	answer	answer is ministerial correction date of answer 10/09/2014 answer text <p> </p><p>The Prescribed Specialised Services Advisory Group (PSSAG) is a Department of Health expert committee which provides advice to Ministers on which services should be prescribed in regulations for national commissioning by the NHS Commissioning Board (NHS England).</p><p> </p><p> </p><p> </p><p>PSSAG makes recommendations to Ministers, who are obliged under section 3B of the National Health Service Act 2006 to take appropriate advice and to consult with NHS England before making regulations to prescribe particular services as specialised services for NHS England commissioning. Decisions on the timing of any changes to commissioning responsibilities will take account of advice from PSSAG and any consultation response from NHS England.</p><p> </p><p> </p><p> </p><p>Where a service is prescribed for national commissioning, NHS England becomes responsible for making decisions on the commissioning of that service, including funding of specific interventions as part of that service. We understand from NHS England that where it becomes the responsible commissioner for a service, it considers the funding priority of the service through its Clinical Priorities Advisory Group.</p><p> </p><p> </p><p> </p><p>We understand the Alpha 1 Alliance has worked with NHS England and the Specialised Respiratory Clinical Reference Group to develop a proposal for the national commissioning of services for patients with alpha 1-antitrypsin deficiency, which will be put to PSSAG for consideration at its next meeting on 30 September. We are concerned by reports that he has been in ill health since his release, and that his movement is restricted. We urge the Chinese authorities to allow him access to adequate medical care, and to ensure that his rights to freedom of movement and communication are duly protected. <br><br>UK officials have repeatedly raised Gao’s case with the Chinese government, including during the most recent UK-China Human Rights Dialogue in May 2014, and again prior to his release. 	answer	answer is ministerial correction date of answer 20/10/2014 answer text <p>If a final contract is signed, it is expected that the investors in Hinkley Point C would, subject to conditions, receive compensation in the event of a political shut down of the plant other than for reasons including health, nuclear safety, security, environmental reasons, nuclear transport or nuclear safeguards. These arrangements would be supported by an agreement between my rt. hon. Gross lending to SMEs in the first 7 months of 2014 was nearly £30 billion, up 21% on the equivalent period last year. Net lending was at zero or modestly positive in each of the last three months if overdrafts are excluded, reversing a long term negative trend. Local authorities are independent employers and it is for each council to make local, accountable decisions on the management of its workforce, including any payment made to staff leaving their employment. While Government has no involvement in these local decisions, we expect councils to be open and transparent about the decisions they make about the pay and rewards for staff, particularly senior staff. Under the Localism Act 2011, councils are required to prepare and publish an annual pay policy statement setting out their approach to pay matters, particularly senior pay. In our pay accountability guidance to accompany measures in the Localism Act, councils are asked to give full council the opportunity to vote on severance packages of £100,000 or more before they are rubber-stamped. It is unacceptable for information about compensation payments to be withheld from local taxpayers and we welcome the CLG Select Committee’s recent comments that councils should publish the rationale for, and amount of, any financial payment to a departing chief officer within a month of the decision so that the public can understand why such a payment has been made. Severance payments made to senior staff must already be disclosed in an authority’s annual Statement of Accounts and cannot be protected from disclosure by confidentiality agreements.<br><br>On 3 October, the Department further strengthened the public's ability to scrutinise councils by ensuring that they get the data they deserve through the local government transparency code.
