That is why we have proposed reciprocal mobility arrangements with the EU that support businesses to provide services and move their talented people. We also want to discuss how to facilitate the temporary mobility of self-employed professionals and employees providing services.</p><p>The Political Declaration agreed between the UK and the EU negotiating parties specifically acknowledges the importance of mobility for cultural cooperation. The detail of our reciprocal mobility arrangements will be discussed in the next phase of negotiations. However, we would expect schools to consider the needs of their own parents, and to communicate with them in a range of effective and accessible ways. This includes considering the best way to communicate with those for whom English is not their first language, or who may be less digitally literate.</p><p> </p><p>The department issues guidance to schools and academies which sets out what school level information they need to publish online. 	answer	answer is ministerial correction date of answer 10/01/2022 answer text <p>The National Tutoring Programme (NTP) is on track to reach hundreds of thousands more pupils this year, as part of a significant expansion to give schools more flexibility to deliver tutoring that works for them and ensure no child is left behind.</p><p>The department has set high standards for the programme and feedback from schools shows the positive impact it is having in helping pupils to catch up. Building on the success of last year, we are confident of reaching our ambitious target to provide tutoring to up to 6 million pupils over the next three years.</p><p>Randstad Education was awarded the contract to run the tutoring partner and academic mentors element of the NTP for the 2021/22 academic year following a fair, open competition in accordance with government procurement regulations. As part of this process, the department undertook open market engagement to get feedback from a range of stakeholders, including tuition providers.</p><p>The department is working closely with Randstad to build on the successes of year one. The delivery and performance of the NTP is monitored closely through a comprehensive governance process. As part of this process, the department regularly meets with senior Randstad colleagues, including the Randstad UK CEO, to highlight and address issues.</p><p>To ensure continuous improvement, Randstad is working with schools and tuition partners on improvements to the digital platform. This includes changes to allow tuition partners to undertake the admin work on behalf of the school when placing orders and making the overall ordering process simpler for schools.</p><p>NTP participation data has not yet been published. 	answer	answer is ministerial correction date of answer 06/06/2022 answer text <p>In the attached spreadsheet the department has provided:</p><ul><li>a local authority breakdown of floor funding through the National Funding Formula (NFF).</li><li>a local authority breakdown of the number of schools attracting floor funding.</li></ul><p> </p><p>It is important to note the differences in floor funding allocated to local authorities and minimum funding guarantee (MFG) funding allocated to schools through local funding formulae.</p><p>The NFF does not currently determine individual schools’ funding directly. NFF funding calculated through the floor is given to local authorities as part of their overall Dedicated Schools Grant (DSG) allocations. Individual schools’ budgets are determined by local funding formulae, which must include an MFG. The MFG acts, within local formulae, in a similar manner to the funding floor in the NFF. Because schools’ individual budgets are set by reference to the local formula, not the NFF, the number of schools attracting floor funding provided is not the same as the number of schools receiving MFG funding.</p><p>The total floor funding allocation figures provided here are the allocations calculated in July 2020. These allocations were used in the calculation of primary units of funding and secondary units of funding for each local authority, which are then multiplied by pupil numbers from the October 2020 census to give local authorities their final, overall DSG allocations published in December 2020.</p><p>Published notional school budgets in the NFF for local authority maintained schools are based on the 2020/21 academic year Authority Proforma Tool (APT) data. Published notional NFF school budgets for academies and free schools are based on the 2020/21 academic year General Annual Grant (GAG) data. Published local authority budgets are based on the 2020/21 financial year APT data for all schools, including academies and free schools. 	answer	answer is ministerial correction date of answer 25/05/2022 answer text <p>Children may be placed in police cells for several reasons, on which we do not hold data. However, the police, children’s social care, legal advisers, Crown Prosecution Service, and the youth justice system should work together to ensure that the time a child spends in police cells is reduced to the minimum.</p><p>Police custody is governed by the Police and Criminal Evidence Act 1984 (PACE) Codes of Practice, which makes it clear that children and young people are a protected group with specific vulnerabilities. The local authority has a duty (discharged by its youth justice services) to provide all under 18-year-olds with an appropriate adult. In addition to protection under domestic law, their treatment in detention is governed by the United Nations Convention on the Rights of Child, which the UK has signed and ratified.</p><p>The department’s statutory guidance, Working Together to Safeguard Children (2018) sets out a framework for the three local safeguarding partners (including the police) to work together to safeguard and promote the welfare of children and meet their needs. This guidance is clear that children who are offenders (or alleged offenders) are entitled to the same safeguarding as other children and due regard should be always given to their welfare. The full guidance can be accessed here: <a href="https://www.gov.uk/government/publications/working-together-to-safeguard-children--2" target="_blank">https://www.gov.uk/government/publications/working-together-to-safeguard-children--2</a></p><p>The fact that a child has been taken into police custody may indicate a wider safeguarding risk in their life which requires input from other agencies. The police’s Vulnerability Knowledge and Practice Programme, funded by the Home Office, identifies, and shares best practice across forces in responding to incidents involving vulnerable children.</p><p>The ideal situation is to prevent children coming into the justice system. Turnaround is a new £60m youth early intervention programme led by the Ministry of Justice. Building on the success of the Government’s Supporting Families programme, Turnaround will provide funding for youth justice teams to intervene earlier, working with children to address their needs and build on their strengths and help them access support to turn their lives around.</p><p>Where accommodating a child or young person in a specialist unit is appropriate, this should be actioned as soon as possible. 	answer	answer is ministerial correction date of answer 04/11/2021 answer text <p>The department has distributed over 1.35 million laptops and tablets to disadvantaged pupils since the start of the COVID-19 outbreak. On 22 October 2021, a further rollout of an additional 500,000 devices was announced. Our published guidance relates to devices delivered to schools as part of this programme and is intended to support users in making best use of devices they have received.</p><p>When purchasing devices, the department took account of the needs of schools and other users, availability and the need to achieve value for money. As a result, we provided devices from a range of different manufacturers. This has included large technology companies including Apple, Microsoft, Acer, Lenovo, Samsung, Dell, and HP and Tactus, a leading UK firm.</p><p>The department also has also offered, since the start of the COVID-19 outbreak, support to schools to set digital education platforms offered by Microsoft and Google. Schools have told us that these platforms, which are free to use, meet their needs by offering real time communication and collaboration and education specific tools that can assist teachers, pupils and students to learn remotely.
