The Plan details how we will treble tree planting rates in England by the end of this Parliament, contributing to 30,000 hectares of new trees per year across the UK by 2025. The Plan is supported by the £675 million Nature for Climate Fund. The £750 million Nature for Climate Fund is the main delivery vehicle, focussed on peat restoration, woodland creation and management.</p><p>The Fund is already supporting a series of grants for tree planting and management for 2022/23, including:</p><p>- The £8 million Woodland Creation Accelerator Fund which will provide financial support to local authorities to bring in specialist skills and capacity to boost tree planting and woodland creation across England.</p><p>- £500,000 this year in support of the collaborative Woodlands for Water project which will increase woodland creation along rivers to deliver biodiversity, water quality improvements and flood risk mitigation.</p><p>- More than £3.8 million available through the fourth round of the Urban Tree Challenge Fund.</p><p>- The Local Authority Treescapes Fund will allocate up to £5.4 million for the planting of up to 650,000 trees in 2022/23.</p><p> </p><p> </p><p>Additional funding will also shortly be announced for the England Woodland Creation Offer and for Woodland Creation Partnerships. DFID supports a range of interventions, including working with governments, businesses and community groups to strengthen governance of the forest sector and address the illegal timber trade, as well as public-private partnerships that promote sustainable investment in agriculture, by integrating measures to protect and restore forests.</p><p>This support does not directly target the replanting of native trees, and so data is not collected on the number of trees planted. Improved management and protection however creates the conditions needed for regeneration of native trees to take place naturally. The Government continues to monitor the development of viable alternatives to the use of plastic tree guards and is committed to encourage recycling and the more thoughtful use of resources.</p><p> </p><p>Options for protecting young trees include biodegradable tree guards, temporary fencing and wildlife management, but currently these options are less effective than plastic tree guards in deterring browsers, particularly deer.</p><p> </p><p>The forestry sector is carrying out work to develop and trial more effective biodegradable tree guards and other alternatives - the forthcoming England Trees Action Plan will look at how to support this and eliminate unnecessary plastic waste.</p><p> </p><p>In the meantime, current practice demands that tree guards should be retrieved after they have reached a point where they are redundant. The statistics are produced annually and show recorded new planting from administrative records and grant schemes with estimates for planting without grant aid. It is assumed nearly all the trees newly planted are whips with small stems or relatively small planting stock rather than larger trees.</p><p>The most recent statistics show there was 13,660 hectares of new planting (woodland creation) in the UK in 2019-20, of which 2,340 hectares were in England. At least a further 842 hectares have been reported as newly planted between 1 April 2020 and 31 December 2020 in England.</p><p>In addition, the Urban Tree Challenge Fund supports the planting of larger, ‘standard’, trees outside of woodlands in England. The Fund supported the planting of 7,630 standard trees in 2019-20 and 11,839 standard trees in 2020-21. Of these, 734 were planted in Croydon.</p><p>Grant schemes are demand led so it is not generally possible to state where the trees will be newly planted, although a range of sensitivities will prevent permission to plant being granted in some locations. We are aware of plans to plant a further 66 standards trees in 2021-22 in Croydon supported by the Urban Tree Challenge Fund. We published our ambitious England Trees Action Plan on 18 May which sets out our plans to at least treble tree planting rates in England in support of this, using more than £500 million from the Nature for Climate Fund.</p><p>The Plan sets out a range of new incentives which will provide significant support for 2021/22 planting season and beyond. This includes the recently launched £15.9 million England Woodland Creation Offer for landowners, land managers and public bodies to apply for support to create new woodland, using traditional methods of tree establishment as well as natural colonisation, agroforestry, and riparian planting. We've also extended our Urban Tree Challenge Fund, delivering trees in areas of low tree cover and social deprivation, and have launched a new £2.7 million Local Authority Treescape Fund, aimed at establishing more trees in non-woodland settings such as riverbanks or hedgerows.</p><p>For the last planting season (2020/21) we kick-started tree planting efforts through a number of initiatives including, £12.1 million investment in expanding England's ten Community Forests; £1.4 million of planting along rivers through the Environment Agency; and support from the £80 million Green Recovery Challenge Fund for a range of charity projects to protect and plant trees. The England Trees Action Plan (ETAP), published in May, announced new measures for England to boost tree planting, establishment and management, support a thriving green economy through more private investment in trees and woodlands, and bring trees closer to people.</p><p> </p><p>ETAP implementation is supported through more than £500 million from the Nature for Climate Fund. We have now brought woodland cover back up to 13% across the UK.</p><p> </p><p>The Government has committed to increasing tree planting across the UK to 30,000 hectares per year by the end of this parliament. In the England Trees Action Plan (ETAP), published in May and most recently the Net Zero Strategy, published in October, we set out commitments to improve tree planting rates, establishment and management of trees in England.</p><p> </p><p>Further, within the Net Zero Strategy, we announced that we are boosting the existing £640 million Nature for Climate Fund with a further £124 million of new money, ensuring total spend of more than £750 million by 2025 on peat restoration, woodland creation and management in England – above and beyond what was promised in the manifesto.</p><p> </p><p>Through the Nature for Climate Fund we have already provided funding to support planting in the Community Forests, including launching two new ones in Devon and Northumberland. 	answer	answer is ministerial correction date of answer 10/11/2021 answer text <p>We recognise the importance of local authorities (LAs) in achieving the Government's tree planting targets and delivering the vision set out in the England Trees Action Plan (ETAP).</p><p>LAs are increasingly setting their own tree planting targets to support their own net zero ambitions. A recent Forestry Commission study of 82 top tier LAs revealed that 70% (57 LAs) have included 'planting trees and woodlands' as part of their net zero strategies.</p><p>Defra supports LAs' tree planting activity through several of the Nature for Climate Fund Grant schemes, such as the England Woodland Creation Offer, the Local Authorities Treescape Fund and the Urban Tree Challenge Fund (UTCF). Whilst the latest round of applications for UTCF closed in July, over the next two years this fund will provide up to £6 million for planting around 44,000 large trees in towns and cities, plus necessary maintenance payments. We are also supporting the creation of two new Woodland Creation Partnerships in Cornwall and Northumberland, and two new Community Forests in Plymouth and South Devon and in the North East, working closely with the relevant LAs in those areas</p><p>To further support LAs that may have less capacity and capability to develop their own targets, we have committed in the ETAP to produce guidance for LAs to develop their own local tree and woodland strategies.</p><p>Finally, LAs are also expected to play a central part in the delivery of the new Local Nature Recovery Strategies (LNRSs), a new system of spatial strategies for nature, to be delivered through the Environment Bill, which will cover the whole of England. Through Biodiversity Net Gain, we will see additional protections for important habitats such as native woodlands.</p><p> </p><p>Our proposed statutory targets, set through the powers of the Environment Act, include one for trees and woodland. The consultation on these proposals closed on 27 June 2022 and we are now reflecting on the responses. We propose a target to increase England’s woodland cover and tree canopy cover outside woodland from 14.5% to 17.5% by 2050. This metric would account for canopy loss as well as tree planting. This is necessary to create a resilient, healthy, and genetically diverse planting stock.</p><p> </p><p>In the past year £1 million has been made available through the Tree Production Innovation Fund to encourage adoption of new technologies and ways of working, and a further £2.6 million has been made available in capital grants to support climate and disease resilience and expand nursery capacity. We are also exploring new data sharing practices to help better plan for supply and demand in the sector. We published our ambitious England Trees Action Plan on 18 May which sets out our plans to at least treble tree planting rates in England as a key contribution to that 30,000ha UK commitment – this represents an unprecedented increase in woodland creation in England, supported by £500 million from the Nature for Climate Fund.</p><p> </p><p>The England Trees Action Plan sets out a framework for a range of new incentive which will be launched through the course of this year, providing significant support for 2021/22 planting season. This includes launching a new £15.9 million England Woodland Creation Offer where landowners, land managers and public bodies can apply for support to create new woodland to boost more traditional methods of tree establishment as well as natural colonisation, agroforestry, and riparian plating. This supports our commitment to increase planting across the UK to 30,000 hectares of trees per year by 2025.</p><p> </p><p>The Government supports woodland creation through grants and incentives. These include the recently launched Woodland Carbon Guarantee, in addition to the existing Countryside Stewardship, Woodland Carbon Fund, Woodland Creation Planning Grant and the Urban Tree Challenge Fund. These grants are available to local authorities, land managers and community-led organisations across England, including those in the West Midlands.</p><p> </p><p>While we do not set specific targets for individual constituencies, we are working hard to increase the uptake of grant schemes across England, and strongly encourage eligible organisations to take advantage of this support.</p><p> </p><p>The Government continues to consider ways to further incentivise land managers and owners to plant more trees. As forestry is a devolved matter, we will work with the devolved administrations to achieve this.</p><p> </p><p>In England, we have launched a consultation on a new England Tree Strategy, setting out proposals to plant more trees for the climate and nature. 	answer	answer is ministerial correction date of answer 14/01/2022 answer text <p>Forestry is devolved and so this answer is for England only.</p><p> </p><p>Initial efforts have been focused on supporting the emergency services and utility providers in re-establishing essential networks and infrastructure with ongoing work to make sure impacted forests are safe for public access. It is estimated that it will take over a year to plan and implement the full recovery effort.</p><p> </p><p>A felling licence is not required to harvest trees that are no longer growing such as those that are blown over or snapped by the wind or are dead or dangerous. In some situations, this may lead to blown trees being cleared with no obligation for the owner to restock. In England, Defra and the Forestry Commission are investigating how regulation and incentives could be used to reduce the risk that there is a loss of tree cover or woodland area in these situations. Regulatory arrangements for clearing windblown trees vary between devolved administrations.</p><p> </p><p>The Government has committed to bring tree planting rates across the UK up to 30,000 hectares per year by the end of this parliament in May 2024. The England Trees Action Plan is supported by an intended £500 million from the Nature for Climate Fund. Following a detailed review of future tree seedling supply needs, Forestry England plan to close Wykeham nursery and to concentrate production at its Delamere facilities. Forestry England is strengthening the resilience of tree supply by investing to adapt to the impacts of climate change and biosecurity challenges.</p><p> </p><p>The nurseries exist primarily to supply trees for Forestry England; the closure at Wykeham will not impact upon current or future tree planting ambitions nationally or by Forestry England. In support of their biosecurity assurance protocols Forestry England only plant trees grown in Britain with Plant Healthy certification.</p><p> </p><p>Forestry England has been proactive in strengthening biosecurity across their operations and were the first locations in which the Plant Healthy audit protocols were tested.
