There are currently 43 surgical hubs operational in England. Following successful pilots in London, the National Health Service are now developing surgical hubs across the country. In collaboration with NHS England and NHS Improvement, the Getting It Right First Time programme is providing guidance to systems and regions on how to use surgical hubs effectively, standardise pathways and adopt best surgical practice.</p><p>The locations of future surgical hubs are not yet confirmed. However systems and regions will submit bids to NHS England and NHS Improvement which will determine where the hubs will be based. A copy is attached.</p><p> </p><p>Every quarter, NHS England publishes the number of operations cancelled at the ‘last minute’ for non-clinical reasons. A last minute cancellation is defined as ‘when a patient’s operation is cancelled by the hospital on or after the day of admission (including the day of surgery) for non-clinical reasons’. The financial sanction for not meeting the pledge in 2016-17 is non-payment of costs associated with cancellation and non-payment or reimbursement (as applicable) of the re-scheduled episode of care.</p><p> </p><p>Every month, NHS England also publishes data on urgent operations that are cancelled by the trust for non-medical reasons, including those cancelled for a second or subsequent time. This includes all urgent operations cancelled, not just those cancelled at the last minute. The target to eliminate waiting times of two years or more for elective procedures was met in July 2022 and we aim to eliminate waiting times of eighteen months or more by April 2023. They also include encouraging innovation, with a new approach to building capacity which includes elective surgical hubs. 	answer	answer is ministerial correction date of answer 01/03/2017 answer text <p>Public health is primarily a matter for local authorities, which includes preventative services around obesity and smoking cessation.</p><p> </p><p>Clinical commissioning groups (CCGs) are responsible for working with local authorities to understand and meet the needs of their local populations, and making decisions on how to best commission services which meet that population’s health needs.</p><p> </p><p>NHS England does not have a formal process in place to ensure that CCGs provide obese patients and smokers with access to appropriate treatment before operations. However, CCGs are encouraged to obtain the advice of NHS England regional teams before putting forward proposals which would affect access to services.</p><p> </p><p>CCGs also have a legal duty to have due regard to National Institute for Health and Care Excellence guidelines.</p><p> </p><p>CCGs have a statutory duty to meet the reasonable health requirements of their local population. As part of their duty to seek continuous improvement in the quality of services they commission, CCGs must act with a view to securing continuous improvement in the outcomes of services. We have already put in over £60 million to improve cyber resilience in hospitals and ambulance services and we’re continuing to invest in capabilities to prevent, detect and respond to cyber-attacks in real time.
