unstar this property answer text <p>2019-20 falls within the current Spending Review period, announced in 2015. Over the course of the Spending Review, the Government has given councils access to up to £9.4 billion more dedicated funding Government for social care over the three years from 2017/18 to 2019/20. In 2019/20, approximately £1.835 billion is provided by the Improved Better Care Fund and access to approximately £1.8 billion is provided by the Adult Social Care Precept.</p><p>Individual councils are responsible for setting their budgets and dedicating funding to specific services, and in doing this will assess what is required to meet the social care need of their local populations, and more widely to fulfil their statutory duties under the Care Act 2014.</p><p>The funding settlement for years beyond 2019-20 is a matter to be confirmed at the next Spending Review, alongside the rest of the local government settlement, which will take place next year.</p> more like this

unstar this property answer text <p>Adult social care provides a vital service to millions of people across the country. It is for local authorities to choose how much to spend on social care to meet their duties. We recognise there are pressures on these services, and the Spending Review 2015 as a whole paid particular attention to adult social care services. As a result the 2015 Spending Review provided a package of almost £3.5 billion of support for adult social care by 2019-20.</p><p /> <p>Following representations from local authorities and care providers that funding is needed sooner, the Provisional Local Government settlement included further measures to tackle these pressures, increasing the potential total funding available for social care during this Parliament.</p><p /> <p>The Government announced on 15 December that savings from reforms to the New Homes Bonus will be retained in full by local government to contribute towards adult social care, through a new dedicated £240 million Adult Social Care Support Grant in 2017 to 2018, distributed according to relative need. In recognition of the immediate challenges faced in the care market, Councils will be also be granted flexibility to raise the social care precept on council tax by up to 3 per cent next year and the year after, but by no more than 6 per cent over the three years. This could provide a further £208 million to spend on adult social care in 2017 to 2018 and £444 million in 2018 to 2019.</p><p /><p><br></p>

When the Green Paper is published, it will then be subject to a full public consultation, providing a further opportunity for interested parties to give their views, including older people and those using services.</p><p> </p><p>The Government is clear that our vision for care must incorporate the wider networks of support and services which help older people to live independently, including the crucial role of housing and the interaction with other public services. It must consider how care is provided at present and challenge the system to embrace new technology, innovation and workforce models which can deliver better quality and value.</p> more like this

unstar this property answer text <p>Ahead of the Spending Review, the Local Government Association estimated the gap in adult social care funding to be £2.9 billion - arising from a growing elderly population and introduction of the National Living Wage.</p><p>At Spending Review the Government outlined a package of support worth up to £3.5 billion to ensure councils are able to support some of their older and most vulnerable residents. That included giving authorities with social care responsibilities the flexibility to raise council tax in their area by up to 2% above the referendum threshold for each year between 2016-17 and 2019-20, to fund adult social care services. It is also providing £1500 million additional funding for local authorities to spend on adult social care by 2019-20, to be included in an improved Better Care Fund. Taken together, these measures provide significant resources to address the demographic pressures facing the social care system.</p><p>In terms of what the social care flexibility could raise, I refer the hon. unstar this property answer text <p>As a result of increased Government support, Blackburn and Darwen received an additional £7.3 million for adult social care in 2017/18.</p><p> </p><p>In total Blackburn and Darwen have access to up to £28.8 million additional funding between 2017/18 and 2019/20.</p><p> </p><p>Blackburn and Darwen’s adult social care budget for 2017/18 was £46.55 million. This is a 16.6% increase compared to the previous year.</p><p> </p><p>The Government has given councils in England access to up to £9.4 billion more dedicated funding for social care over three years.</p><p> </p><p>The action we have taken means that overall, councils are able to increase spending on adult social care in real terms for each of the three years from 2017/18.</p><p> </p><p>The Government will take decisions on funding for social care beyond 2019/20 as part of the forthcoming spending review.</p> more like this
