	answer	answer is ministerial correction date of answer 30/04/2019 answer text <p>Although the Government holds data on National Insurance records, it is based on a 1 per cent sample of the National Insurance and PAYE System (NPS) which is not sufficient to provide data at a constituency level. So the specific information requested is not available.</p><p> </p><p>It is worth noting that over the course of someone’s working life it is possible to have some gaps in their National Insurance record and still get the full amount of State Pension. 	answer	answer is ministerial correction date of answer 18/02/2019 answer text <p>Winter fuel payments give reassurance, particularly to poorer pensioners that they can keep warm during the colder months. The DWP currently issues around 12 million winter fuel payments. Introducing an option on the notification for customers to donate their winter fuel payment would introduce complexity to the process. Recipients are of course free to donate the payment to a charity of their choice.</p><p> </p><p>The DWP also has a process in place should a recipient wish to return their payment. Under the Welfare Reform Act 2012, Pension Credit will be available to couples only where both members have reached the qualifying age.</p><p> </p><p>We plan to implement the change to Pension Credit qualification for couples where one member is above and the other below Pension Credit qualifying age at the point that Universal Credit has been rolled out nationally and is available for all new claims. Until November 2018, when men’s and women’s State Pension ages will be equalised, a man may qualify for Pension Credit before his own State Pension age.</p><p> </p><p>In couple cases, the income and capital of both members is taken into account.
