The relentless denial of aid is a matter of life and death for those still in northern Rakhine. I have repeatedly called on the Burmese authorities to stop the violence in Rakhine state, and to allow full and unfettered humanitarian access to provide a lifeline to all those living in Rakhine State. We were a founding donor and the largest contributor to the fund having pledged £30million from 2016 to 2018. We also provide technical expertise including through a DFID senior adviser seconded into the fund’s Secretariat.</p><p>75 million children and youth are affected by emergencies and protracted crises and are in need of education support. The issue is a complex one, but the UK has not shied away from its responsibility and we are working closely with the Government of Bangladesh to provide life-saving assistance to thousands of displaced men, women and children. Our initial support is already enabling food to reach 65,000 refugees, health care for 50,000, and emergency shelter for more than 26,000. The former supported the team for a short period to set up the Helpline, including call centre systems, management data production and development of tools for call handlers. These team members were not reassigned to the Covid Helpline. Experienced Call handlers were reassigned to the team and supported the training and mentoring of new team members and receipt of customer calls.</p><p>The redeployment had minimal impact on performance as team members had been upskilled to undertake a variety of duties across the team so that work could be prioritised. Intake on claims and calls was lower than forecast which enabled the support to be agreed. Where awards are for actual losses it is right we seek to obtain an appropriate level of assurance these losses were incurred in order to fulfil our duty to properly manage taxpayers’ money.</p><p>However, we do not expect people to meet the criminal standard of proof. We therefore published revised Windrush Compensation Scheme rules and guidance in October which clarify that the scheme operates on the balance of probabilities. This means caseworkers must be satisfied it is more likely than not that the losses and impacts being claimed for were suffered due to difficulties evidencing lawful status.
