star this property answer text <p>Working in concert with National Health Service healthcare providers, Health Education England (HEE) is leading a programme of work to encourage nurses to return to practice. This work includes ensuring that the education programmes being commissioned are effective and meet the needs of patients and the NHS. All programmes are validated by the Nursing and Midwifery Council. In addition, HEE has developed a checklist of the elements required for an effective programme. Local Education Training Boards are working with Universities to review their programmes against this checklist.</p><p> </p> more like this

star this property answer text <p>Work is ongoing to address the recommendations made by the independent taskforce on the implementation of the Working Time Directive, which has been recognised to have a detrimental impact on the quality of some junior doctors training and on the continuity of care for patients.</p><p> </p><p> </p><p> </p><p>Health Education England (HEE) has been tasked in their annual mandate, to continue to work with the Department of Health and stakeholders to explore all the recommendations resulting from the Taskforce’s review and to look at the detail and options open to the National Health Service in the context of the wider recommendations detailed by the taskforce. HEE has set up a specific working group, with membership from the service and other stakeholders (including the Royal College of Physicians) to specifically examine the challenges set by the taskforce around the definitions of work and training. In addition NHS Employers and the British Medical Association are in negotiations on the contracts for doctors and dentists in training and consultants. The negotiations will take into account all relevant factors including regulations and legislation governing working time.</p><p> </p><p> </p><p> </p><p>The Department continues to work with the Department for Business, Innovation and Skills to ensure that in any future negotiations or reappraisal of the European Working Time Directive the needs of the NHS for increased flexibility are wholly explored and the concerns detailed in the taskforce’s report fully represented.</p><p> </p><p> </p><p> </p><p>Additionally HEE, the Department and other stakeholders will continue to explore the options open to organisations to maximise any flexibility in working patterns, rota design and the deployment of staff to achieve the maximum flexibility possible.</p><p> </p><p> </p><p> </p>

star this property answer text <p>Whilst the Department and its agencies do not currently have any apprentices, the Department is supportive of encouraging take up of apprentices in the healthcare sector, recognising the benefits they can bring to both healthcare delivery and to individuals seeking to pursue a career in health. We have mandated Health Education England to double the number of apprenticeships in the National Health Service and social care sectors. NHS Employers also play an important role in realising the benefits of using apprenticeship programmes to create a skilled NHS workforce and lead on a number of programmes to encourage take up across the NHS.</p><p> </p><p> </p><p> </p><p>The Department is actively looking at the possibility of implementing the Civil Service Fast Track Apprenticeship Scheme and/or the Civil Service Operational Delivery Apprenticeship Scheme in 2015-16.</p><p> </p><p> </p><p> </p><p>The Medicines and Healthcare products Regulatory Agency is looking a starting an apprenticeship scheme as part of its future plans.</p><p> </p><p> </p><p> </p><p>Public Health England is planning to launch an apprenticeship scheme for disabled people and the Movement to Work Scheme in the next financial year.</p><p> </p><p> </p><p> </p><p><strong> </strong></p><p> </p>

star this property answer text <p>When a doctor prescribes a drug, they are clinically and legally responsible for any results of that decision to prescribe. In view of this it would not be considered good clinical practice for a doctor to prescribe large amounts of drugs to a patient going abroad for an extended period of time, whose progress that general practitioner is not able to monitor.</p><p> </p><p> </p><p> </p><p>Any patient who leaves the country for three months or more is no longer considered ordinarily resident and, as such, is not entitled to National Health Service treatment.</p><p> </p><p> </p><p> </p><p>No representations have been received asking for this period to be extended.</p><p> </p> more like this
