star this property answer text <p>Since April 2014, the Health and Social Care Information Centre (HSCIC) has published quarterly registers detailing the instances where it has provided data under a data sharing agreement. The registers list each organisation, the type of data released, the legal basis for release and the purpose for which the data was provided. The register also lists the number of releases of non-clinical information provided in response to requests received for the purposes of law enforcement from the Police, Serious Organised Crime Agency and later the National Crime Agency which replaced it during 2013, the Home Office and the courts. The quarterly registers can be found here:</p><p> </p><p> </p><p> </p><p><a href="http://www.hscic.gov.uk/dataregister" target="_blank">http://www.hscic.gov.uk/dataregister</a></p><p> </p><p> </p><p> </p><p>The HSCIC also published the Partridge Review, a review of data releases by its predecessor body, the NHS Information Centre, in June 2014. As part of this review a listing was released of recipients of data from April 2005 to March 2013. star this property answer text <p>On behalf of the Department, the Health and Social Care Information Centre (HSCIC) has commissioned the “What about Youth?” trial survey to test the processes and methodology. It was carried out by Ipsos Mori and ran from November 2013 to February 2014. The trial survey was posted to just under 7,000 younger people using information obtained from the Medical Research Information Service Integrated Database and Administration System, approval for which was obtained on 15 August 2013 via the HSCIC Data Linkage and Extract Services application process:</p><p> </p><p>http://www.hscic.gov.uk/dlesaac</p><p> </p><p>The decision to approve the request for provision of an extract will be included in the next Data Release Register due in early July.</p><p> </p><p>The National Pupil Database (NPD) is a Department for Education resource. HSCIC gained approval to use NPD data by applying via the formal process:</p><p> </p><p>https://www.gov.uk/national-pupil-database-apply-for-a-data-extract#approval-process</p><p> </p><p>and received approval to use NPD for the trial survey on 18 March 2014; however, this was too late for the trial and the data were not used. Ipsos Mori was granted access to the extract on 10 April. star this property answer text <p>The Government welcomes the action plan including, in particular, its focus on maximising the gains from evidence-based programmes. The inter-agency statutory guidance <em>Working Together to Safeguard Children</em> places a significant emphasis on preventative, early help. That approach includes the important part played by, among others, health visitors, <strong>family nurses</strong><strong>,</strong> school nurses and the Healthy Child Programme. <strong>In this respect the Government has increased the number of health visitors by 2,206 since 2010 and the number of places on the Family Nurse Partnership programme will increase from 6,500 in 2010 to 16,000 in 2015.</strong><strong> </strong></p><p> </p><p> </p><p> </p><p>The <strong>Healthy Child</strong> Programme is the key universal service for improving the health and wellbeing of children, by bringing together the evidence-based actions of those who deliver care to babies and children. It provides health and development reviews, health promotion, parenting support, and screening and immunisation programmes.</p><p> </p><p> </p><p> </p><p><em>Note:</em></p><p> </p><p>- health visitor numbers compare May 2010 with end-July 2014</p><p> </p><p>- FNP places – original commitment was to double them, to 13,000 by 2014 (later increased to 16,000 by 2015) – which suggests a 2010 baseline (which we are unable to confirm in a hurry) of 6,500.</p><p> </p><p> </p><p> </p>

star this property answer text <p>My noble Friend Lord Saatchi has reintroduced the Medical Innovation Bill in the current Parliamentary session as a private peer’s Bill, which had its second reading on 27 June. The Government is supportive of the principles of this Bill, but believes it is necessary to amend the Bill to ensure it does not:</p><p> </p><p>- put patients at risk;</p><p>- deter good and responsible innovation;</p><p>- place an undue bureaucratic burden on the National Health Service; or</p><p>- expose doctors to a risk of additional liabilities.</p><p> </p><p>The Bill will proceed through Parliament in the usual way.</p> more like this

star this property answer text <p>The Government has set out its position on statutory regulation of healthcare professionals in the publication <em>Enabling Excellence Command Paper - Autonomy and Accountability for Healthcare Workers, Social Workers and Social Care Workers, </em>published February 2011. Statutory regulation will only be considered where there is a solid body of evidence demonstrating that there is a level of risk to the public which warrants the costs imposed by statutory regulation, and which cannot be addressed through assured voluntary registration. No cost-benefit risk analysis of the case for introducing compulsory statutory regulation of the health care scientist workforce is now planned by the Department at this time.</p><p> </p><p>Modernising Scientific Careers has put in place standardised and accredited education and training programmes for the healthcare science work force that enables formalised regulation, whether voluntary or statutory. For those health care scientists not regulated by statute the Academy for Healthcare Science (AHCS) holds a voluntary ‘shadow' register and we understand that the AHCS intend to seek accreditation from the Professional Standards Authority for Health and Social Care.</p><p> </p>

star this property answer text <p>The Department, NHS England, Public Health England and the Local Government Association are working closely together to develop a clear process to ensure the smooth and safe transfer of commissioning 0 to 5 years public health services, (including health visitor service), from the National Health Service to local authorities. In particular, the Department has established a Task and Finish Group to develop a comprehensive transfer plan comprising the key workstreams involved in the transfer.</p><p> </p><p>Health Education England (HEE), in its December 2013 publication, <em>Investing in People for Health and Healthcare: Workforce Plan for England Proposed Education and Training Commissions for 2014/15</em> , has set out its approach to training health visitors in the longer term, stating: “The job of HEE this year and in future years is to maintain the Health Visitor workforce at these new historically high levels.”</p><p> </p><p>At the national level, the Children's Health and Wellbeing Partnership will provide national leadership on specific challenges, (such as the transition of the 0–5 service), by bringing together key national partners, so they can jointly contribute to ongoing improvement of outcomes for children and young people.</p><p> </p>

star this property answer text <p>The Health and Social Care Information Centre (HSCIC) register as published on 3 April 2014 only covers data releases approved and data released by the HSCIC within the period 1 April 2013 to 31 December 2013.</p><p> </p><p>The applications the hon. Member refers to have been approved by the Data Access Advisory Group's (DAAG) but are not included on the HSCIC Register of Approved data releases as they are not within the scope outlined for the following reasons:</p><p> </p><p>(a) Department of Health Dental and Eye Care Analytical Team DAAG application reference 240413-a, this request was for additional access for an individual field by Department of Health through the Business Objects on-line system, access to which was approved prior to 1 April 2014. This means of access has subsequently been replaced, and the Department's access to the new system is covered by row id 373 in the approved release register;</p><p> </p><p>(b) HCV Research UK DAAG application reference MR1316 – the release of data to this customer has not yet been approved by the HSCIC;</p><p> </p><p>(c) Hull and East Yorkshire Hospitals NHS Trust section 251 notification DAAG application reference MR1320 – the applicant has received no data from the HSCIC within the time period; and</p><p> </p><p>(d) UK Biobank DAAG application reference MR1109 – this was approved prior to 1 April 2013.</p>
