This is based on regulations contained within Representation of the People Act 1983, Representation of the People (England and Wales) Regulations 2001, Representation of the People (Scotland) Regulations 2001, and Representation of the People (Northern Ireland) Regulations 2008.</p><p> </p><p>The rules governing the conduct of European Parliament elections provide for poll cards only to be sent to individuals who are registered to vote in the poll or an individual who has been appointed to vote as proxy for an elector. There is no provision for poll cards to be issued to any other individuals.</p><p> </p><p>Council Directive 93/109/EC requires all Member States to send the details of any EU citizens' declarations to their Home State to ensure an EU citizen does not vote twice, both here and in another EU country. The Council Directive specifies that this has to be done &quot;sufficiently in advance of polling day&quot;</p>

The 12 working day deadline is based on two provisions relating to the application process and the publication of, and alterations to, the register before the election. The provisions are contained in section 13B of the Representation of the People Act 1983 and regulation 29 of the Representation of the People (England and Wales) Regulations 2001; and the equivalent provisions in the Representation of the People (Scotland) Regulations 2001 and Representation of the People (Northern Ireland) Regulations 2008 as applied by Schedule 001 of the European Parliamentary Elections (Franchise of Relevant Citizens of the Union) Regulations 2001. <br>Council Directive 93/109/EC requires all Member States to send the details of any EU citizens’ declarations to their Home State to ensure an EU citizen does not vote twice, both here and in another EU country. The Council Directive specifies that this has to be done “sufficiently in advance of polling day”</p>

star this property answer text <p>The Cabinet Office does not hold information on the numbers of eligible electors nor information on the number of European nationals resident in the UK who register to vote in European Parliamentary elections.</p><p> </p><p>Estimates of the number of eligible people on the registers for electoral events are published by the Electoral Commission following each poll, but do not include a breakdown of the numbers of EU citizens eligible to vote. The report on the 2014 European Parliamentary elections was produced by the Electoral Commission in July 2014 and is available online at: <a href="http://www.electoralcommission.org.uk" target="_blank">www.electoralcommission.org.uk</a>.</p><p> </p><p>Each Electoral Registration Officer maintains a register for their own local area. These Regulations were made under section 2(2) of the European Communities Act 1972 and implement Council Directive 93/109/EC which lays down the arrangements for EU citizens to vote and stand as candidates in another Member State. star this property answer text <p>The Government is committed to respecting, protecting and promoting our democracy. We want to build upon recent record levels of individuals registering to vote and participating in elections. Our Register to Vote website is widely used by young people: over 7.83 million online applications have been submitted by 16-24 year olds since the service was introduced in 2014. Ahead of the General Election in June 2017 young people aged under 25 were particularly engaged, submitting over 1 million applications - more than 35% of all applications received in the pre-election period.</p><p> </p><p> </p><p> </p><p>Since then we have taken further steps to promote democratic engagement amongst young people. Making use of the Suffrage Fund, we have delivered three projects to promote youth engagement: a scheme to recruit and train 1000 youth Democracy Ambassadors; the development and publication of a toolkit for parliamentarians to engage young people; and a new history and citizenship resource for secondary schools (<a href="http://www.suffrageresources.org.uk" target="_blank">www.suffrageresources.org.uk</a>).</p><p> </p><p>The Government’s recent report, <em><a href="https://www.gov.uk/government/publications/democratic-engagement-respecting-protecting-and-promoting-our-democracy" target="_blank">Democratic Engagement: Respecting, Protecting and Promoting Our Democracy</a>,</em> sets out how we work with partners to encourage democratic participation. This includes National Democracy Week, which convenes youth focused organisations such as the British Youth Council, UK Youth, Elevation Networks and Patchwork Foundation to deliver targeted democratic engagement activity. The report also highlights steps to help Higher Education providers work with local authorities to promote electoral registration amongst their student populations.</p><p> </p><p>DCMS provides funding for the UK Youth Parliament, Youth Select Committee and Make Your Mark ballot which support young people to raise issues on local and national levels.</p><p> </p><p>Make Your Mark is a ballot of youth views which gives the UK Youth Parliament its mandate and gets young people, aged 11-18, involved in democracy, with over 1 million young people voting in 2018. star this property answer text <p>The estimated savings were based on the established cost of delivering the previous European Parliamentary elections in 2014, which cost the public purse £108.7 million.</p><p> </p><p>The potential cost of a 2019 European Parliamentary election, should it take place, would not be known until after the poll, once all expenses claims have been received and settled and invoices paid.</p><p> </p><p>For example, the postage costs of the freepost mailing will depend on the number of nominated parties/candidates, who in turn then choose to take up the offer of the mailing.</p><p> </p><p>The Cabinet Office has now published the relevant Charges Order which provides the basis for reimbursing Returning Officers for their services and any expenses necessarily incurred in relation to the European Parliamentary elections.</p><p> </p> more like this

star this property answer text <p>The Electoral Commission has a statutory responsibility to promote awareness of elections, including public awareness campaigns on voter registration. Electoral Registration Officers have a statutory duty to ensure that people who are eligible to vote in relevant elections have the opportunity to do so. For both this includes the European Parliamentary elections.</p><p><br>The Cabinet Office report, Respecting, Protecting and Promoting our Democracy, sets out the recent steps that Government has taken to modernise voter registration. For example, the introduction of online applications; changes to the anonymous registration process; and co- production of Mencap Easy-Read guides have made the system more accessible and built on record levels of voter registration. I have carefully noted the points made about the current system of hereditary peerage in the context of the Hereditary Titles (Female Succession) Bill. However, this issue is complex and is linked with several equally complex issues, including the system of courtesy titles.</p><p>Under the current arrangements, the Equality Act 2010 provides that neither a life peerage nor a hereditary peerage (as an honour conferred by the Crown), is a public or personal office for the purposes of the Act. This exemption means the rules surrounding the by-elections of hereditary peers is ultimately a matter for the House of Lords in regulating its own affairs.</p> more like this

star this property answer text <p>It remains the Government’s intention to leave the EU with a deal and not participate in European Parliamentary elections.</p><p>In preparation for the delivery of elections, Returning Officers, who are statutorily independent, will work to deliver the polls, including through following guidance issued by the Electoral Commission.</p><p>The Electoral Commission’s guidance advises Returning Officers to prioritise postal ballot packs that are to be sent overseas in order to allow as much time as possible for the ballot pack to reach the elector and to be completed and returned. The Government has agreed to fund International Business Response Licences for the return of postal votes from overseas and has met with Royal Mail and British Forces Post Office to ensure there is effective planning in place for the dispatch and return of postal votes from overseas including those for service voters based overseas.</p> more like this

star this property answer text <p>It remains the Government’s intention to leave the EU with a deal before the 23 May, so we do not need to participate in European Parliamentary elections.</p><p>Electoral Registration Officers (EROs) maintain their own register for the area for which they are responsible. EROs should write to EU citizens informing them of their right to vote and request they confirm whether or not they wish to vote at a European parliamentary election in the UK or in their home country.</p><p>Moreover, the Government has made registering to vote easier for all citizens, including those from the EU, with an online application taking as little as 5 minutes. The Individual Electoral Registration digital service has been a huge success, facilitating over 38 million applications; with over 75% of these being made online since its introduction in 2014.</p> more like this

star this property answer text <p>There are no plans to establish a public inquiry. The independent Electoral Commission is responsible for ensuring that elections and referendums are run effectively and in accordance with the law. It regulates the spending of, and donations and loans, to political parties and other campaigners.</p><p> </p><p>It is not acceptable for any organisation to breach electoral procedures – and it is regrettable that fines have been levied on multiple groups on both sides of the referendum campaigns. Pro-Remain groups outspent pro-Leave groups by £4 million in the referendum campaign.</p><p> </p><p>With 17.4 million votes to leave the European Union, more people voted for Brexit than have ever voted for anything else in the United Kingdom. Almost three quarters of the electorate took part in the referendum. The result was a bigger popular vote than won by any government in history. The will of the British people must be respected and delivered. The public delivered a clear verdict and that is what the Government is implementing.</p>
