star this property answer text <p>The Government is currently engaging with a range of stakeholders to consider how to improve council tax collection. Following those discussions, we intend to publish updated guidance on good collection practices, before considering the scope of further reforms. The Government is clear that imprisonment should only ever be the last resort for non-payment of council tax. Before a magistrates’ court commits someone to prison for failure to pay their council tax, it must inquire as to the debtor’s means, and satisfy itself that failure to pay is due to “wilful refusal or culpable neglect”. This is to prevent persons who are genuinely unable to pay their council tax from being committed to prison.</p> more like this

star this property answer text <p>Spending Power is a measure of resources available to a local authority to fund its services. It includes Settlement Funding Assessment (business rates baseline funding level plus Revenue Support Grant), Council Tax and other central government grants.</p><p>Prior to 2013-14, Formula Grant was non-ring fenced money for local government services. It was funded by central government grant and redistributed business rates. star this property answer text <p>In its Response (Cm9578) published on the 14 March 2018, to the Committee on Standards in Public Life Review of Intimidation in Public Life, the Government accepts the Committee’s recommendation to remove the requirement for candidates standing as local councillors to have their home address published on the ballot paper, and will look to bring forward secondary legislation to achieve this at a suitable opportunity with the aim of effecting this change in time for the 2019 local elections. The intention is for this secondary legislation to replace the requirement for a specific address with an option to include a statement of residence based on an electoral area where the candidate lives.</p> more like this
