star this property answer text <p>The Capacity Market has been designed to mitigate the risks of gaming. We commissioned expert external advice from Charles River Associates on this issue and implemented the recommendations contained within that report which is available on the DECC website:</p><p><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/252746/CRA_Report_on_the_Capacity_Market_Gaming_Risks.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/252746/CRA_Report_on_the_Capacity_Market_Gaming_Risks.pdf</a>.</p><p>Anti-gaming measures include having in place an auction monitor who will ensure that the rules are properly followed by all participants during the auction. If the auction monitor were to find any irregularities, the Secretary of State ultimately has the ability to annul the auction after it has taken place.</p><p>Ofgem has the power to investigate any company bidding into the auction should they consider this necessary.</p> more like this

star this property answer text <p>Funds raised by the British public for the DEC appeal have already reached over £85 million, which includes £5 million in matched funding provided by DFID. UK Government representatives in Nepal’s meet regularly with Disaster Emergency Committee (DEC) members to discuss the ongoing earthquake response, recovery and reconstruction efforts.</p><p>The DEC publishes regular updates on the Nepal response on their website and through social media. Information on how funds are being used is also shared directly to donors via email and post. The DEC has also commissioned and published an independent evaluation of the work, which I have attached for ease, of members in Nepal which particularly focuses on the emergency response phase.</p><p>The DEC is planning on producing a ‘one year on’ report which will be published on the anniversary of the earthquake. This will give details of how funds were raised, how they were disbursed to member agencies, how they have been spent and what has been achieved.</p><p> </p>

star this property answer text <p>We are concerned by the electricity shortage in Gaza and the serious impact it is having on the humanitarian situation. We are in regular dialogue with Israel, the Palestinian Authority and other development actors, specifically the European Union and UN, on the extension of the 161 power line and conversion of the Gaza power station to gas. The UK believes these are the immediate steps necessary to improving the situation in Gaza, however a more comprehensive lifting of restrictions as part of a political agreement is the only long-term solution.</p> more like this

star this property answer text <p>The UK Aid Strategy sets out the UK Government’s ambition to be a world leader in implementing the Promise on Leave No One Behind. The promise was launched by the Prime Minister and agreed by other world leaders at the UN General Assembly in September 2015. To deliver our strategy, we will prioritise work that targets the most vulnerable and disadvantaged, the most excluded, those caught in crises, and those most at risk of violence and discrimination. We recognise that achieving our overall goal of leaving no one behind will take time, and require concerted and sustained effort across governments, citizens, civil society and businesses. The UK will work in partnership with others to build and sustain momentum on Leave No One Behind at the High Level Political Forum in July 2016 as well as deliver a global moment each year to review progress and give people that are being left behind, including people with disabilities, a regular chance to have their voices heard.</p> more like this

star this property answer text <p>The UK has been at the forefront of the response to the Syrian crisis. To date, we have committed over £2.3 billion, our largest ever response to a humanitarian crisis. As a result of the rise of Daesh, a separate humanitarian crisis has also emerged in Iraq. To date, we have committed £79.5 million to the humanitarian crisis in Iraq.</p><p>We continue to play a leading role in encouraging the international community to contribute generously to the UN appeals. At the Supporting Syria and the Region Conference we co-hosted in London on 4 February 2016, leaders came together to pledge more than $11 billion, the largest amount raised in one day for a humanitarian crisis. The money pledged at the Conference will save lives, give hope and give people a chance for the future.</p><p>We welcome the generous pledge of $2.5 billion in immediate and long-term funding from Germany at the Conference. Likewise, the EU pledged €915 million for 2016, €1.275 billion for 2017-20 and a further €200 million in concessional finance. Like the UK, Germany and the EU have pledged much more than in previous years.</p><p> </p>

star this property answer text <p>On 4 February, the Prime Minister co-hosted the “Supporting Syria &amp; the Region London 2016”, which brought together over 60 countries, international organisations, business, civil society, Syrians and people affected by the conflict to agree a comprehensive new approach on how we respond to this protracted crisis. Donors announced over $11 billion in funding for the Syria crisis response, of which almost $5.9 billion is for 2016. A further $5.4 billion has been committed for 2017-2020 to enable partners to plan ahead. Never has the international community raised so much for a single humanitarian crisis in a single day. The United Nations will track pledges made towards the 2016 UN-coordinated inter-agency appeals for Syria and the region, and we will work alongside the UN to ensure these pledges are disbursed quickly and maintain the momentum on fundraising over the longer-term. This information is being updated on UN Office for the Coordination of Humanitarian Affairs’ Financial Tracking System.</p>
