	answer	answer is ministerial correction date of answer 28/07/2014 answer text <p>The UK is working with the Kenyan Human Rights Commission, the Mau Mau War Veterans Association, the Nairobi Governor’s Office, and the National Museums of Kenya to make sure the proposed memorial is as inclusive as possible and promotes reconciliation. The Overseas Service Pensioners’ Association (OSPA) has also been fully consulted. <br><br>The first plaque will state: ‘This memorial is a symbol of reconciliation between the British Government, the Mau Mau, and all those who suffered during the Emergency Period’. <br><br>The proposed title of the memorial is: ‘Memorial to the Victims of Torture and Ill-Treatment during the Colonial Era (1952-1963)’. This reflects the wording of the settlement agreement and the announcement made by the then Secretary of State for Foreign and Commonwealth Affairs, my right hon. 	answer	answer is ministerial correction date of answer 26/09/2014 answer text <p> </p><p>A table has been placed in the Library of the House, it includes changes made to secondary legislation issued under the previous Administration.</p><p> </p><p>From time to time, we make amendments in response to scrutiny by the Joint Committee on Statutory Instruments. We also undertake routine review of previous instruments to see if the drafting needs to be improved to ensure that the policy is properly delivered or minor errors corrected. Wherever possible, revisions are included with other substantive provision to minimise the number of statutory instruments made.</p><p>We take our responsibility to ensure the quality of all legislation emanating from the Department seriously and endeavour to keep to a minimum the need for correcting instruments. We have a system in place for appropriate 2<sup>nd</sup> and 3<sup>rd</sup> lawyer checks by senior lawyers; we provide regular legal awareness training and guidance for policy officials in making statutory instruments and actively engage with interested persons or groups, where possible, to test the quality of the draft legislation. We regularly review these processes to ensure that they continue to be effective and appropriate.</p><p>In addition, both the Treasury Solicitor and First Parliamentary Counsel are strongly committed to improving the quality of statutory instrument drafting across the Government Legal Service. Two draft affirmative procedure instruments were re-laid in draft in order to correct errors, being 6% of all instruments laid. In the course of making two other instruments, the Department took the opportunity to correct errors in previous instruments; such correction was not the main purpose of the instrument which was made. The Department has endeavoured to prevent errors occurring in statutory instruments and it regrets that errors have occurred. Two of these, 6% of the total, corrected errors in other Statutory Instruments. They are the Marine Licensing (Application Fees) (Amendment) Regulations 2014 and the Veterinary Medicines (Amendment) Regulations 2014.</p><p> </p><p> </p><p> </p><p>The Department and its legal team have standing procedures for checking Statutory Instruments. Five of these (10%) corrected errors in a previous instrument. Not all &quot;errors&quot; in a statutory instrument are drafting errors. Some instruments are withdrawn due to factual errors or changes in policy.The Home Office Legal Adviser's Branch has in place a &quot;three pairs of eyes&quot; check on all statutory instruments made by the Department. The policy instructions must be cleared by a Senior Civil Service official in the instructing unit. Instruments are then drafted by the responsible lawyer and are checked and cleared by the Senior Civil Service team leader. Instruments are then finally cleared by one of two senior lawyers with specialist drafting skills before they are laid. These processes were enhanced and improved in April this year.
