The government committed £8.5 million in the 2017 social mobility action plan to conduct robust trials of early interventions to improve children’s ‘home learning environment’, and to evaluate interventions to improve outcomes through improved practice in settings. This work is being undertaken in collaboration with the Educational Endowment Foundation (EEF).</p><p>The EEF, and the Early Intervention Foundation - which is also funded by the department – produce comprehensive and rigorous information on the effectiveness of early interventions in the early years, as part of the What Works Network: <a href="https://educationendowmentfoundation.org.uk/evidence-summaries/early-years-toolkit/" target="_blank">https://educationendowmentfoundation.org.uk/evidence-summaries/early-years-toolkit/</a>, and <a href="https://guidebook.eif.org.uk/" target="_blank">https://guidebook.eif.org.uk/</a>.</p><p>The department monitors attainment and the gap between disadvantaged children (those in receipt of free school meals) and their peers using the Early Years Foundation Stage Profile. 71.5% of children achieved a good level of development in 2018, up from 51.7% in 2013 (the longest period for which we have comparable data). We expect the vast majority of this funding to be passed directly to providers, ensuring they benefit from our increased funding rates and are able to provide places where they are needed. That includes funding for our free early education entitlements, on which we plan to spend around £3.5 billion this year alone.</p><p> </p><p>The government’s Early Years National Funding Formula allocates funding to local authorities for the purpose of delivering our early years entitlements. Our new formula was introduced in April 2017 following extensive consultation and it includes an additional needs factor to weight funding according to disadvantage.</p><p> </p><p>To accompany the government response to the consultation, we published an Equalities Impact Assessment looking into the effects of the formula on specific groups. A typical family earning around this threshold, depending on their exact circumstances, would have a total annual household income of between £24,000 and £32,000, once benefits are taken into account. The two-year-old entitlement lasts for a year and once children have taken it up, they do not lose it, even if their family circumstances change.
