problematic plastics such as cigarette filters which contain single-plastic polymers and blight our streets and seas. In February 2016, the independent Sentencing Council updated its guidelines in relation to sentencing for theft offences. The research aims to update the review Defra commissioned previously in 2010 which considered risk factors around dog attacks, as well as reviewing the use of enforcement around dog control issues, identifying best practice case studies and how to promote responsible dog ownership. As part of the research, the team will draw on relevant evidence from a number of EU countries including the Netherlands, Germany, Belgium and Spain. The research is due to be completed by the end of 2019.
