star this property answer text <p>Strip search is one of the most intrusive powers available to the police and its use should not be a routine occurrence. The Government is clear that any use of strip search should be carried out in accordance with the law and with full regard for the dignity and welfare of the individual being searched – particularly if the individual being searched is a child.</p><p>The Police and Criminal Evidence Act 1984 (PACE) Codes of Practice govern how the police should undertake a strip search. The College of Policing’s Authorised Professional Practice (APP) on Stop and Search provides further guidance for the police on the use of strip search. We expect officers to follow the law and the best practice guidance set by the College of Policing in its APP.</p><p>To provide more transparency on this issue the Home Office have recently introduced a data collection on strip searches to the Annual Data Requirement. Police forces will be providing this data for 2021/22 on a voluntary basis, and it is due for publication towards the end of 2022. The data collection will include details on the age, sex and ethnicity of persons strip searched by the police in England and Wales.</p>

star this property answer text <p>The Home Office collects and publishes data on the size of the police workforce in England and Wales on a biannual basis in the ‘Police workforce, England and Wales’ statistical bulletin, available here: <a href="https://www.gov.uk/government/collections/police-workforce-england-and-wales" target="_blank">Police workforce England and Wales statistics - GOV.UK (www.gov.uk)</a></p><p>These data are collected by Police Force Area only, and lower levels of geography, such as Parliamentary Constituencies or Metropolitan Boroughs are not collected. Data on the number of police officers in Greater Manchester Police, on both a full-time equivalent (FTE) and a headcount basis, as at 31 March each year since 2007 are available in the Open Data Tables that accompany the release here: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1005761/open-data-table-police-workforce-280721.ods</p><p>The next release of ‘Police workforce, England and Wales’, which will cover the situation as at March 2022, is scheduled for release on Wednesday 27<sup>th</sup> July.</p><p>While the ‘Police workforce, England and Wales’ statistical bulletin remains the key measure of the size of the police workforce, throughout the duration of the Police Officer Uplift Programme, the Home Office also publishes a quarterly update on the number of officers (headcount only) in England and Wales by Police Force Area. star this property answer text <p>The Home Office does not hold figures below the level of Police Force Area.</p><p>On the 2<sup>nd</sup> February 2022, the Government published a total police funding settlement of up to £16.9 billion in 2022/23, an increase of up to £1.1 billion when compared to 2021/22.</p><p>Lancashire’s funding will be up to £343.7m in 2022/23, an increase of up to £17.9m when compared to 2021/22.</p><p>Operational decisions, including those on local priorities, remain the responsibility of Chief Constables and directly elected Police and Crime Commissioner’s.</p><p>We recognise that the current police funding formula is out of date and no longer accurately reflects demand on policing. We are committed to introducing a new formula that fairly and transparently distributes the circa £8.6bn of annual core grant funding to the 43 police forces in England and Wales.</p> more like this

star this property answer text <p>Information on the scale of pet theft was gathered as part of the recent Pet Theft Taskforce and evidence included data from 33 police forces in England and Wales on trends in reported dog thefts from 2015 to 2020 and is available here:</p><p><a href="https://www.gov.uk/government/publications/pet-theft-taskforce-report/pet-theft-taskforce-report" target="_blank">Pet theft taskforce report - GOV.UK (www.gov.uk)</a></p><p> </p><p>The Pet Theft Taskforce estimated that around 2,000 dog thefts were reported to the police each year (2019 and 2020) in England and Wales. The Pet Theft Taskforce recommended exploring options which would lead to improving the consistency of recording and collection data on pet thefts by all police forces across England and Wales and government across the entirety of the criminal justice system.</p><p>The National Police Chiefs’ Council (NPCC) lead for acquisitive crime has written to all forces asking them to ensure details about stolen dogs are recorded consistently. Operation Opal (the NPCC’s national intelligence unit focused on serious organised acquisitive crime) has suggested that forces across England and Wales are seeing a fall in the number of these crimes, and we are pressing for a further update on the data.</p><p>The Government is acting on the recommendations of the Task Force which includes introducing a new dog abduction offence which has been added by the Government to the Animal Welfare (Kept Animals) Bill, bolstering the raft of measures it already includes to further protect pets, livestock and kept wild animals.</p>

We would welcome views through the stakeholder engagement exercise on the content of the guide and any new or emerging issues that stakeholders would like to see included within it.</p> more like this

star this property answer text <p>It is important that local authorities have the powers they need to tackle all local issues quickly and effectively. That is why we introduced a range of flexible tools and powers to tackle anti-social behaviour through the Anti-social Behaviour, Crime and Policing Act 2014.</p><p>The powers in the 2014 Act are deliberately local in nature and it is for local authorities to determine how best to respond to each individual case. The powers support appropriate action to resolve anti-social behaviour, including through setting restrictions or positive requirements on individuals.</p><p>The Home Office published <a href="https://www.gov.uk/government/publications/anti-social-behaviour-crime-and-policing-bill-anti-social-behaviour" target="_blank">statutory guidance</a> to support local areas to make effective use of these powers to emphasise the importance of focusing on the impact of anti-social behaviour on victims and further to support local authorities to make effective use of these powers. This guidance was updated in June 2022 to ensure a victim-centered approach to tackling ASB.</p><p>Last year the <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1015382/Crime-plan-v10.pdf" target="_blank"><em>Beating Crime Plan</em></a> laid out the Government’s plan for tackling crime and ASB and committed to working with local agencies and partners to drive down ASB using the full range of powers and tools in the 2014 Act.</p>
