star this property answer text <p>Claimants can verify their identity in several ways, including online using the Government Gateway service or GOV.UK and by providing documentary evidence of their identity when they attend their Initial Evidence Interview.</p><p> </p><p>If a claimant does not have documentary evidence we can verify their identity by biographical tests and checks, using information held on the Department’s systems, by the confirmation of third party organisations and by two members of the Jobcentre staff knowing and recognising the claimant as part of their work.</p><p> </p><p>In addition, the Flexible Support Fund can be used to support the claimant obtain new identity documents in the form of duplicate driving licences, birth certificates etc, and can help with opening new bank accounts if necessary.</p><p> </p><p>Universal Credit guidance is routinely placed in the House of Commons library and it is updated at regular intervals. This guidance covers the different ways a claimant might verify their identity.</p>

star this property answer text <p>As of June 2019, potential fraudulent advance claims equate to less than 1 per cent of all Universal Credit claims.</p><p> </p><p>The Department has been working to improve knowledge and awareness of advances fraud amongst Jobcentre and Service Centre staff. Guidance has also been issued to ensure that staff are aware how to refer cases of suspected fraud to the Department’s Counter-fraud team.</p><p> </p><p>We are developing our service iteratively and improving any areas in the service that may currently be presenting issues, to minimise the risk of fraud while ensuring that we can continue to provide financial support to those claimants who need it.</p><p>We cannot share advance detail of the specific security improvements we are making but this includes improving our process for verifying a claimant’s circumstances.</p> more like this

star this property answer text <p>It is the policy of<a href="http://gov.uk/" target="_blank"> GOV.UK</a> Verify not to track individual users, including the services which they access. Building a model that respects privacy is essential if users are to place and maintain their trust in identity assurance.</p><p>PQ 8509 relates to verified user identities. ‘Success’ in the context of verified user identities is measured as the percentage of people with a verified identity who are then ‘matched’ with the departmental service they are attempting to access. The matching rates vary for each service depending on the data held and the matching needs of that service. For some services, for example Universal Credit, it is required that the user must match an existing record within the service. This is not required for all services, as the user may not previously have accessed that service, for example claiming for redundancy payments.</p><p> </p> more like this
