	answer	answer is ministerial correction date of answer 19/10/2016 answer text <p>No such estimate has been made.</p><p> </p><p>The Government recognises that e-cigarettes can help some smokers quit and the evidence indicates that they are considerably less harmful to health than cigarettes. Data on the long term harms of these products is not available and it is not clear how many users will go on to give up vaping as well. Smokers who continue to use tobacco alongside vaping will not benefit from the harm reduction offered by sole use of e-cigarettes.</p><p> </p><p>Data from Action on Smoking and Health indicates that around 2.8 million adults in Great Britain currently use electronic cigarettes (e-cigarettes). Of these e-cigarette users, approximately 1.3 million are ex-smokers while 1.4 million continue to use tobacco alongside their e-cigarette use. In 2014, two thirds of e-cigarette users continued to use tobacco and one third were ex-smokers. However, youth vaping has tripled in the last three years, and one in five children have now used a vape. We know that disposable vapes have played a significant role in this rise, with 69% of 11 to 17-year-olds who vape now using disposables, compared to just 7% in 2021. Disposable vapes also cause significant environmental harm, with five million disposable vapes thrown away every week.</p><p>To protect children and the environment, the Government has taken the decision to ban the sale and supply of disposable vapes.</p><p>The Impact Assessment on the disposable vape ban, published by the Department for Food, Environment and Rural Affairs on 11 March 2024, states that it is difficult to quantify the number of people switching either between different types of vapes, disposable to reusable, switching from vaping to smoking cigarettes, or stopping vaping or smoking altogether, as a result of a ban on disposable vapes.</p><p>However, reusable and refillable vapes will still be available for adult smokers to use as a quit aid and as a more affordable option than smoking. This will be carefully considered in the development of any specific restrictions, and further consultation will take place before introducing any regulations. As stated in Parliament during the second reading of the Tobacco and Vapes Bill, we intend to hold the consultation on the regulations before the end of this Parliament, if practicable. Good progress is being made on implementing the report’s recommendations: for example, Public Health England will publish its latest annual evidence review on e-cigarettes by the end of March 2019 and NHS England is developing guidance on e-cigarettes for mental health trusts. The Department will continue to monitor progress as part of its monitoring of the delivery of the Tobacco Control Plan for England.</p><p> </p><p>The Government believes in proportionate regulation of e-cigarettes, recognising that they are not risk-free. Through the European Union Tobacco Products Directive 2014/40/EU (TPD), transposed into United Kingdom law by the UK Tobacco and Related Products Regulations 2016 (TRPR), we have introduced measures to regulate e-cigarettes to reduce the risk of harm to children, protect against any risk of renormalisation of tobacco use, provide assurance on relative safety for users, and give businesses legal certainty. This has enabled the UK to implement appropriate standards for products whilst allowing smokers to move to e-cigarettes should they wish.</p><p> </p><p>While the UK Government is a member of the EU it will continue to comply with the requirements of the EU’s TPD. The Government has made a commitment to review the TRPR by May 2021 to consider its regulatory impact. PHE concluded that “to date there have been no identified health risks of passive vaping to bystanders.”</p><p> </p><p>The Department will continue to work with PHE to monitor the evidence base around e-cigarettes.
