star this property answer text <p> </p><p>Every British citizen who has been registered to vote in the UK within the last 15 years is eligible to vote in UK Parliamentary (general) elections and European Parliamentary elections.</p><p> </p><p> </p><p> </p><p>The Electoral Commission informs me that the most recent figure showed that there were 15,848 registered overseas voters on the UK electoral registers.</p><p> </p><p> </p><p> </p><p>The most recent estimates of the total number of UK citizens living abroad are of 5.5 million (The Institute for Public Policy Research in 2006) and 4.7 million (The World Bank in 2010). However, it is not possible from this data to establish how many citizens living abroad were registered to vote in the UK within the last 15 years and are therefore eligible to vote from abroad. Even in the absence of a reliable estimate, it is nonetheless clear that the number of UK citizens living abroad who are eligible to register to vote is considerably more than those currently registered.</p><p> </p><p> </p><p> </p><p>The Commission runs public awareness campaigns to encourage British expatriates to register to vote; the most recent took place ahead of the European elections this year.</p><p> </p>

star this property answer text <p> </p><p>The Electoral Commission informs me that since Royal Assent of the Act, it has published a series of regular updates that explain how the new rules will work and how they may affect campaigners. These campaigner updates are available on the Commission's website and Members of Parliament can also sign up to receive them at:</p><p><a href="http://www.electoralcommission.org.uk/find-information-by-subject/political-parties-campaigning-and-donations/non-party-campaign-spending-and-donations-at-elections/sign-up-for-updates" target="_blank">http://www.electoralcommission.org.uk/find-information-by-subject/political-parties-campaigning-and-donations/non-party-campaign-spending-and-donations-at-elections/sign-up-for-updates</a></p><p> </p><p> </p><p> </p><p>The Commission has held four roundtable discussions across the UK, and used an online survey to listen carefully to the needs of campaigners and explain its plans for the guidance. There were 82 responses from charities to the survey and 24 charities attended the Commission's roundtable events. Electoral Commission officials have also spoken at events hosted by charity sector umbrella bodies.</p><p> </p><p> </p><p> </p><p>The Commission will publish its full guidance on the new rules in the summer, ensuring that campaigners have guidance available to them in advance of the regulated period. Campaigners are also able to approach the Commission for bespoke advice as usual and will continue to be able to do this when the new legislation comes into force on 19 September 2014.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>

The Electoral Commission issues guidance to ROs to support them in reaching decisions on the selection of venues for polling stations. star this property answer text <p> </p><p>The Commission informs me that in 2013 no items of mobile equipment were lost and in 2014 one piece of mobile equipment was lost. This was a Blackberry mobile phone which was left on a commuter train on 22 January 2014.</p><p>All Commission Blackberry’s are password protected. The Commission’s standard procedure was followed and the device was disabled and all data was remotely wiped off as soon as possible the following day. One round table event was held in Northern Ireland and was hosted by the Northern Ireland Council for Voluntary Action (NICVA). 24 organisations were invited to attend; 11 organisations - including umbrella bodies - were represented.</p><p> </p><p> </p><p> </p><p>The Electoral Commission is also providing a series of campaigner updates, giving information on what the Act will mean for charities and other campaigners. These updates are available on the Commission's website and have also been promoted by the Charity Commission for Northern Ireland.</p><p> </p><p> </p><p> </p><p>The Commission will publish its full guidance on the new rules, which will include joint guidance with the charity regulators, in the summer. This will ensure that campaigners have guidance available to them in advance of the regulated period which begins on 19 September 2014.
