star this property answer text <p>We recognise there will be an increased demand for Export Health Certificates (EHCs) in the event the UK leaves the EU without a deal.</p><p> </p><p>Our aim has been to support the market in meeting likely demand by increasing the number of trained Official Veterinarians (OVs) by providing free certification training.</p><p> </p><p>The number of trained OVs has increased from around 600 in February 2019 to more than 1000 currently, there are around 250 who have registered but not yet completed this training. We have been contacting this group, encouraging them to complete the training as soon as possible.</p><p> </p><p>In Great Britain, OVs operate in the private sector and over time we would expect the market to match supply and demand. Understanding what this means for certifying capacity is difficult as we cannot know how many hours a week these OVs will spend on certifying exports and to what extent their availability will respond to price incentives.</p><p> </p><p>To support Local Authority Environmental Health Officers (EHOs) and Official Veterinarians, we have created a Certification Support Officer (CSO) role and funded training. CSOs will handle a number of preparatory and administrative aspects of EHCs (checking documents, identifying products or sealing containers), freeing up EHO or OV time and capacity to provide the final assurance required. To date, in GB, we have 70 authorised CSOs.</p><p> </p><p>EHCs for fish and fish products are primarily certified by Local Authority EHOs and OVs mainly certify EHCs for Animals and Products of Animal Origin (POAO).</p>

star this property answer text <p>Veterinary medicines have been recognised by the Government as critical to human and animal welfare and national security.</p><p> </p><p>The majority of veterinary medicines used in the UK (and ingredients and components to make them) are either produced in or enter via the EU. The Government is working with animal health companies who have been carrying out extensive EU Exit contingency planning for all EU Exit scenarios, including no deal, covering all aspects of their supply chains, from regulatory compliance and stocking levels to logistics and customs. This includes, as appropriate, increasing stocks of product in the UK, changing supply routes, transferring marketing authorisations and other regulatory processes.</p><p> </p><p>Additional cross-government activities include a comprehensive business/trader readiness information campaign to help individuals and businesses understand what they need to do to get ready for Brexit and the Government’s Freight Capacity Framework is intended to support the continued supply of Category 1 goods (to include veterinary medicines) in the event of border disruption.</p><p> </p><p>Supply is expected to cope with a normalised ordering pattern.</p><p> </p><p>With this planning in place, we are confident that we have made every effort to ensure continuity of supply of veterinary medicines in the UK.</p>

star this property answer text <p>This Government is committed to broadening our understanding of people’s living standards. New experimental statistics to measure poverty are being developed, based on the work undertaken by the Social Metrics Commission (SMC) which was presented in the SMC’s ‘A New Measure of Poverty’ report last year. This development work includes consideration of groups of people previously omitted from poverty statistics, like rough sleepers and those just above the low income threshold but in overcrowded housing, as well as consideration of a wider measurement framework of poverty covering the depth, persistence and lived experience of poverty.</p><p>There is no agreed way of defining destitution. External organisations (most notably the Joseph Rowntree Foundation (JRF)) have attempted to define and measure destitution. The JRF’s definition of destitution, however, is complex, and challenging to measure with accuracy. The JRF admit that there is a wide margin of uncertainty about the numbers they identify as destitute. The government therefore has no plans to adopt this definition as any official definition of destitution should be measurable and accurate.</p><p> </p>

star this property answer text <p>There is no official definition of destitution. The Department for Work and Pensions annually publishes Households Below Average Income (HBAI) statistics, based on the Family Resources Survey, which sets out four official measures of relative and absolute low income before and after housing costs. The closest measure in HBAI to a measure of destitution is the number of children in “severe low income” (50% of median before housing costs). HBAI also provides measures of material deprivation based on questions to parents and pensioners about their ability to afford the basics in life such as heating homes and paying bills. In addition, new questions have been added to the Family Resources Survey to develop a food insecurity measure from 2021.</p><p>New experimental statistics to measure poverty will be developed, and published by DWP in 2020. The new analysis will be based on the work undertaken by the Social Metrics Commission (SMC) which was presented in the SMC’s ‘A New Measure of Poverty’ report last year.</p>

Absolute child poverty after housing costs has reduced from 28% in 2009/10 to 26% in 2017/18.
